The purpose of Amendment 0004 is to:
1. Answer questions from Industry.
2. Update Section J based on changes from questions.
Question 1: Section B, Page 4, CLINS 1, 12, 22, 32, 42 states Inspection/Acceptance is Destination, however FOB is Origin. If the government opts for Ship In Place, will Inspection/Acceptance take place at the Contractors Staging Facility and subsequently invoice(s) can be submitted upon Acceptance?
Answer 1: Inspection/Acceptance has been changed to Origin. The units will be inspected/accepted at the Contractors facility and then will go into the Bond Room. FOB Origin refers to how the shipping is billed. For FOB Origin, the Government will provide a TAC on each order for which the shipping will be charged. Therefore shipping costs should not be included in the unit prices proposed when the
CLIN is FOB Origin.
Question 2: Attachment 0002, Services Tab, Is this information for TEP evaluation only, or does the government intend to award these hours and costs?
Answer 2: The estimated Government hours are just for evaluation purposes. The rates proposed will be incorporated into the IDIQ base contract and shall be used for subsequent delivery/task orders. The categories and hours needed for each task will be evaluated on a task by task basis.
Question 3: Amendment 0002, Answer to Question #41, NSN 5975-01-452-1275 is not a European power adapter but refers to an electrical conduit adapter. Can the Government confirm that this is the correct part?
Answer 3: Yes, this is the correct NSN.
Question 4: Section J, Attachment 0006, Disclosure of Lobbying Activities - Does the government require the completed and signed form be included in Vol. V?
Answer 4: If applicable, please submit your Disclosure of Lobbying Activities form in Vol. V.
Question 5. Section I & K, Page 51/Page 66, DFAR 252.227-7014 & 252.227-7017 clauses were included in the RFP as references rather than full text. If an exception to unlimited rights exists, how and where would the government like for us to disclose that?
Answer 5: Section I includes a narrative with the title Rights in Technical Data Rights Non Commercial Items in which Offerors are required to assert any data rights. This needs to be filled out and signed.
Question 6: Section L, L.4.5.1, Typically upon award, Sections K, L, M are not physically included in the resulting contract but is retained in the government's contract file. Can Sections L & M be excluded from Vol. V?
Answer 6: Sections L&M shall be included in Vol V. with all clauses completed that require fill-ins.
Question 7: Both the SOW and Spec require that the MSD-V4L be compatible with Windows 10 OS. But section L in Subfactor 1 states that the MSD-V4L bid sample must be preloaded with Windows 10 enterprise. Is it acceptable to have Windows 10 pro loaded on the bid sample, or must we have windows enterprise? If this is a requirement only for the bid sample then the SOW and Spec requirement of Windows 10 compatibility still is the requirement.
Answer 7: The bid sample shall be configured as specified in the MSD-V4L Detail Specification with Windows 10 Enterprise and all drivers necessary to operate, load, and execute PassMark Software. All bid samples need to be loaded with Windows 10 Enterprise.
Question 8: Referenced Documents Statement of Work REF: W15QKN18R0037_RFP, Statement of Work, Pages 14 38. The SOW makes numerous references to documents DI-MGMT-xxxx, DI-ADMN-xxxxx, DI-SESS-xxxxx, DI-IPSC-xxxxx, DI-TMSS-xxxxx, DI-PSSS-xxxxx, DI-PSSS-xxxxx, DI-AVCS-xxxxx, DI-NDTI-xxxxx, DI-MISC-xxxxx, and DI-MFFP-xxxxx. Can the Government make these documents available for vendors to download?

Answer 8: Please refer to Attachment 0003 MIS-DTL-58668, Section 2.2.1 for the link to Specifications, Standards and Handbooks. All the
DI documents referenced can be found there.
Question 9: Sample Units REF: W15QKN18R0037_RFP, Sections L.2.1.6 and L.4.1.1.a, Pages 73 and 75 Attachment_0003-MIS-DTL-
58668, Sections 3.2.1 and 3.2.2, Pages 7 and 8. Could the Government please confirm that the sample unit that vendors must submit with their proposals include all items listed under Sections 3.2.1 and 3.2.2 of MIS-DTL-58668? If not all items are required, can the
Government please specify exactly which ones must be submitted?
Answer 9: The bid sample with standard accessories shall include all items listed in Section 3.2.1 and 3.2.2 of the Specification.
