1 SCOPE
1.1 Identification
This specification establishes the performance, verification, and acceptance requirements for the Maintenance Support Device-Version 4 Light (MSD-V4L) and all its accessories.
1.2 System Overview
The MSD-V4L system of the Integrated Family of Test Equipment (IFTE) is the Army’s Sixth generation at-platform multipurpose standard automatic test equipment. The MSD-V4L will be used throughout all levels of maintenance as the Army’s standard general purpose At-Platform Automatic Test System (APATS) to test and diagnose highly complex communications, other electronic commodity equipment, missiles, aircraft, and ground vehicles to identify failed line replaceable units (LRUs). The Department of Defense (DoD) maintainers will also use the MSD-V4L system to host Interactive Electronic Technical Manuals (IETM) and/or specific application software and to upload/download mission data or software. This specification characterizes the MSD-V4L system requirements.
2 APPLICABLE DOCUMENTS
2.1 General
The documents listed in this section are specified throughout this specification. This section does not include documents recommended for additional information or as examples. While every effort has been made to ensure the completeness of this list, users are cautioned that they must meet all specified requirements of the documents cited in this specification, whether or not they are listed below. 2.4 Order of Precedence
In the event of a conflict between the text of this specification and the references cited herein, the text of this specification takes precedence. Nothing in this specification, however, supersedes applicable laws and regulations unless a specific exemption has been obtained.
2.5 Laws and Regulations
The design of the MSD-V4L System shall be in compliance with applicable federal, state, and local environmental laws and regulations. The design, manufacturing, programmatic decisions, and trade-off studies shall strive to eliminate or reduce hazardous materials and waste in accordance with (IAW) environmental laws and regulations.
3 REQUIREMENTS
3.1 First Article
When specified, a sample shall be subjected to the first article inspection IAW section 4.2.1.
3.2 System and Kit
The MSD-V4L shall consist of 3.2.1. The standard MSD-V4L Kit shall consist of 3.2.1 and 3.2.2 as noted below. System components and items shall be operational and usable concurrently.
MSD-V4L
Shall consist of the following:
• Display w/ Attached Stylus
• Processor
• Memory
• Touchscreen
• Audio/Microphone/Line or Combined Sound Port

3.3 Design and Construction
Display
3.3.1.1 Touchscreen
The MSD-V4L display shall have multi-touch screen capability.
3.3.1.2 Resolution
The MSD-V4L shall have a native resolution of 1024 pixels by 768 pixels threshold (objective is 1920 pixels by 1080 pixels) or better.
3.3.1.3 Screen Type
The MSD-V4L shall have a Light-Emitting Diode (LED) or Organic Light-Emitting Diode (OLED) backlit, active matrix color or an equivalent display.
3.3.1.4 Screen Rotation
3.3.1.4.1 Auto-Screen Rotation
The MSD-V4L display shall include an automatic screen rotation capability.
3.3.1.4.2 User Selectable
The MSD-V4L’s auto-screen rotation capability shall be user selectable for on/off automatic screen rotation.
3.3.1.5 Display Size
The MSD-V4L display shall be no less than 10.1 inches diagonally.
3.3.1.6 Attached Stylus
The MSD-V4L display shall have a stylus with tether to use on the touch screen.
3.3.1.7 Brightness
The MSD-V4L display shall have a minimum brightness of 400 nits threshold (objective is 800 nits).
3.3.1.8 Display Angles
The MSD-V4L shall have the ability to transfer from lying flat on a surface (i.e. a table) to being propped up at an angle without the use of external objects (protective cases that also serve, as a prop are not included in external objects). At least two configurable angles should be available for propping up the MSD-V4L.
Processor
3.3.2.1 Central Processing Unit (CPU)
The MSD-V4L CPU shall support a 64-bit instruction set as a minimum.
3.3.2.2 Graphics Processing Unit (GPU)
3.3.2.2.1 GPU Memory Interface
The MSD-V4L shall have a Graphics Processor with a minimum video capability of 128-bit memory interface.
3.3.2.2.2 GPU Memory
The MSD-V4L shall have a Graphics Processor with 512 Megabytes (MB) memory or higher.
3.3.2.2.3 DirectX 12
The MSD-V4L shall have a Graphics Processor with support for DirectX 12 or higher.
3.3.2.2.4 OpenGL 4.3
The MSD-V4L shall have a Graphics Processor with support for OpenGL 4.3 or higher.
Memory
3.3.3.1 Random Access Memory (RAM) Quantity
The MSD-V4L shall contain a minimum of 8 Gigabytes (GB) of RAM.
3.3.3.2 RAM Type
The MSD-V4L shall utilize Double Data Rate Type 3 (DDR3) RAM as a minimum.
Audio
The MSD-V4L shall have internal line-in, stereo headphone, and microphone connectors or a combined port of all three.
3.3.4.1 Headphone Connector
The MSD-V4L headphone connector shall accept a three-section 3.5-millimeter (mm) stereo phone plug.
3.3.4.2 Auto-Switch Output
The MSD-V4L shall disable the internal speakers when the headphone plug is inserted.
3.3.4.3 Internal Speaker Audio Switch
The MSD-V4L shall re-enable the internal speakers when the headphone plug is removed.
