About this file

This document outlines a draft request for proposal and industry day questions and answers related to the Hydra-70 Rocket System production and engineering services requirement for fiscal years 2019 through 2023. The Joint Attack Munition Systems Project Office is seeking a single prime contractor to provide Hydra-70 production quantities along with engineering services for safety, reliability, and producibility improvements. The industry day was held on March 27, 2018 to gather feedback on the draft RFP and help promote competition for the final solicitation, which is estimated to be released in the third quarter of fiscal year 2019. Questions and answers from the industry day will be posted to the Federal Business Opportunities website within 15 business days. The five-year IDIQ contract will have firm-fixed-price CLINs for hardware production excluding the Mk90 grain, which is cost-no-fee. Engineering services will be cost-plus-fixed-fee.

This paragraph states that the “…deliveries shall commence at the later of eighteen (18) months after the beginning of the ordering period, or the month immediately following the latest scheduled delivery for that item.” By starting the delivery cycle at the beginning of the ordering period it will not allow the Government or the contractor to take advantage of the Cumulative Quantity Period (CQP) window> Should this instead state that deliveries shall commence at the later of eighteen (18) months after the end of the cumulative quantity period or the month immediately following the latest scheduled delivery for that item?

As discussed - Deliveries for each order is 18 months / 12 months, for a total of 30 months for each order placed.

RFP0046-014 Will the Government add FAR Clause 52.232.16 Progress payments for FFP hardware CLINs?

The Government does not anticipate Progress Payments for the FFP hardware CLINs. Contractor private contract financing is the Government's preference. After award, if requested by the Contractor and considered advantageous to the Government, Progress Payments may be negotiated into the contract.

RFP0046-015

Since this solicitation is a competitive procurement, FAR 52.215-12, Subcontractor Certified Cost or Pricing Data, does not seem to apply. Is the clause intended to be FAR 52.215-13 Subcontractor Certified Cost or Pricing Data – Modifications?

The Subcontractor Certified Cost or Pricing Data will be required for the task orders for Engineering Services. Since the Government will execute/place task orders against the basic contract for individual requirements, then each task order will be considered separate contract actions that will require certs for each action.

RFP0046-016

Will the Government add FAR 52.223-3, Hazardous Material and Material Safety Data, since Attachment 0009 requires list of Hazardous Material?

This clause will be reviewed to determine if it is applicable and will be incorporated at the release of the final RFP if it is applicable.

The correct CLIN references for CPFF evaluation are ClIN 0047 Engineering Services Labor and CLIN 0048 Engineering Services ODCs and has been revised in the RFP.

RFP0046-020

Your slide states one (1) award, however you state on the same slide you want to increase competition for future contracts. How do you reconcile both statements if one (1) award?

This contract is 5 year IDIQ and will be bid as full and open competition in accordance with the Government's acquisition strategy.

RFP0046-021

What opportunities are there for Small Business? Is this a build to print program? Is there a chance to transition for small business and low rate production?

This contract is a TDP build to print program, any small business will be up to the prime contract. We do not plan to break out or make multiple awards.

These CLINs will be used for safety, reliability, and producibility which could include Research, Development, Test and Evaluation (RDTE).

RFP0046-029

We noticed the video had a rocket launcher and affects the next firing as well as fin deployment.

Does the fin affect the launch of the next rocket that is launched?

Product improvements will be initiated by the Government or whoever wins the prime. The Prime will determine how they manage the Engineering services portion of the contract.

RFP0046-030 Could we subcontract at a later date?

The decision would be up to the prime contractor as to whom or if they would team up with a subcontractor for this effort.

RFP0046-031 What is the process for modifying the TDP to include enhanced/advanced technologies in this RFP? Incorporation of improvements will be cut in as an Engineering Change Proposal (ECPs).

RFP0046-035

We observed that there are CLINs for the M439 Fuze and selected new containers (M643, PA150, and PA151). Should the contractor prepare to price all Fuze and container variants? No. The contractor shall price the CLINs stipulated only.

RFP0046-036 Does the Government intend to buy these items (M439 Fuze and container variants) separately? Government expects pricing to be as stipulated in the solicitation for each CLIN.

RFP0046-037

Would the Government consider providing a sample task to develop the labor mix for Engineering Services?

Requires response from ACC and Pricing. The Government is evaluating different approaches at present.

RFP0046-038

Has the Government considered directing the Load, Assembly and Pack (LAP) work to Government Owned Contractor Operated facilities to achieve "Big Army" cost savings

The Government requires one complete system integrator, however the prime contractor has the discretion to determine how and where their items are Load Assembled and packed per contractual requirements. Please note Entry Gate Criteria must also be met.

RFP0046-039 Is your comment about entry gate criteria for the systems (prime) contractor?

The prime contractor shall determine where their LAP is performed which includes identified critical suppliers per Section L-12 Entry Gate Criteria in the draft RFP.

RFP0046-040 The Government is not going to direct where the LAP is done? LAP is to be performed per the requirements of the RFP.

RFP0046-041

Can the contractor qualify a second grain source as long as it meets the specs and then buy from that alternate source? Would that not be provided as GFM?

RFP0046-045 Is there any way we can break out by warhead or rocket type, the budget? Mission requirements prevent accurate advanced determination of quantities for different variants.

RFP0046-046 Why is Grain GFM?

There is CFM grain as well as GFM grain CLINs. We have GFM grain for potential second source grain.

RFP0046-047

You say you want hardware and LAP cost broken out separately by CLIN type (warheads & rocket motors) and then we are going to combine and have CLIN price. Why do you need both hardware and LAP cost?

Each item has several different configurations and packaging options available. Pricing LAP separately ensures it is captured for all configurations.

RFP0046-048

For the CPFF labor CLINs labor hours are broken out. You want to know what the direct labor costs are for not only us but our suppliers. Why do you need direct labor and overhead broken out? And any other direct costs broken out? Why not just take the total labor hour rate?

Section L-12 VOLUME III - Cost/Price instructions are structured to ensure that the USG receives the offeror's proposal in a format that allows for cost realism to be performed in accordance with Section M-3.1.3 COST/PRICE FACTOR.

RFP0046-052

Will you be applying should cost methodology for proposal evaluation and the risk associated with a proposal that is really high or really low?

The Government will be utilizing analysis techniques as outlined in Section M-3.1.3 of the draft RFP and in accordance with FAR 15.404-1(b)(2)(I) as well as 15.404-1(b)(2)

RFP0046-053 Would the Government contemplate splitting the award to two prime contractors?

No, the Government is not considering splitting the contract award between two prime contractors.

(if deemed necessary, can provide reason why below) The Government requests one Prime Systems Integrator for the contract due to cumulative volume pricing will be more readily achieved along with less administrative and management burden managing one contract vs. multiple contracts.

RFP0046-054 What is in the LAP price? Is subcontractor cost included in the LAP cost? RFP language will be added to clarify what is included in the LAP cost.