Question 10: Technical Requirements Volume I REF: W15QKN18R0037_RFP, Sections L.3, L.4 and L.4.1, Pages 74 and 75. Sections
L.4 and L.4.1 provide instructions for vendors to prepare Volume I - Technical. It is clear that vendors must address the SOW and
CDRLs. However, it appears that the Government does not require vendors to describe the devices that they are proposing except for the submission of the sample unit. Given the limit of 25 pages, is the absence of the requirement for write-ups concerning the device deliberate? In other words, the Government will rely solely on the sample for its evaluation of conformance to technical specifications in MIS-DTL-58668. Is this a correct interpretation of the requirements at L.3, L.4, and L.4.1?
Answer 10: Offeror must acknowledge that they meet all SOW and Specification requirements, and then address the specific areas defined in Section L. Section M shows the adjectival rating definitions and Subfactors evaluation criteria.
Question 11: Small Business Participation Plan REF: W15QKN18R0037_RFP, Section L.4.4, Page 77. Would the Government consider waiving the requirement for a Small Business Participation Plan for vendors who submit proposals under their own names and are themselves a
Small Business under NAICS 334515?
Answer 11: The Small Business Participation is a factor in the solicitation that all offerors must submit. Please refer to L.4.4.3 which states This provision applies to every Offeror (U.S. and non-U.S.), regardless of size status or locations of working facilities or headquarters. Also please refer to section L.4.4.3 for how to fill this out if an Offeror is a small business.
Question 12: CAC Reader MSD-V4L Kit (with Standard Accessories) REF: Attachment_0002-_Section_B_Matrix (2) Hardware Items OP1-5 Tab, CLIN 0004. If a built-in CAC enabled Smartcard reader is offered in the base configuration of the MSD-V4L, do offerors still need to propose an external Smartcard reader solution?
Answer 12: No. Please refer to Amendment 0001 Question #37. Section L.4.2.1 was updated on that Amendment to explain how an Offeror shall propose.
Question 13: Ethernet Port REF: Attachment_0002-_Section_B_Matrix (2) Hardware Items OP1-5 Tab, CLIN 0006. If a built-in Ethernet port is offered in the base configuration of the MSD-V4L, do offerors still need to propose an external Ethernet port solution?
Answer 13: No. Please refer to Amendment 0001 Question #37. Section L.4.2.1 was updated on that Amendment to explain how an Offeror shall propose.
Question 14: Windows 10 Operating System REF: Attachment_0002-_Section_B_Matrix (2) Hardware Items OP1-5 Tab, CLINs 0027. The
Government currently has a CLIN for a Windows 10 Operating System. Does the Army desire a separate Windows 10 Operating System license for CLINS 0001, 0002 and 0003? A Windows license will already be attached to each tablet. Please clarify.
Answer 14: Only one license is required per MSD-V4L.
Question 15: Linux Operating System REF: Attachment_0002-_Section_B_Matrix (2) Hardware Items OP1-5 Tab, C136LINs 0028. The Government currently has a CLIN for a Linux Operating System. Does the Army desire a separate Linux Operating System license for CLINS 0001, 0002 and 0003? What type of Linux agreement does the Army currently have with Redhat?
Answer 15: The Army may request a MSD-V4L with either a Windows or Redhat license. The currently approved Linux version is stated in the
Specification.
Question 16: Instructional Media Package and Training Support Package REF: Attachment_0002-_Section_B_Matrix (2)
Hardware Items OP1-5 Tab, CLINs 0035 and 0039. The language of the CDRLs makes it difficult to distinguish CLIN 035 - Instructional
Media Package (CDRL 018) and CLIN 039 - Institutional Training Support Package (TSP) Instructional Media Design Package (CDRL 024).
Could the Government please define the two CLINs? Could it be CDRL 018 defines a computer-based training course? Meanwhile, CDRL 024 defines an instructor-led training course?
Answer 16: A computer-based training course and an instructor-led training course are required. CDRL 0024 Design Package is for an
Instructor led course (NET). CDRL 0018 is for a Computer Based Training course.