3.3.4.4 Sound Projection
The MSD-V4L internal speakers shall have sound pressure output of greater than or equal to 60 decibel (dB) from 250 Hertz (Hz) to five kilohertz (kHz) measured at two feet from the front of the display.
Solid State Drive (SSD)
The MSD-V4L shall utilize a SSD of no less than 300 GB for operating system software and data storage.
Trusted Platform Module (TPM)
3.3.6.1 TPM Version
The MSD-V4L shall contain a TPM hardware chip, version 2.0 or higher.
3.3.6.2 Computer Root of Trust Measurements
The TPM shall support the Computer Root of Trust measurements to include Measured Launch/Boot.
3.3.6.3 Secure Boot
MSD-V4L shall incorporate and support Secure Boot capability and technology.
3.3.6.4 Boot Integrity
MSD-V4L shall provide the capability for boot integrity, validation, authentication and security.
Ports
3.3.7.1 USB Ports
3.3.7.1.1 USB 3.0 Ports
The MSD-V4L shall have a minimum of one Standard-A internal USB 3.0 or later port(s).
3.3.7.1.2 USB Cable(s)
The MSD-V4L kit or system shall include a compatible USB cable for each USB device and component, which requires an external USB cable to connect and interface with
MSD-V4L.
3.3.7.1.3 USB Cable Strain Relief
Each USB port shall be equipped with a mechanism to secure the USB cables.
3.3.7.2 Video Port
The MSD-V4L shall have either a HDMI port or DisplayPort.
3.3.7.3 CAC Enabled Smartcard Reader
The MSD-V4L shall contain a built-in or attachable/mountable Smartcard reader.
3.3.7.3.1 DoD CAC Reader Specification Standards
The MSD-V4L’s DoD CAC Reader shall conform to the DoD CAC Reader Specifications, including International Organization for Standardization/the International Electrotechnical Commission (ISO/IEC) 7816, Personal Computer Smart Cards, and Windows® Hardware Quality Labs (WHQL Logo) certifications.
3.3.7.3.2 CAC Location
For a smartcard reader that is attachable/mountable type hardware, the MSD-V4L shall provide means of firmly attaching and/or mounting this component in location such that ports and capabilities are not blocked or impeded and it does not interfere with user handling.
3.3.7.3.3 CAC Size Requirement
A smartcard reader that is attachable/mountable shall not cause the MSD-V4L to exceed size requirements as specified in 3.4.1.
3.3.7.4 Internal Ethernet Network Interface
3.3.7.4.1 RJ-45 Connector
The MSD-V4L shall contain one internal or external Gigabit Ethernet network interface with a RJ-45 connector.
3.3.7.4.2 IEEE 802.3
The MSD-V4L’s one internal or external Gigabit Ethernet network interface shall meet the requirements of IEEE 802.3 for 10 Megabits per second (Mbps), 100 Mbps and 1000 Mbps of data transfer rate.
3.3.7.4.3 1000BaseT Full Duplex
The MSD-V4L system’s RJ-45 Gigabit Ethernet port connector shall operate at 1000BaseT full duplex (8-wire configuration).
Blu-Ray Optical Drive
The MSD-V4L shall include an internal or external Blu-Ray optical drive, (burner/reader).
3.3.8.1 Optical Drive Read Speed
The MSD-V4L drive shall provide the following speeds at a minimum:
• 6x Blu-ray disc read only memory (BD-ROM) read speed for a BD-ROM
• 8x DVD-ROM read speed for a DVD-ROM
• 24x CD-ROM read speed for CD
3.3.8.2 Optical Drive Write Speed
The MSD-V4L drive shall provide the following speeds at a minimum:
• 2x BD-Rewritable (RE) for a BD-RE disk
• 6x BD-R write speed for BD-R disk
• 8x DVD+/-Rewritable (RW) for a DVD+/-RW disk
• 8x DVD+/-R write speed for DVD+/-R disk
• 8x DVD+/-R DL write speed for DVD+/-R DL disk
• 24x CD-RW write speed for CD-RW disk
• 24x CD-R write speed for CD-R disk
Wireless Ethernet Network
The MSD-V4L system shall contain an internal wireless Ethernet IEEE 802.11ac or later, compliant radio.
3.3.9.1 FIPS 140-2
The internal wireless Ethernet IEEE 802.11ac or later compliant radio shall be FIPS 140-2 compliant.
3.3.9.2 Simultaneous Operation
The MSD-V4L Kit wireless card shall operate simultaneously with the MSD-V4L’s Gigabit Ethernet interface 3.3.7.4.
3.3.9.3 Bridging
The MSD-V4L Kit wireless card shall support bridging the 802.11ac wireless interface with the Gigabit Ethernet wired interface 3.3.7.4.
3.3.9.4 Security Features
The MSD-V4L Kits IEEE 802.11ac radio shall provide 802. 1x Wireless local area network (WLAN) security features including Extensible Authentication Protocol - Transport Layer Security authentication.
3.3.9.4.1 Wireless Protected Access 2 (WPA2)
The MSD-V4L Kits IEEE 802.11ac radio shall be WPA2 Enterprise Certified, or later.
3.3.9.4.2 Wi-Fi Alliance
The MSD-V4L Kits IEEE 802.11ac radio shall be Wi-Fi Alliance certified.
