1.0 FUNCTIONAL PERFORMANCE/STRUCTUAL INTEGRITY
1.1 Container body and cover shall provide a suitable interface between the pallet adapters and rocket containers for safe palletization of (both empty and packed out) rocket containers. When palletized the bottom row of three containers, stacking rims and rings shall align and engage the bottom pallet adapter. The stacking lugs shall engage the sockets in the stacking rings of the containers above it and the forward end of the top pallet adapter. Refurbished containers shall be stackable with new production containers. Reference QAT-1410, Appendix A, paragraph
A5.1.3., Major 103 (palletization test).
1.2 Damage or surface irregularities are not permissible on either the Inner Diameter or Outer
Diameter of the container body within 3/8 inch of the open end that makes contact with the cover gasket.
1.3 Small dents are allowed only if they don’t affect installation and removal of innerpack.
1.4 Cracked edges are allowed provided the cracks do not extend down the surface of the part or assembly when examined by the naked eye. Cracks on the pressure test hole in the cover are not allowed.
1.5 Side handles shall move freely and the bail shall not protrude beyond ½ inch from vertical.
Damage done to bail shall not inhibit use of handle.
1.6 Containers and cover shall have no hanging burrs or sharp edges.
1.7 Cover handle shall move freely and the grip may be deformed only if it does not impede performance or safe handling. Handle shall fully engage the spring when closed. The cumulative surface area of a cover that is rusted, excluding the contact surfaces between the shaft and the handle, shall not exceed a total of 9/16 square inches. Wire rope shall not be frayed or broken. Wire rope end shall be through the swage and securely fastened. Slight or minor deformation of the cover rim that does not affect gasket replacement or performance is acceptable. Gasket replacement is required to ensure leak test requirements at container pack-out are met. Air test screw and washer shall be free of rust, corrosion and paint. Screw and washer shall engage cover and function properly.
1.8 Dunnage shall be complete, dry, and free from foreign material that would cause damage to rockets, and in a condition that does not reduce the performance of the packaging or inhibit packout at LAP. Gouges and tears in the foam are permissible as long as the structural integrity of the foam is not compromised. Scrapes and dents are permissible as long as functional performance is maintained on a load spreader assembly.
2.0 ALLOWABLE RUST
2.1 Rust is permissible on the stacking surfaces of the containers, provided the rust does not inhibit safe palletization. Loose rust shall be removed from the stacking surfaces. The cumulative surface area of a container body that is rusted, excluding the container stacking surfaces, shall not exceed a total of five square inches. The container body shall not have a cumulative total of rust that exceeds an area of 2 ¼ inches square or 5 square inches. Any single rust spot or blister shall not exceed 1/16 inch in diameter and shall not exceed Grade 7 of
ASTM-D610-95. Photographic or visual standards shall be used for this determination and maintained as an inspection media.
Rust stains are permissible on exterior weld spots and exterior surface sharp corners.

P-15328) and finish no. 20.2 (MIL-DTL-11195) color green no. 34079 (FED-STD-595). Paint shall be applied via complete repaint with localized surface preparation. Corrosion testing is not required.
4.0 MARKING
4.1 Containers and covers shall exhibit no field marking or labels.
4.2 Reused and Limited Refurbishment Containers: The containers shall have POP
Marking, applied IAW applicable packing and marking drawing. Current POP marking may be used if the original marking has been obliterated. An “R1” designation, followed by the refurbishment contractor's three letter manufacturer’s identification symbol shall be applied behind or below the container lot number (e.g. R1 DFT). The refurbishment number designation
(R1, R2, R3, etc) and contractor’s identification symbol shall be updated each time a refurbished container is subsequently refurbished. The second reuse of a container shall have the R1 and manufacturer’s symbol obliterated and replaced with R2 (e.g. R2 DFT). Container marking shall be IAW drawing 12937863. If the original container lot number is obliterated, it shall be replaced with a lot number which represents the company performing the refurbishment. The lot number shall conform to MIL-STD-1168 requirements. Existing rocket lot numbers and any non-applicable identification markings shall be obliterated in a manner that allows remarking at
LAP.
4.3 Total Refurbishment Containers: Shall be remarked to drawing 12937863 and QAT-
1410, Appendix A paragraph A3.7 (punched hole in the rim) and A4.8 (container lot number).
POP marking shall be IAW applicable packing and marking drawing.
4.4 Explosive Residue: The government shall certify that containers are explosive free before being turned over to the contractor, and the contractor shall certify that containers are explosive free prior to any being disposed. The first step in the refurbishment process shall include the removal of all container covers and the internal inspection of containers for foreign debris. If a live rocket or any explosive item is discovered during this screening and inspection process, the contractor shall segregate it from the other reusable containers with no handling of the potentially explosive item. The container shall be closed and transported to temporary secure storage. The procuring contracting officer shall be notified within 48 hours. The Government will be responsible for disposition.
