The purpose of Amendment 0005 is to:

1. Extend the proposal submission date from 30 April 2018 to 03 May 2018 to allow for additional time to prepare and ship proposals based on the latest questions from Industry.

2. Update Section I to include DFARS 252.225-7001.

3. Answer the following questions from Industry:

1. CDRLs

REF: W15QKN-18-R-0037 (Amendment 0002), Q&A 59, Page 8 and Section L.4.5.1, Page 41

Question: The referenced Q&A when read in conjunction with the requirement at L.4.5.1 requires the submission of all 38x CDRLs, each with Blocks 17 and 18 filled out. Meanwhile, there are only 9x CDRLs that must be separately priced, namely: 014, 015, 019, 020, 021, 024, 027, 036, and 038.

The calculation required to fill in Blocks 17 and 18 for all 38x CDRL's would require a significant effort. We respectfully request that:

i. The Government allow vendors to submit a statement in its proposal to state that they will provide the 29x non-separately priced CDRLs as required in the RFP.

ii. The Government only require vendors to submit the 9x separately priced CDRLs with Blocks 17 & 18 filled out.

This simplification will allow vendors to concentrate our attention on other parts of the proposal that are more substantial in nature as opposed to administrative.

Answer 1: The Government requires that all CDRLs have Blocks 17 and 18 filled-out. Therefore no change has been made to Section L or M for this question.

2. Learning Management System

REF: W15QKN-18-R-0037 (Amendment 0002), Statement of Work Section 6.2, Page 15

Question: What Learning Management System on which the Government will host the New Equipment Training (NET) Computer Based Training

(CBT)? Could the Government please provide a brief description for this system including its name or title, version number, etc.?

Answer 2: See Section 6.2.2 of the SOW - Training material shall be prepared IAW Army Regulation 350-1, TRADOC Regulation 350-70 and the

Analysis, Design, Development, Implementation, and Evaluation (ADDIE) process. The contractor shall develop all course documentation using the ADDIE process as a guide for New Equipment Training (NET) Computer Based Training (CBT) and Institutional Training in the

Training Development Capability (TDC) database.

3. Length of the Computer Based Training

Question: Does the Government have an anticipated length of time for the duration of the CBT described throughout Section 6.2 of the

SOW?

Answer 3: The Government trains to standard not to time. The Operators course shall teach the skills and information necessary to perform the following tasks: set-up, activate, check out, and operate and do routine operator maintenance on the MSD-V4L IAW the

Operators manual and in support of the MAC. Training shall include the operating tasks for all equipment, components, special test equipment, and ancillary equipment provided by the contractor under this contract and required to operate the MSD-V4L.

4. Operators Course

Question: In regards to the requested Operators Course described in Section 6.2.3, does the Government have a list of tasks that would cover set-up, activate, check out and operate and do routine operator maintenance on the MSD-V4L? We would appreciate any additional details the Government can provide on the contents of this course?

Answer 4: The Operators Course shall include anything and everything the operator should do, prior to, during and after using the

equipment. This would also include first time operations and recovery operations.

5. Special Test Equipment Operators Course

Question: Would the Government please provide what "special test equipment" is required for the Operators Course? We do not believe the list of Standard and Optional Accessories include anything that can be considered "special test equipment."

Answer 5: It is the special test equipment and ancillary equipment provided by the contractor under this contract and required to operate the MSD-V4L. If there is no special test equipment required to operate the MSD-V4L, then there is no training required for special test equipment.

6. Ancillary Equipment Operators Course

Question: Are we correct in assuming that the Operators Course must include instructions for each and every item on the Standard and

Optional Accessories and IUID Reader Kit and that these items are what the Government refers to as "ancillary equipment" in Section

6.2.3 of the SOW?

Answer 6: Yes, all equipment required to operate and/or operate with the MSD-V4L

7. Bid Samples

REF: W15QKN-18-R-0037 (Amendment 0002), Section L.4.1.1, Page 37

Question: The referenced Section L.4.1.1 requires that "the bid sample shall be configured as specified in the MSD-V4L Detail

Specification with Windows 10 Enterprise and all drivers necessary to operate, load, and execute PassMark Software." Please note that

OEM's of the tablets will not be able to load Windows 10 Enterprise on their devices. They can only load Windows 10 Professional and provide a license for it. Is it acceptable to ship the sample unit with Windows 10 Professional? The Government can then use its

Enterprise license to upgrade the OEM-provided OS to whatever version of Windows 10 the Government deems necessary.

Answer 7: All bid samples need to be loaded with Windows 10 Enterprise. Microsoft offers a 90-day evaluation copy of Windows 10

Enterprise if needed.