3.3.9.5 Peer-to-Peer Communications
The MSD-V4L Kits IEEE 802.11 radio shall have the capability to disable peer-to-peer communications through the software.
Configurability
The MSD-V4L Kit wireless Local Area Network (LAN) card security features shall be configurable through the software IAW 3.7.
Cable Strain Relief
The MSD-V4L shall have an adjustable cable strain relief(s) mechanism(s) to secure each standard and optional accessory system cable(s) within this specification.
3.3.11.1 Service Life
All strain relief mechanisms shall have a minimum service life of at least 500 cycles of strain relief mechanism secure/unsecure.
3.3.11.2 Electrical Performance
All strain relief mechanisms shall not degrade the electrical performance and functionality of the cables.
3.3.11.3 Mechanical Performance
All strain relief mechanisms shall not degrade the mechanical performance and functionality of the cable assemblies and connectors/ports.
3.3.11.4 Mechanical Stability
All strain relief mechanisms shall not degrade the mechanical stability of the system.
3.3.11.5 Without Tools
All strain relief mechanisms shall have the capability of being engaged or disengaged without tools.
3.3.11.6 Static Force
The MSD-V4L’s adjustable cable strain relief(s) mechanism(s) shall allow the respective cable to withstand exposure to a static force of five pounds for 500 milliseconds.
3.3.11.7 Dynamic Force
The MSD-V4L’s adjustable cable strain relief(s) mechanism(s) shall allow the respective cable to withstand exposure to a dynamic force of five pounds for 500 milliseconds.
3.3.11.8 Unintentional Removal
All strain relief mechanisms shall prevent binding or unintentional removal.
3.3.11.9 Typical Cable Diameters
All strain relief mechanisms shall accommodate typical connected cable diameters.
Power Sources and Connections
3.3.12.1 Auto-Sensing
The MSD-V4L Kits shall have a function for auto-sensing the power source.
3.3.12.2 Input Power
MSD-V4L Kits shall include either built-in capability or external power adapter or both in order to achieve and operate from AC and DC power sources noted herein.
3.3.12.2.1 AC Input Power
The MSD-V4L Kits shall operate from 100 to 240 VAC at 50 to 60 Hz commercial input power.
3.3.12.2.2 DC Input Power
The MSD-V4L Kits shall operate 18 to 32 volts DC input power.
3.3.12.3 Memory-Free
The MSD-V4L battery or batteries shall be memory-free.
3.3.12.4 Battery Life
The internal MSD-V4L battery or batteries shall provide power such that the MSD-V4L can operate uninterrupted for at least six hours.
3.3.12.5 Power Cable
3.3.12.5.1 Power Cable Length
The MSD-V4L Kit shall include an AC/DC power cable being no less than eight feet in length.
3.3.12.5.2 Temperature Rise
The MSD-V4L power cables shall have a load carrying capacity necessary for the simultaneous operation of the MSD-V4L, fully loaded MSD-V4L Battery Charger, and all fully loaded peripheral devices (3.2.2 and 3.2.3), without raising the temperature of the cable conductors more than 5°C (9°F).
Power Management
3.3.13.1 Power Management System
The MSD-V4L Kit power management system shall be user configurable through the operating system.
3.3.13.2 Power Down
The MSD-V4L shall have the capability to power down by software control, function key, button, or key combination.
3.3.13.3 Power Switch/Button
The MSD-V4L shall include a power switch or button to start the system when initiated by the operator.
Internal Battery Charger
The MSD-V4L shall include an internal Battery charger that automatically charges the batteries whenever there is power applied to the MSD-V4L.
3.3.14.1 Power-Sensing
The MSD-V4L charger shall have a power-sensing device to prevent overcharging the battery or batteries.
3.3.14.2 Charge Time
The MSD-V4L maximum charge time for a fully discharged battery installed in the MSD- V4L shall be less than three hours.
Indicators
3.3.15.1 External Power
The MSD-V4L shall have a virtual or hardware visual indicator(s) that shows when the external power is being used.
3.3.15.2 Drive Activity
The MSD-V4L shall have a virtual or hardware visual indicator to show the hard disk drive activity.
3.3.15.3 Charge Status
The MSD-V4L shall have a virtual or hardware visual indication of charge status.
3.3.15.4 Low Battery
The MSD-V4L shall have a virtual or hardware indication of low battery or batteries five minutes prior to automatic system shutdown.
Unified Extensible Firmware Interface (UEFI)
3.3.16.1 “C” Designation
The MSD-V4L drive designations shall have the nomenclature with the primary hard drive assigned to the “C:” designation.
3.3.16.2 Password Protection
The MSD-V4L UEFI shall have password protection capability.
3.3.16.3 UEFI Version
MSD-V4L UEFI shall be version 2.3.1 errata C with Firmware Lock or later.
3.4 Physical Characteristics
Size
The MSD-V4L physical envelope shall not exceed 12.5” x 9.0” x 1” in size (including protective cover, if used).
Weight
3.4.2.1 MSD-V4L
The MSD-V4L as defined in paragraph 3.2.1 (including hard drive) shall weigh no more than four pounds (lbs) while outside the hard transit case.
