V. Responsibilities:
AUR, Propulsion & Payload IPT Responsibilities:
The IPTs are responsible to provide program/technical support of rocket load, assembly, packaging, shipping, storage containers and delivered product acceptance testing (AUR IPT), fuze and warhead activities (Payload IPT), and rocket motor production and delivered product acceptance testing (Propulsion IPT). IPT support will encompass the following activities:
Assessment of product performance/safety and program cost/schedule risk
Recommendation and determination of inspection/test changes and validation
Addressing supplier issues
Development and technical approval of Engineering Change Proposals (ECPs)
Discussion of design change recommendations and qualification
Discussion of Request for Deviations (RFDs) / Technical approval of RFDs
Discussions of Material Review Boards (MRBs)
Discussions of manufacturing process changes
Performance of failure analysis, root cause investigation, and suspect population disposition
Characterization of defects and their impact on product performance and safety
Support of Audits
IPT Co-Leads Responsibilities:
Setting agenda, ensuring needed functional representation at the meetings, conducting the bi-weekly meetings, and ensuring path forward to resolution.
Maintaining a current list of the core and expanded membership of the IPT. Each IPT co-lead will apprise their counterpart of respective membership updates.
Convening supplemental meeting as necessary as a means to increase focus on specific issues and facilitate progress to resolution. The co-leads will agree on the format/location of supplemental meetings and include relevant program stakeholders and subject matter experts from within and outside the IPT as deemed necessary.
Documenting issues that cannot be resolved at IPT level, and jointly presenting the issues to the Hydra 70 Program Management (Senior) Management IPT.
IPT Government Lead Responsibilities:
Ensuring representation at the Payload and Propulsion IPTs (AUR).
Providing a significant act notice (via e-mail) to the DPM weekly.
Coordinating with JAMS contracts and Acquisition Center for technical recommendations made at the IPT level and other contract actions as required.

IPT Contractor Lead Responsibilities:
Scheduling, coordination, and IPT notification of acceptance and validation testing.
Coordinating supplier representation at appropriate IPT meetings.
Developing, maintaining and posting or distributing the bi-weekly meeting agenda, minutes, and action item list to members of the IPT.
IPT Members Responsibilities:
Providing subject matter expertise and technical recommendations to the IPT co- leads.
Evaluating design, quality, production, producibility, obsolescence, and performance issues.
Identifying resources needed to meet program objectives.
Raising awareness and analyzing the risks associated with cost, schedule, safety and performance issues that impact the Hydra 70 program.
Developing and executing action plans that incorporate appropriate risk mitigation measures to resolve issues.
Reviewing documentation generated by the IPT and providing comments and/or concurrence in a timely manner.
Preparing for the meetings by reviewing the agenda, action items, and supplemental documentation. IPT members also need to be prepared to discuss issues at the meetings.

VI. Procedures:
The IPT co-leads will maintain electronic communications for all activities associated with the IPT. The co-leads will be responsible for keeping members informed of program changes.
Other means of communication will be used as required.
The co-leads will schedule meetings and will ensure members are notified. If there is travel required to the prime, suppliers, or to a Government facility, the co-leads will ensure their counterpart is notified in a timely manner.
The IPT meeting will be held bi-weekly by teleconference unless otherwise agreed to by the co-leads. Supplemental meetings to focus on specific issues and facilitate progress to resolution will be held as required. Documentation requiring a decision is required to be submitted to the IPT members as early as possible prior to the meeting.
In the event of a safety incident involving energetics and/or serious injury, the flow of notification will adhere to contractual requirements. In addition, the IPT co-lead will notify their counterpart and then notify the Hydra 70 Industry Partner Program Manager. The Hydra

Failure analysis, root cause investigation, and corrective action planning will be performed in the IPTs as needed for field failures, incidents reported during training, and failures during
Ammunition Stockpile Reliability Program (ASRP) as well as failure during LATs. It will be determined if the incidents require further investigation and root cause analysis. If so, these failure incidents will be tracked on the agenda and discussed during the bi-weekly meetings.
Activities included in this are creation and maintenance of fault trees, root cause investigations, and design and conduct of tests to eliminate variable from fault trees. A failure package will also be developed once a final determination has been made.
VII. Decisions:
IPT decisions will be reached by achieving IPT co-lead consensus on issues. Issues that cannot be resolved at this level will be addressed by the Hydra 70 Program Management (Senior) IPT.
IPT Decisions do not have the authority to direct the contractor in any way to alter the contractual obligation. Further, if the Government, as a result of the information obtained during IPT meetings, does desire to alter the requirements, changes will be issued in writing and signed by the Contracting
Officer. The contractor should take no action on any change unless and until such a contract modification is received.
VIII. Effective Date:
This charter is effective immediately and remains in effect until modified or rescinded by the Product/Program Managers.