8. TAA Compliance CLINs

REF: Attachment_0002-_Section_B_Matrix (2) Hardware Items OP1-5 Tab, A Number of CLINS

Question: After an exhaustive search and based on our knowledge and experience in the COTS IT hardware market, we can advise the

Government with a great deal of confidence that it is simply not possible to locate TAA-compliant products pursuant to FAR Clause 52.225-

6 for the following CLINs:

0005 - Blu-Ray Optical Drive (External)

0007 - Stylus

0008 - European Power Adapter

0013 - Detachable Keyboard

0016 - 60Hz AC Power Supply

0019 - MSD-V4L Protective Cover

0021 - Portable External 54mm Express Card Reader Adapter

0022 - RS 232/422/485 Communications Adapter

0024 - USB 3.0 or later Compatible Hub

0025 - Spare Battery

0026 - USB PCMCIA Reader

Before we proceed with our request herein, could the Government please confirm that these CLINs are subject to the TAA requirement? If they are and since they are COTS IT products, would the Contracting Officer, with the authority vested in him or her in the FAR, issue a

TAA waiver for these CLINs to allow vendors to submit fully compliant solutions?

The waiver, we believe, will protect the integrity of the procurement and safeguard the eventual award. We urge the Government to give this matter its due consideration.

Answer 8: FAR 52.225-6 is not included in the solicitation. However, upon further inspection it is believed that the Buy American

Clause was left out of the solicitation. DFARS 252.225-7001 has been added into the solicitation in Section I.

9. DC Adapter

REF: Attachment_0003-MIS-DTL-58668, Sections 3.2.1, Page 7 and Section 3.3.12.2.2, Page 20

Question: In Section 3.3.12.2.2 DC Input Power, the Government states that ""the MSD-V4L Kits shall operate 18 to 32 volts DC input power."" However, the DC adapter to allow the tablet to meet this requirement is not listed in Section 3.2.1. This section only lists the requirement for a ""60 Hz AC Power Supply.""

Could the Government please clarify whether a DC power adapter needs to be included in 3.2.1 - MSD-V4L? In other words, are vendors required to include both AC and DC adapters to comply with 3.2.1?

If not, does the Government require a DC adapter as a separately priced optional accessory CLIN?

Answer 9: The NATO Cable (DC cable) is part of 3.2.2, not 3.2.1

10. 60 Hz AC Power Supply

REF: Attachment_0003-MIS-DTL-58668, Sections 3.2.1, Page 7 and Section 3.2.2, Page 8

Question: In 3.2.1, the Government calls for a "60 Hz AC Power Supply." Then in 3.2.2 - Standard Accessories, the Government calls for an "Alternating Current (AC) Power Cable and Adapter Assembly." This means that to comply with both 3.2.1 and 3.2.2, vendors must include a total of two AC adapters. Is this intentional? Please clarify.

Answer 10: No, please refer to 3.3.12. Only one AC adapter is required. It is up to the vendor to determine if it is a built in or external.

11. Transit Case Dimensions

REF: Attachment_0003-MIS-DTL-58668, Sections 3.2.1, 3.2.2, & 3.2.3, Pages 7 & 8 and Section 3.5.9.1.1, Page 20

Question: In order for a transit case to be able to securely hold all items listed under 3.2.1 through 3.2.3 and pass all environmental tests, it needs to be a little larger than the dimensions the Government allows in Section 3.5.9.1.1. We respectfully request that the

Government consider the following:

Current Dimensions: 15.25 x 22.0 x 9

Revised to: 19.50"" x 24.5"" x 9"

Answer 11: The size requirement remains unchanged.

12. Detachable Keyboard Standard Accessories

REF: Attachment_0003-MIS-DTL-58668, Section 3.2.2, Page 8

Question: With respect to the idea of the "detachable" keyboard:

1. Since the transit case must contain this ""detachable"" keyboard, its dimensions have a tremendous impact on the size of the case. Does the Government have a preferred dimensions and weight for the keyboard?

2. Will the Government accept a COTS keyboard that can simply be connected to the tablet via a USB cable and connector similar to a desktop keyboard that is commonly seen in the office?

3. Or does the Government require a keyboard that is designed by the OEM of the tablet specifically for their device?

This type of keyboard can be securely attached to the tablet typically through a proprietary connector. Once attached, the keyboard and tablet form one physical unit that resemble a typical notebook computer.

4. Does the Government have any environmental requirements for this keyboard? Will the Government be able to use a typical office desktop keyboard?

Please note that a typical office desktop keyboard costs as little as $12. Meanwhile, a detachable keyboard made by the OEM of the tablet can be as much as a few hundred dollars since it is compact and rugged. Given the quantities involved and its impact on the dimensions of the transit case, we respectfully request that the Government provide full specifications for this item.

Answer 12: The design is at the discretion of the vendor, and shall comply with cybersecurity, transit case size, total weight, and other requirements in this solicitation. The Government considers the possible solutions listed in 2 and 3 meet the Government definition of detachable.

13. Static Force and Dynamic Force

REF: Attachment_0003-MIS-DTL-58668, Sections 3.3.11.6, 3.3.11.7, Page 15 and Sections 4.4.2.11.6, and 4.4.2.11.7, Page 54

Question: The fact that port connectors on the tablet and cables such as Ethernet, USB, etc. are COTS items makes it rather challenging for vendors to develop a strain relief design that is sufficiently flexible to accommodate all types of cables. As the Government can imagine, the relief will have to be engaged onto each cable at a certain distance from the point where the connector on the cable is attached to its mating port on the tablet. If one is to pull on the cable away from the tablet by applying a force to a point along the length of the cable after the strain relief is engaged, it would be much more difficult to disengage the cable from its mating port.