3.4.2.2 MSD-V4L Kit with Optional Accessories
The MSD-V4L Kit with optional accessories shall weigh no more than 25 lbs.
Mechanical Stability
The MSD-V4L with a minimum of battery or batteries and hard drive installed shall not tip over when at least one fourth of the MSD-V4L is unsupported.
3.5 Standard Accessories
European Power Adapter
The MSD-V4L Kit shall include a European power adapter equivalent to National Stock Number (NSN) 5935-01-359-5698.
Shoulder Strap
The MSD-V4L shall include a removable shoulder strap.
3.5.2.1 Securing to the MSD
A means to securely connect the strap to the MSD-V4L shall be provided.
3.5.2.2 Nonconductive Material
The MSD-V4L shoulder strap shall be made of a nonconductive material.
3.5.2.3 Adjustable Range
The shoulder strap shall have a minimum adjustable range of 20 inches to 50 inches.
Two Spare Fuses per Active Fuse
The MSD-V4L Kit shall include two spare fuses for each active fuse used in the MSD- V4L Kit.
Hard Drive
3.5.4.1 Hard Drive Capacity
The MSD-V4L shall include a SSD that is no less than 300 GB.
3.5.4.2 Hard Drive Interface
The MSD-V4L Kit Hard Drive interface (for example, Serial Advanced Technology Attachment (SATA) III or higher) shall support data transfer rates of at least six Gigabits (Gb) per second.
Ethernet Network Cable
The MSD-V4L Kit shall include a standard category 6 or better Ethernet Network cable.
3.5.5.1 TIA 568-C.2 Standard
The MSD-V4L Kit’s Ethernet Network cable shall be compliant with the TIA 568-C.2 standard.
3.5.5.2 Length
The MSD-V4L Kit’s Ethernet Network cable shall be of no less than seven feet in length.
3.5.5.3 Connectors
The MSD-V4L Kit’s Ethernet Network cable shall be configured with “snag-free” connectors (connector boots) and RJ-45 male connectors.
NATO Power Cable
The MSD-V4L Kit shall include a fused power cable with NATO slave connector that mates with NATO Standardization Agreement (STANAG) 4074 type 1 receptacle (Army Drawing Number 11682345).
3.5.6.1 Weight
The NATO power cable included in the MSD-V4L Kit shall be less than five pounds.
3.5.6.2 Length
The NATO power cable included in the MSD-V4L Kit shall be a minimum of 20 feet in length.
3.5.6.3 Voltage
The NATO power cable included in the MSD-V4L Kit shall operate between 18-32 Volts
DC.
Detachable Keyboard
The MSD-V4L Kit shall include a detachable QWERTY keyboard.
Wired Mouse
The wired mouse shall not utilize wireless communications.
MSD-V4L Transit Case
The MSD-V4L, including all the components of the System, required in 3.2, except IUID reader, shall be transportable in a single transit case of the dimensions indicated in 3.5.9.1.1.
3.5.9.1 Transit Case Specifications
3.5.9.1.1 Dimensions
The MSD-V4L transit case dimensions shall not exceed 15.25” x 22” x 9”.
3.5.9.1.2 Protection
The MSD-V4L transit case shall provide protection for the contained equipment as specified in section 3.2, from the environmental conditions specified in section 3.9.
3.5.9.1.3 Automatic Pressure Relief
The MSD-V4L transit case shall have an automatic pressure relief valve for air transport.
3.5.9.2 Additional Stowage
The MSD-V4L transit case shall also accommodate at least two industry-standard protective cases for DVD’s of the size 142 x 124 x 5.2 mm.
3.5.9.2.1 Optional Accessories
The MSD-V4L transit case shall also consist of two reconfigurable compartments to accommodate any combination of optional accessories, except IUID reader.
3.5.9.2.2 Center of Mass
The MSD-V4L transit case shall provide stowage that is configured such that the center of mass of a fully loaded case is directly below the handle of the transit case in carry orientation.
3.5.9.2.3 Paper Technical Manual
The MSD-V4L transit case shall also accommodate a paper Technical Manual with size 8.5” x 11” x 1”.
3.5.9.3 Fasteners
The MSD-V4L transit cases shall provide fasteners that permit operation by the 5th percentile female operator, and the 95th percentile male operator, while wearing MOPP IV gear, IAW MIL-STD-1472G.
3.5.9.4 Stacking Provisions
3.5.9.4.1 Weight Support
The MSD-V4L transit case shall support the weight of at least three additional like transit cases stacked fully loaded.
3.5.9.4.2 Without Harm
The MSD-V4L transit case shall be stacked on top of another like transit case with a geometric configuration that precludes harming the case or its contents.
3.5.9.5 Handles
The MSD-V4L transit case shall include hinged handles to accommodate a hand that falls in the 95th percentile male operator, and the 5th percentile female operator, dressed in MOPP IV gear, IAW MIL-STD-1472G.
3.5.9.5.1 Nonconductive Material
MSD-V4L transit cases handles grip portion shall be of a nonconductive material.
3.5.9.5.2 Handle Stop
The MSD-V4L transit case handle shall stop open at 90°± 5°.
3.5.9.5.3 Handle Locations
The MSD-V4L transit cases handles shall be located and recessed in such a manner to prevent contact with other like MSD-V4L cases when stacking and ensuring accessibility to the handles when they are stacked for transit or storage.
