About this file
This document contains a justification and approval for sole source procurement and a related federal contract opportunity solicitation. The justification is for a sole source procurement of Belgard Moduline Series Paver System for compatibility with pavers already installed in two previous construction projects to build a continuous pedestrian concourse. The related solicitation is for construction services to build an 18,000 square foot Aircraft Maintenance Unit facility at Dannelly Field ANG in Montgomery, Alabama. The fixed-price contract value is over $10 million and has a performance period of 450 calendar days. The solicitation is set aside 100% for small businesses under NAICS code 236210 with a size standard of $45 million. The pre-solicitation notice was posted on SAM.gov and the final solicitation and amendments will be available there as well. The project will include five sole source items for compatibility with existing systems.

Belgard Moduline Series Paver System: This project includes a portion of a pedestrian concourse that connects to multiple facilities. The pedestrian concourse will be constructed with pavers.
Text6: United States Code 3304(a)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(ii)(B), Only one responsible source and no other supplies or services will satisfy agency requirements.
| Text7: The pedestrian concourse will be constructed over five different projects. The Belgard Moduline Series Paver System, (Moduline Plank Pavers) was selected in the first two projects that have already been awarded, and the same product will to be used in the remaining projects. The Pedestrian Concourse, although broken across multiple project scopes, is continuous and the potential use of multiple paver manufacturers would result in inconsistency of size, color, and finish of pavers that would have a detrimental impact to overall aesthetic of the concourse upon completion. Ultimately, the concourse will span across the Base Supply, F-35 Simulator, Squadron Operations Renovation, AMU, and WLT project scopes. | |
| Text8: A pre-solicitation notice is placed in beta.sam.gov in order to give contractors an early notification of this project. The Belgard Moduline Series Paver System is currently being used in two previous projects of the continuous pedestrian concourse. | |
