About this file

This document contains acceptance criteria for reusable pallet crates used to transport MK 90 Mod 0 propellant grains, as well as details of a federal contract opportunity notice for Hydra-70 Rocket System production and engineering services from fiscal years 2019 to 2023. The pallet crate acceptance criteria specify functional performance and structural integrity requirements, such as a minimum number of functioning lid catches, limits on broken welds and other defects, dimensional tolerances for levelness, and restrictions on damage and corrosion. The contract opportunity notice invites interested parties to an industry day on March 27, 2018 to provide feedback on a draft RFP and promote competition for the Hydra-70 requirement. Questions for the industry day are due by March 13, 2018. The Technical Data Package will be provided to registered attendees. Responses will be posted to FEDBIZOPS within 15 days of the industry day.

MK90 Grain Propellant Grain Cage Inspection Criteria

Mk 2 Mod 0 Pallet Crate Acceptance Criteria

I. Background

The Mk 2 Mod 0 Pallet Crate is a reusable palletainer designed to provide safe domestic and overseas transport of the Mk 90 Mod 0 Propellant Grain. As a reusable packing item, the pallet crate is subject to damage (e.g., broken welds, broken or bent wires, and dents) and deterioration (e.g., corrosion) throughout its service life. The subsequent paragraph defines the acceptance criteria for reuse of the pallet crate in transporting the Mk 90 Mod 0 Propellant Grain.

II. Functional Performance & Structural Integrity Requirements The pallet crate shall be repaired or refurbished to the extent necessary to meet the following functional performance and structural integrity requirements.

1. The pallet crate lid shall have a minimum of three (3) functioning catches and these catches shall not all occur on the same side. Note that this minimum quantity and location of functioning catches are sufficient to securely fasten the top, thereby ensuring safety while stacking pallet crates on top of each other. Additionally, the catches are intended solely to fasten the top and are not considered to provide significant structural support.

2. Pallet crate lid cross-members anchoring catches shall not exceed two (2) broken welds per side. Note that a failure of two (2) welds out of ten (10) welds yields approximately 80% of its original structural integrity.

3. Pallet crate sidewall cross-members interfacing with catches shall not exceed two (2) broken welds per side. Note that a failure of two

(2) welds out of 12 welds yields approximately 83% of its original structural integrity.

4. The pallet crate deck shall be level within 0.75 inches when measured using a straight edge across the deck.

5. Pallet crate cross-members shall not contain any broken cross-members that could puncture a Mk 682 Mod 0 Grain Container and damage a propellant grain within its interior confines or within the interior confines of any adjacent pallet crate(s) under normal transportation conditions.

6. Pallet crate cross-members shall contain no deformations (e.g., bends or dents) that prevent the packing of 186 Mk 682 Mod 0 Grain Containers in accordance with MIL-STD-1322/53. Note that bends and dents of pallet crate cross-members that impact the quantity of packed grain containers detrimentally affect the form, fit, and function of the palletainer.

7. The pallet crate support feet shall hold the palletainer level within .075 inches when measured using a straight edge across the deck.

The pallet crate is permitted one (1) missing support foot per side, but shall not exceed a total quantity of two (2) missing support feet per pallet crate. Note that a pallet crate missing a quantity of support feet in excess of these limits may pose a safety hazard by permitting the pallet crate to tip over.

8. The pallet crate shall not contain any damage that prevents transportation with a forklift.

9. Pallet crate short sides (41-3/8 inches) shall not exceed 138 broken welds per side and pallet crate long sides (48 inches) shall not exceed 184 broken welds per side. Note that a pallet crate has 23 horizontal wires (hw) with 12 vertical wires (vw) on each short side and 16 vertical wires (vw) on each long side. Consequently, there are 276 welds on each short side (23 hw x 12 vw) and 368 welds on each long side (23 hw x 16 vw). The maximum number of allowable broken welds per side yields approximately 50% of its original structural integrity.

10. As a further restriction to the broken weld requirements defined in paragraph 9 above, pallet crate sidewall connections to a corner support shall not exceed 11 broken welds at each of the eight (8) sets of such connections. Note that a failure of 11 welds out of 23 welds yields approximately 52% of its original structural integrity.

11. The pallet crate shall be free of heavy rust scales. The method(s) used to remove such corrosion accumulations shall not detrimentally affect the usability of the palletainer.

12. The pallet crate shall not contain any gaps of sufficient size to permit a Mk 682 Mod 0 Grain Container to exit the palletainer.

13. The pallet crate shall be free of severely deformed bars that are capable of moving freely. Note that this condition may pose a physical safety hazard to personnel.