3.5.9.6 Corners
The MSD-V4L transit cases shall contain rounded edges on all hard edged corners.
3.5.9.7 Color (Transit Case)
3.5.9.7.1 FED-STD-595C (Transit Case)
The MSD-V4L transit case exterior dominant color shall be IAW FED-STD-595.
3.5.9.7.2 Exterior Color (Transit Case)
The MSD-V4L transit case exterior color shall be either:

The MSD-V4L transit case shall have a matte/flat finish.
“Quick Start” Cards
The MSD-V4L Kit shall include the following information both on a laminated card packed on the inside of the MSD-V4L Kit transit case and affixed to the inside of the MSD-V4L Kit transit case:
1. Equipment designation, i.e., , Maintenance Support Device- Version 4 Light, (MSD-V4L), NSN (To be determined)
2. Pictorial of power and interface connections, appropriately labeled.
3. Pictorial of controls and indicators, appropriately labeled.
4. Written instructions for “power up” and “power down.”
5. Written instructions for use of the Emergency Recovery Disk for system recovery.
6. Operator warranty data, with instructions on how to obtain assistance, including CONUS and OCONUS telephone numbers.
7. Maintainer warranty data with CONUS and OCONUS telephone numbers to call for warranty service.
Configuration Sheet
The MSD-V4L Kit shall include a configuration sheet serving as an inventory checklist of all included parts and components of the Kit.
3.5.11.1 Pictures
The MSD-V4L Kit configuration sheet shall include pictures of each part or component included with each kit shipped.
3.5.11.2 Descriptions
The MSD-V4L Kit configuration sheet shall include a description of each part or component included with each kit shipped.
3.6 Optional Accessories
The MSD-V4L optional accessories in this section are not part of the standard MSD-V4L Kit. The MSD-V4L optional accessories in this section shall have the capability to be attached or detached to the MSD-V4L by the user without tools.
MIL-STD-1553B Adapter
The dual redundant MIL-STD-1553B Adapter hardware shall have the capability of performing Data Bus communications with the MSD-V4L. This hardware shall provide the capability to be implemented and software controlled as a bus controller, remote terminal, or bus monitor. The MIL-STD-1553B Adapter communication Hardware may be integrated within the MSD-V4L or provided through an external card, module, or adapter.
3.6.1.1 AceXtreme Library
The dual redundant MIL-STD-1553B Adapter shall utilize, or have the capability of emulating, the Data Device Corporation (DDC) AceXtreme library. If emulation of DDC AceXtreme library is provided, along with the driver, the device and software shall meet all functional and timing requirements of MIL-STD-1553B and of AceXtreme library.
3.6.1.2 External Connectors
The dual redundant MIL-STD-1553B Adapter shall have two external connectors, M49142/06-0007 per MIL-PRF-49142/6E, or equivalent.
3.6.1.3 Human Engineering Requirements
The keyboard shall meet all human engineering requirements for dimensions, resistance, and displacement IAW MIL-STD-1472G Table VII.
3.6.1.4 Center-to-Center Distance
The keyboard’s horizontal center-to-center distance between alphanumeric keys shall not be less than 16.4 millimeters (mm) or greater than 18.5mm, in either the lateral or the vertical direction. Separation distances may vary but all other keyboard requirements in MIL-STD-1472G and this paragraph shall be met.
3.6.1.5 Wireless Communications
The keyboard shall not utilize wireless communications.
External 54mm ExpressCard Reader Adapter
The MSD-V4L shall be able to communicate with an ExpressCard, 54-millimeter Universal Reader internal or external adapter and shall comply with the latest Portable Computer Memory Card International Adapter ExpressCard Standard.
Serial Recommended Standard (RS)-232/485/422
The MSD-V4L shall be able to communicate with an internal or external Electronics Industry Association (EIA) RS-232/485/422 interface(s).
3.6.3.1 User Configurable
The EIA RS-232/485/422 interface(s) shall be user configurable.
3.6.3.2 Multi-Wire Connections
The RS-485/422 shall support 2-wire and 4-wire connections.
GPIB-USB/IEEE 488.2 Adapter
The MSD-V4L shall be able to communicate with a National Instruments (NI) GPIB- USB-HS NI-488.2 communications adapter or equivalent (IEC 60488-2). If an equivalent hardware module is utilized, there shall be a driver supplied that completely emulates the NI adapter functionality.
USB 3.0 or Higher Compatible Hub
The MSD-V4L shall be able to communicate with a Standard-A 3.0 or higher compatible hub.
3.6.5.1 Number of Ports
The Standard-A 3.0 or higher compatible hub shall have no less than four ports.
3.6.5.2 Power Source
The hub shall require no additional power source.
Spare Battery
The MSD-V4L Spare Battery shall have the same battery or batteries requirements as in section 3.3.13 (if removable and as needed to meet power requirements).
USB PCMCIA Device
PCMCIA device shall connect to the MSD-V4L by USB connection.
3.6.7.1 PCMCIA Card Support
PCMCIA device shall support both 16-bit and 32-bit PCMCIA cards.