However, if a force is applied somewhere on the length of the cable that is between the strain relief and mating port on the tablet, the strain relief would have no effect.

For the tests described at 4.4.2.11.6 and 4.4.2.11.7, would the Government revise the requirement to state clearly that the static and dynamic forces described therein would be applied onto the length of the cable after the point where the strain relief is engaged (i.e., not between the strain relief and its mating port on the tablet)?

Answer 13: Static Force and Dynamic Force requirements remains unchanged.

14. Weight MSD-V4L

REF: Attachment_0003-MIS-DTL-58668, Section 3.4.2.1, Page 18

Question: Based on the research and testing we have conducted to date, it would be impossible to comply with the requirement at 3.4.2.1 that calls for ""the MSD-V4L as defined in paragraph 3.2.1 (including hard drive) shall weigh no more than four pounds (lbs) while outside the hard transit case."" We respectfully request that the Government consider the following:

1. If the Government does not require a DC power adapter to be included in MSD-V4L, please allow for a weight of up to 5.5 lbs.

2. If the Government requires DC power adapter to be included in MSD-V4L, please allow for a weight of up to 7.0 lbs.

Answer 14: Weight requirement remains unchanged. The NATO Cable (DC cable) is part of 3.2.2 not 3.2.1

15. MSD-V4L Kit with Optional Accessories

REF: Attachment_0003-MIS-DTL-58668, Section 3.4.2.2, Page 18

Question: We are afraid that it would not be possible for vendors to comply with the requirements at 3.4.2.2 with COTS hardware and transit case. The requirement reads ""the MSD-V4L Kit with optional accessories shall weigh no more than 25 lbs."" With a typical transit case meeting the requirement weighing 15 lbs or so, it leaves only 10 lbs for the tablet, and standard & optional accessories.

The NATO cable and detachable keyboard would easily weigh over 7.5 lbs. Please note that items such as DC adapter and 400 Hz AC adapter are heavy. These two items weigh over 8.5 lbs.

We request that the Government allow for an increase in the weight requirement at 3.4.2.2 from 25 to 40 lbs.

Answer 15: Weight requirement remains unchanged.

16. External 54mm ExpressCard Reader Adapter

REF: Attachment_0003-MIS-DTL-58668, Section 3.6.2, Page 23

Question: The referenced section (3.6.2) specifies an "ExpressCard, 54-millimeter Universal Reader internal or external adapter and shall comply with the latest Portable Computer Memory Card International Adapter ExpressCard Standard." We believe that the Government meant to say "Portable Computer Memory Card International Association" and not "Adapter." Is this correct?

Answer 16: Correct, it should read Portable Computer Memory Card International Association. The Specification will not be updated at this time. The Specification will either be updated to incorporate this change prior to the contract award or language will be placed in the resultant contract to state that this change will be made to the Specification.

17. IUID Transit Case Dimensions

REF: Attachment_0003-MIS-DTL-58668, Section 3.14.5.1.1 Page 35

Question: The Government calls for the IUID transit case dimensions not to exceed 15 x 10 x 6. To properly secure the IUID reader with a COTS transit case, we respectfully request that the Government allow for an increase in the height dimension from 6" to 7".

Answer 17: The size requirement remains unchanged.

18: In the Contracts volume in providing our reps and certs, in SAMs when you go to download the FAR and DFAR report it download as a

PDF. Is this an acceptable format in lieu of .XPS? The electronic file is an .OXPS is that an acceptable format.

Answer 18: PDF is an acceptable format.

19: CDRL A020 lays out a review process for TSP materials. SOW 6.2.22 states that the contractor is responsible for absorbing pricing at no additional cost based on user feedback. After CDRL A020 is delivered and accepted by the Government, is the contactor still obligated to make corrections at no additional cost?

Answer 19: User feedback would require changes prior to final acceptance of the CDRL. Once the CDRL is accepted by the Government updates would only be needed due to any ECP or changes as required by the contractor.

20: The RFP calls for an MSD-V4L Kit to be deliver with the quote, our kits are composed of mostly COTS items and sometimes the vendors require a lead time to deliver, in this case two weeks for the computer. Can we get an extension to submit the kit to you?

Answer 20: Please refer to Amendment 0003 to the Solicitation (reference Question/Answer #4) The Government will only be accepting one bid sample which is due at the time of proposal submission. No additional or final samples will be allowed. Further, see section M.2.1 for the requirements/evaluation criteria of the bid sample.

21: Regarding the re-release of all 38 CDRLS as part of Amendment 0004 Exhibit A CDRLS; please specify which CDRLS have been updated, and which sections of those CDRLs have been modified.

Answer 21: Please refer to prior Amendments for CDRL changes

22: Will the 64-bit Red Hat Enterprise Linux OS V7 (or later) be supplied by the government on AGM.