Question 17: Protection Transit Case REF: Attachment_0002-_Section_B_Matrix (2) Hardware Items OP1-5 Tab Attachment_0003-MIS-DTL-

58668, Section 3.4.1, Page 17. Section 3.5.9.1.2 of Attachment 3 asks for all the equipment as specified in Section 3.2, which includes
MSD V4 Light Tablet, standard accessories, and optional accessories, be protected by the Transit Case. However, in Attachment_0002-
_Section_B_Matrix (2), the pricing tab only requires MSD V4 Light kit with standard accessories. Could the Government please confirm that the transit case does indeed need to be able to contain all the equipment as specified in Section 3.2 (the MSD V4 Light Tablet, standard accessories, and optional accessories)?
Answer 17: Correct -The MSD-V4L, including all the components of the System, required in 3.2, except IUID reader, shall be transportable in a single transit case of the dimensions indicated in 3.5.9.1.1.
Question 18: Two Spare Fuses MSD-V4L Standard Accessories REF: Attachment_0003-MIS-DTL-58668, Section 3.2.2, Page 8. The
Government currently requires Two Spare Fuses per Active Fuse as part of the Standard Accessories for the MSD-V4L. Would the Army please confirm the Active Fuse is the same fuse to be used inside the NATO cable?
Answer 18: The Government requires two spare fuses for any item in the MSD-V4L kit that has replaceable fuses.
Question 19: Detachable Keyboard MSD-V4L Standard Accessories REF: Attachment_0003-MIS-DTL-58668, Section 3.2.2, Page 8. Except for the fact that the detachable keyboard needs to be separate from the tablet, does the Government have any other technical specification requirements for this keyboard? We raise this question since the term "detachable" implies that the keyboard can be attached
(physically secured beyond the electrical connection) to the host tablet and separated from it at the discretion of the user.
Answer 19: Keyboard requirements are also called out in other locations in the Specification such as (3.6.1.3, 3.6.1.4, and 3.6.1.5).
Question 20: DVD+/- Rewritable (RW) Optical Drive Write Speed REF: Attachment_0003-MIS-DTL-58668, Section 3.3.8.2, Page 13. Would the
Government be willing to relax the requirement "8x DVD+/-Rewritable (RW) for a DVD+/-RW disk" to 8X for DVD+RW write speed and 6X for
DVD-RW write speed, thus allowing for more competition?
Answer 20: Yes, however the Specification will not be updated at this time. The Specification will either be updated to incorporate this change prior to the contract award or language will be placed in the resultant contract to state that this change will be made to the
Specification.
Question 21: DVD+/-R DL Optical Drive Write Speed REF: Attachment_0003-MIS-DTL-58668, Section 3.3.8.2, Page 13. Would the Government be willing to relax the requirement "8x DVD+/-R DL write speed for DVD+/-R DL disk" to 6X DVD+/-R DL write speed? Doing so would greatly increase competition and is in keeping with industry trends.
Answer 21: Yes, however the Specification will not be updated at this time. The Specification will either be updated to incorporate this change prior to the contract award or language will be placed in the resultant contract to state that this change will be made to the
Specification.
Question 22: CD-RW Optical Drive Write Speed REF: Attachment_0003-MIS-DTL-58668, Section 3.3.8.2, Page 13. Would the Government be willing to relax the specification "24x CD-RW write speed for CD-RW disk" to 16X CD-RW write speed, thus allowing for more competition and keeping the specifications in line with industry?
Answer 22: Yes, however the Specification will not be updated at this time. The Specification will either be updated to incorporate this change prior to the contract award or language will be placed in the resultant contract to state that this change will be made to the
Specification.
Question 23: Size MSD-V4L REF: Attachment_0003-MIS-DTL-58668, Section 3.4.1, Page 17. While the main body of many COTS rugged tablets would measure 1" or less in height, the inclusion of shock-absorbent bumpers would increase the height to at least 1.25". The protective cover then adds more to the height. With both the bumpers and protective case included in the measurement, the height of the unit would approach 1.5". We respectfully request that the Government allow for a physical envelope of up to 12.5'' x 9.0'' x 1.5'' to allow for COTS devices currently available in the market to enter the competition.
Answer 23: The size requirement remains unchanged.