3.6.7.2 PCMCIA Card Type
PCMCIA device shall read, write, and support PC Card SRAM, PC Card Linear Flash (Including 12/5V), Type I or II ATA memory and hard drive PC Cards, and Type I or II adapters containing ATA compliant media (i.e. SmartMedia, CompactFlash).
3.6.7.3 PCMCIA Static Force
The PCMCIA card reader USB cables shall perform according to the requirements of this specification following exposure of the PCMCIA card cables to a static force of five pounds for 500 milliseconds.
3.6.7.4 PCMCIA Dynamic Force
The PCMCIA card reader USB cables shall perform according to the requirements of this specification following exposure of the PCMCIA card cables to a dynamic force of five pounds for 500 milliseconds.
400 AC Hz Power Supply
The 400Hz Power Supply shall operate from 100 to 240 VAC at 50 to 60 Hz commercial input power and supply the necessary input power to power and operate the MSD-V4L.
3.7 Software Requirements
The MSD-V4L shall be compatible with Microsoft Windows® 10 through the currently approved AGM and 64-bit Red Hat Enterprise Linux OS Version 7 or later. The MSD- V4L shall include all drivers required for operation of the hardware specified in section 3.3, for 64-bit versions of Microsoft Windows® 10 through approved AGM and 64-bit Red Hat Enterprise Linux OS Version 7 or later. The MSD-V4L and all accessories shall be fully operational with Windows® 10, through the currently approved AGM and 64-bit Red Hat Enterprise Linux OS Version 7 or later. A Certificate of Authenticity (COA) shall be applied to every MSD-V4L which has an OS loaded onto the system.
The MSD-V4L Kit shall include Microsoft Windows® 10 through the currently approved AGM or 64-bit Red Hat Enterprise Linux OS Version 7 or later loaded onto the hard drive (U.S. Army or FMS version as specified by the Government).
U.S. Army Windows® Version
The MSD-V4L OS software shall be configured with the MSD baseline software (image provided by Government), based upon AGM Windows® software.
Foreign Military Sales (FMS) Version
The MSD-V4L FMS system software shall be configured with Windows® 10 or later, or 64-bit Red Hat Enterprise Linux OS Version 10 or later. FMS version shall include Internal Combustion Engine (ICE) or Diagnostic Software, the MSD-V4L IETM or ETM, and Computer Based Training (CBT), as specified by Government. The FMS system software shall not contain antivirus or firewall protection software other than that incorporated within the Windows® OS or Linux OS.
Emergency Recovery Disk(s) (ERD)
The MSD-V4L ERD for the U.S. and FMS Versions shall be provided and include bootable media that restores the full functionality of the MSD-V4L system software. The MSD-V4L ERD shall be protected by Industry-standard case(s).
U.S. Army Linux Version
The MSD-V4L OS software shall be configured with Red Hat Enterprise Linux OS Version 7 or later. This Linux software shall meet all Information Assurance and Cybersecurity requirements. Linux software shall be configured (as specified by Government) and include MSD-V4L IETM or ETM, CBT, desktop background and logo (background and logo will be provided by Government).
FMS Linux Version
The MSD-V4L OS software shall be configured with Red Hat Enterprise Linux (RHEL) OS Version 7 or later. This Linux software shall include all RHEL packages and requisite drivers for MSD-V4L. Linux software shall be configured (as specified by Government) and include MSD-V4L IETM or ETM, CBT, desktop background and logo (background and logo will be provided by Government).
3.8 Functional Requirements
Warm-Up Time
3.8.1.1 Standard Ambient Conditions
The MSD-V4L shall power on and be fully operational (including self-test) within two minutes at standard ambient conditions IAW the conditions stated in section 4.3.5.
3.8.1.2 Low Temperature Ambient Conditions
The MSD-V4L shall power on and be fully operational (including self-test) within five minutes at an ambient temperature of 0°C (32°F).
Self-Test Capability
The MSD-V4L shall have a built-in power-on self-test (POST) capability that is initiated when it is powered on that will indicate any failure of its components.
Set-Up and Tear-Down Time
The MSD-V4L with battery or batteries and hard drive installed shall have a set-up time by one operator of no more than 10 minutes, and teardown time by one operator of no more than 10 minutes.
Operation in Environmental Gear
The MSD-V4L shall be capable of being properly shut down and stored by personnel dressed in chemical and environmental protective equipment MOPP IV.
Interface
The MSD-V4L system connectors, cables, ports, latches, catches, doors, buttons, keys, and switches shall operate properly, as specified and required, and not degrade after 500 cycles of repeated operation, (connection and disconnection if removable) by users.
All external ports, interfaces, connectors, pogo pads shall be of an open defined architecture. No proprietary external interfaces shall be used.
Reliability
The MSD-V4L shall achieve a Mean Time Between Failures (MTBF) of at least 2500 hours for the MSD-V4L Kit, to include the battery or batteries and the hard drive, under all threshold environmental conditions specified in section 3.9.
System Performance
Utilizing PassMark® Software Pty Ltd V8.0 Benchmark software, the MSD-V4L shall achieve or exceed an overall benchmark of 1400 threshold (objective is 2000). The same benchmark software as noted either by this specification or contract shall be employed when providing the benchmark results and measurements.

