About this file
This document contains responses to an Request for Information related to a federal construction contract opportunity. The responses provide clarification that solid core PVC piping and two-bolt riser clamps will be acceptable substitutions under the specifications. Demountable partition walls are to terminate at bulkheads constructed of gypsum wallboard and metal studs at varying elevations, and the full height walls indicated in plans will combine demountable and gypsum construction.
The related federal contract opportunity is a solicitation for construction services to build an 18,000 square foot Aircraft Maintenance Unit facility at Dannelly Field Air National Guard Base in Montgomery, Alabama. The single award firm fixed-price design-bid-build contract has a 450 calendar day period of performance and 100% small business set-aside with a NAICS code of 236210 and size standard of $45,000,000. The project scope includes site work, foundations, and mechanical, electrical and utility relocation for a new two-story building.

Subject: RESPONSES TO RFI #002
Project: AIRCRAFT MAINTENANCE UNIT FACILITY
Job #: ANG# FAKZ169003 / SSL# 18153
From: Jake Johnson
1) Question: Spec 220000, 1.19, D refers to stenciled pipe markers. Are wrap-around style pipe markers
Response: Yes.
2) Question: Spec 220000, 2.2A.1 calls for service weight cast iron to be used underground. Is it acceptable to use Sch 40 PVC below the slab? This will not only be more cost-effective for the owner, but we are concerned about delivery and lead times for service weight cast iron. It is not stocked in the Montgomery area and any extra or unforeseen fittings would have to be ordered by UPS.
Response: Solid Core PVC with appropriate solvent cement joints will be acceptable. Cellular core PVC will not be allowed.
3) Question: Spec 220000, 2.2, C.1 calls for sump pump discharge to be Sch 40 PVC.
Is it acceptable to use Sch 40 PVC for the sanitary and vent piping above slab as well?
Response: Solid Core PVC with appropriate solvent cement joints will be acceptable. Cellular core PVC will not be allowed.
4) Question: Spec 220000, 2.10, A calls for pipe sleeves to be installed. Is it acceptable to core drill penetrations instead? These can be done after walls are laid out, which allows for greater accuracy.
Response: Yes.
5) Question: Spec 220000, 2.12, E.2 calls for four-bolt riser clamps. These are considered special order and are extremely hard to obtain. Can standard two-bolt riser clamps be used instead?
Response: Two-bolt acceptable.
6) Question: I see where there is spec for Aluminum Blast Resistant Doors. I do not see any specification for Hollow Metal Blast Resistant Doors. The only place I see
AIRCRAFT MAINTENANCE UNIT FACILITY FAKZ169003
RESPONSES TO RFI NO. 001 Page 2 of 2
Seay Seay & Litchfield, P.C. 20 June 2023 mention of Blast Resistant Doors is in the Hollow Metal Specification 081113 page 5, section2.01 paragraph D.1 and 2.03 paragraph A, mentions “ASTM F 2247 as noted in section B-3.2.1 of UFC at all exterior doors”. This reference appears to be about line of sight to doors. Paragraph 2.03 A mentions ASTM F 2247 where applicable.
Are all exterior doors to be quoted as Blast Resistant or just the entry doors? If there are hollow metal blast resistant doors require, we need to know the Standoff distance in feet, the Explosive Weight in feet, the peak pressure in psi, the impulse (psi-msec), rebound percentage, and the post blast performance required.
Response: Exterior glazed entrances are to be blast resistant, exterior hollow metal doors are not required to be blast resistant.
7) Question: Bid Option #5 – Demountable Partitions. How are the demountable partitions supposed to terminate at the head condition? Do they frame into the ceiling grid (slot grid is not specified) or do we need to provide a sheetrock bulkhead from the roof deck down to the grid line. I do not believe it is practical / possible to try and extend the demountable partitions all the way to the roof deck as is noted on sheet
A2.7.
Response: Demountable partitions are to terminate at gypsum and metal stud bulkheads / walls at varying elevations. Refer to A3.7 for partition heights, and
A8.1 / A8.2 for ceiling elevations and details. In the event that the bid option is awarded, the full height walls indicated on A2.7 will be a combination of demountable partitions and gypsum wallboard and metal stud construction.