Question 24: Hard Drive Standard Accessories REF: Attachment_0003-MIS-DTL-58668, Section 3.5.4, Pages 18 and 19. Section 3.5 provides the specifications for a number of accessory items. One of them is the hard drive under Section 3.5.4. Could the Government please confirm that this section specifies a spare SSD device and not an external one that can be used to increase the storage capacity of the device? Secondly, there is no CLIN designated for this item in Attachment 0002. Could the Government please add a CLIN for this item?
Answer 24: This is the main Hard Drive of the MSD-V4L. A removable hard drive is not a requirement of this solicitation.
Question 25: Optional Accessories Transit Case Specification REF: Attachment_0003-MIS-DTL-58668, Section 3.5.9.2.1, Page 20. The requirement Section 3.5.9.2.1 of Attachment 3 states "The MSD-V4L transit case shall also consist of two reconfigurable compartments to accommodate any combination of optional accessories, except IUID reader. Would the Government consider allowing for a fixed compartment to accommodate all the optional accessories? Our concern is the physical size variation of each accessory (e.g. Adapter vs 400 Hz AC

Adapter). A reconfigurable compartment will not be able to protect the optional accessories and meet the 3.9 Environmental Conditions.
Answer 25: Transit Case is a Standard Accessory, not an Optional Accessory. If all Optional Accessories can fit in one transit case while meeting all requirements, then the reconfigurable compartment requirement can be waived.
Question 26: Keyboard MIL-STD-1553B Adapter REF: Attachment_0003-MIS-DTL-58668, Sections 3.6.1.3 and 3.6.1.5, Page 23. Section 3.6.1 of
Attachment 3 describes the requirement for a MIL-STD-1553B adapter. However, the text appearing under its sub-Sections 3.6.1.3 and
3.6.1.5 addresses requirements for a keyboard. We believe that the two sub-sections are misplaced. Please confirm and make the appropriate corrections.
Answer 26: Correct, however, all keyboard requirements remain the same and must be met. The Specification will either be updated to incorporate this change prior to the contract award or language will be placed in the resultant contract to state that this change will be made to the Specification.
Question 27: Identification Plate Evaluation Units REF: Attachment_0003-MIS-DTL-58668, Section 3.10.3.2.a, Page 32. Are the Evaluation
Units (both system and kit) required to have the identification plate?
Answer 27: Yes (a. MSD-V4L identification plate and b. MSD-V4L Kit transit case identification plate).
Question 28: First Article Test (FAT) REF: Attachment_0003-MIS-DTL-58668, Table 1, Page 40. How would the Government like vendors to allocate the 40 sets of MSD Light Kits for First Article Testing? Would the Government leave it to vendors to decide how to distribute this quantity for the various tests? For example, a vendor may allocate 2 units for functional, 5 units for shock, 3 units for performance testing, etc. Please advise.
Answer 28: The contractor shall propose the allocation of FAT units in the FAT plan for Government approval.
Question 29: Protection Transit Case Specifications Tests REF: Attachment_0003-MIS-DTL-58668, Section 4.4.4.9.1.2, Page 61. The referenced section reads "the requirement of section 3.5.9.1.2 shall be verified by testing IAW conditions stated in sections 0 and
4.4.8." Is the reference to "section 0" a typographical error? Could the Government please make the correction?
Answer 29: This is a typo, should read sections 3.9 and 4.4.8. The Specification will not be updated at this time. The Specification will either be updated to incorporate this change prior to the contract award or language will be placed in the resultant contract to state that this change will be made to the Specification.
Question 30: Commercial Drawings/Models and Associated Lists CDRL 023 TDP REF: Exhibit A_-_CDRLS, CDRL 035. The instructions under
Block B of this CDRL refer to Attachment 2 (TDP Option Selection Worksheet - Commercial Drawings). Where can we locate this Attachment?
Block 5 of this CDRL also refers to SOW paragraph 9.11 - Cybersecurity/Program Protection. We believe that this reference is in error.
Please clarify.
Answer 30: This is a typo, should read sections 5.3. Also disregard attachment reference in CDRL. The CDRLs have been updated in
Section J.
Question 31: Functional Group Codes (FCG) CDRL 035 FGC REF: Exhibit A_-_CDRLS, CDRL 035. This CDRL references SOW paragraphs 6.4.15 and
6.4.16. These two paragraphs do not exist in the SOW. Would the Government please make the necessary corrections?
Answer 31: This is a typo, should read sections 6.4.13. The CDRLs have been updated in Section J.