3.9 Environmental Conditions
Unless otherwise specified the MSD-V4L Kit with applicable markings and identification plates affixed shall perform to the requirements of this specification when subjected to the following environmental conditions.

3.9.1.1 Temperature, Operational
The MSD-V4L kit shall perform according to the requirements of this specification during and following exposure to temperatures ranging from 0°C to +50°C (32°F to +122°F).
3.9.1.2 Temperature, Non-Operational
The MSD-V4L kit shall perform according to the requirements of this specification during and following exposure (while in a fully loaded hard transit case) to temperatures ranging from –20°C to +60°C (–4°F to +140°F).
Shock
3.9.2.1 Shock, Logistic Transit Drop
3.9.2.1.1 Shock, Logistic Transit Drop MSD-V4L
The MSD-V4L with the battery or batteries and hard drive installed shall perform to the requirements of this specification after being dropped from a height of 18 inches on each face for a total of six drops.
3.9.2.1.2 Shock, Logistic Transit Drop Kit
The MSD-V4L Kit, and optional accessories, while enclosed in a hard transit case in a non-operating state, shall perform according to the requirements of this detail specification after being dropped a minimum of six times, from a height of 48 inches on each face for a total of six drops. Only one kit shall be used to verify this test on all six faces.
3.9.2.2 Transport Vibration
The MSD-V4L Kit and optional accessories shall perform to the requirements of this specification after being exposed to a duration of 40 minutes per axis for each of 3 axes (while in a fully loaded hard transit case) to transportation vibrations, depicted in Figure
514.7 C-4 – Category 4 – Composite wheeled vehicle vibration exposure of MlL-STD- 810G w/Change 1.
Altitude
3.9.3.1 Altitude, Operational
The MSD-V4L Kit shall perform to the requirements of this specification while being operated during exposure to altitude conditions of 3,810 meters (12,500 feet).
3.9.3.2 Altitude, Non-Operational
The MSD-V4L Kit and optional accessories shall perform to the requirements of this specification after exposure to a threshold altitude of 30,000 feet while in a fully loaded hard transit case.
Rain, Transit Case
The MSD-V4L transit case with standard accessories shall not allow moisture intrusion after exposure to rain conditions such that the rainfall rate is four inches per hour and the wind velocity is 40 miles per hour.
Humidity
The MSD-V4L shall perform according to the requirements of this specification while operational during and following exposure to a relative humidity ranging from 5% to 95%, for a minimum of ten, 24 hour cycles.
Salt Fog, Transit Case
The MSD-V4L Kit shall perform according to the requirements of this specification prior to and following exposure of Transit Case enclosing the MSD-V4L Kit to a 5% ± 1% aqueous sodium chloride atmosphere.
Dust/Sand
The MSD-V4L Kit shall perform according to the requirements of this specification IAW MIL-STD-810G w/Change 1 510.6 requirements prior to and following exposure of Transit Case enclosing the MSD-V4L Kit to the sand and dust environment specified below:
• Dust (Procedure I)
Winds of 20 mph ± 3 mph per surface, concentration: 10.6 ± 7 g/m3
• Sand (Procedure II)

3.9.7.1 Dust/Sand, Operational
The MSD-V4L with the battery or batteries and hard drive installed shall perform to the requirements of this specification while being operated during exposure to the sand and dust environment specified in 3.9.7.
3.9.7.2 Dust/Sand, Non-Operational
The MSD-V4L with battery or batteries and hard drive installed while inside the transit case shall perform to the requirements of this specification after exposure to the sand and dust environment specified in 3.9.7.
Fungus
The MSD-V4L Kit shall not contain materials that provide nutrients for the growth of fungus for a minimum of 28 days.
Electromagnetic Environmental Effects
3.9.9.1 Electromagnetic Interference (EMI)
The MSD-V4L shall retain EMI integrity whether a port cover is opened or closed.
3.9.9.2 Radiated Emissions
The MSD-V4L shall meet the radiated emissions requirements of Code of Federal Regulations (CFR), Federal Communications Commission (FCC) Part 15, Class B.
3.10 Marking and Identification
Warning Markings
The MSD-V4L System’s markings shall warn of the location, nature, and extent of a hazard, in letters of clearly legible Gothic capitals, using MIL-HDBK-1473A, Color and Marking of Army Materiel as a guide.
3.10.1.1 Background Color
The MSD-V4L System’s warning markings shall include a background of the color red, and the color yellow for caution markings.
3.10.1.2 Contrast
MSD-V4L System’s warning markings shall have high contrast between the letter and background colors and shall be readable in red light.
3.10.1.3 Readable
MSD-V4L System’s warning markings shall be readable throughout the 60 month life cycle of the MSD-V4L System.
3.10.1.4 Location
MSD-V4L System’s warning markings shall be located on the exterior of the item.
Panel Markings and Processes
The MSD-V4L System’s shall provide functional panel markings of words or abbreviations that shall indicate the use or purpose of controls, indicators, connectors, and receptacles of the MSD-V4L system configurations.
3.10.2.1 Identify the Function
The MSD-V4L System’s panel markings shall enable the operator to identify the function of the variable operator controls.
3.10.2.2 Readable Lighting Conditions
The MSD-V4L System’s markings shall be applied such that the markings are readable under all expected lighting conditions.
3.10.2.3 Readable
The MSD-V4L System markings shall remain readable during the 60 month life of the MSD-V4L System.
Identification Plates
The MSD-V4L System’s identification plates shall be constructed of a material and affixed in such a manner to allow for permanent identification for the 60-month life expectancy of the item to which it is affixed.
3.10.3.1 Environmental Conditions
Each MSD-V4L System’s identification plate shall meet the requirements of this specification under the environmental conditions specified in section 3.9.

3.11 Interchangeability
The MSD-V4L Kit replaceable assemblies, subassemblies, and parts shall be fully interchangeable within the types defined in section in 3.2 and 3.3.
3.12 Safety
The MSD-V4L System shall meet the safety requirements IAW IEC 61010 and/or
UL60950.
Heat Transfer
The MSD-V4L System shall include no exterior point that exceeds thermal contact hazard of +120º F, IAW MIL-STD-1472G after four hours of operation at standard ambient conditions as defined in requirement 4.3.5 of this specification.
Excessive Current Drain Protection
The MSD-V4L shall provide safety mechanisms incorporated to automatically cease supplying power to the MSD-V4L in the event that the current being drawn is in excess of the manufacturer’s equipment rating, for both the power supply and individual loads.
3.12.2.1 Without Tools
Normal operation shall be restored after the short circuit or overload interruption has been removed, without requiring the use of tools to reset the protection. The over current mechanism shall be resettable or replaceable (if a fuse is used) by bare hands without disassembly of the chassis.
3.12.2.2 Easily Accessible
If the mechanism protecting the MSD-V4L from excessive over current requires operator intervention to reset, the mechanism shall be easily accessible by the user.
3.12.2.3 Solid-State Device
If the excessive over current protection is a solid-state device, then the interruption shall be automatically resettable when the power is disconnected, the fault is corrected, and power is reapplied or reset from the front panel by the operator.
External Surfaces
The MSD-V4L external surfaces shall be at ground potential when connected to a power source.
Power Cable
The MSD-V4L power cable shall include a safety ground conductor.
Cables
All MSD-V4L cables shall comply with the safety regulations of IEC 61010 or UL 60950- 1.
3.13 Maintainability
Preventive Maintenance Checks and Services (PMCS) Time
The MSD-V4L shall not require more than 15 minutes for PMCS per day.
PMCS Access
The MSD-V4L shall not require breaking of the equipment seals for PMCS.
Special Tools
The MSD-V4L shall not require any special or unique tools for preventive maintenance.
Cleaning
3.13.4.1 Transit Case Cleaning
The MSD-V4L transit case, shall function as specified in 3.5.9 after being cleaned, using a solution of dishwashing soap (1/2 oz per gallon, MIL-D-16791G, Type 1) and water, and a soft bristle scrub brush, without cracking, peeling, delaminating, blistering or color fading. The MSD-V4L transit case in closed position, shall not absorb any materials, including nuclear, biological, or chemical and decontamination solutions as defined in Allied Engineering Publication (AEP)-7 ED.5, NUCLEAR, BIOLOGICAL AND
CHEMICAL (NBC) DEFENCE FACTORS IN THE DESIGN, TESTING AND
ACCEPTANCE OF MILITARY EQUIPMENT. (Reference FM 3-11.4 and FM 3-11.5)
3.13.4.2 Identification Plate Cleaning
Each MSD-V4L System’s identification plate shall meet the requirements of this specification after being cleaned using a solution of soap (1/2 oz per gallon, MIL-D- 16791G, Type 1) and water, without cracking, peeling, blistering or becoming less transparent.
3.14 IUID Reader Kit
IUID reader shall be able to communicate with the MSD-V4L. The IUID shall be a compact, hand-held device. Reader shall have a function for scanning, processing, and decoding all IUID symbologies and markings that are employed in the military per MIL- STD-129R and MIL-STD-130N, including Linear bar code symbols Code 39, two-dimensional symbol Data Matrix ECC 200, and 2D (PDF417) symbols.
As a minimum reader shall provide and include:
• Ruggedized construction; MIL-STD-810G and/or Ingress Protection Rating
• Support for USB cabled data communications to a computer;
• Include USB port;
• Include cable for connection to a computer;
• UL60950 Product Safety and/or IEC.
Capturing and Transferring Data
Reader shall have a function for automatically capturing and transferring data. The reader shall accept data through an integral bar code scanner or imager and shall have a function for communicating with a host computer for data transfer and download.
Operating System (OS)
Software shall be provided with Microsoft Windows® 10 through the currently approved Army Gold Master (AGM) release and 64-bit Red Hat Enterprise Linux OS Version 7 through the current Army release including compatible drivers and applications for translating and viewing IUID data in human readable format. Applications shall be compatible with Microsoft Windows® 10 through the current approved version and 64-bit Red Hat Enterprise Linux OS Version 7 through the current approved version.
Data Translation and Output
Either an Application Program Interface (API) and associated documents or reader control software shall be provided in order to control the data translation and output.

Reader shall weigh less than one pound.
IUID Reader Transit Case
The IUID Reader, including all the components required in 3.2.4, shall be transportable in a single transit case of the dimensions indicated in 3.14.5.1.1.
