The purpose of amendment 0003 is to answer questions from industry. Please see below for Q&A:
Question 1. RFP, L.3.3.1, RFP states "foldout pages depicting such items as sketches, factory floor layouts, etc. may be used with each fold counted as one additional page." Does that mean an 11x17 that has been folded in half, then folded back over so it doesn't stick out of the binder would count as 3 pages instead of 2 pages?
Answer 1. Yes, it would be counted as three (3) pages instead of two (2) pages based on the number of folds. Each page should not exceed
8-1/2 inches in width by 11 inches in length, if you provide pages over the stated page limit, then it will calculate against your allowable page count.
Question 2. SF 30, Block 11 indicates that 2 copies of the amendments need to be submitted. This conflicts with the Government's answer to Question 12 regarding Section L.2.3.1, stating only one (1) signed copy is required within Volume V. Does the Government want two signed copies on Amendment 0001 submitted in Volume V along with all of the other required documentation?
Answer 2. One signed copy of the solicitation and all amendments is sufficient.
Question 3. RFP, L.2.2, This section states "proposals shall be submitted to the following point of contact...". Is the Government permitting offerors to hand delivery their proposals to the Government at the address identified in this section, or must they only be set via commercial carrier (e.g., FedEx, UPS, or USPS)?
Answer 3. Yes, hand delivery of proposals to the Government at the address identified will be accepted. All hand deliveries need to be made to address identified on the solicitation we will not meet Offerors outside of Picatinny Arsenal or at alternate locations.
Question 4. Timing of Submission of Sample Unit. Vendors must submit a sample unit (perhaps COTS or modified COTS) with their proposals.
For any areas that the sample unit does not comply with mandatory requirements, vendors would be required to demonstrate how they plan to bring the unit into full compliance. For example, vendors can include mechanical drawings with their proposals to show how they would modify or add to their unit to bring it into full compliance.
Within 90 days of notification that the Government is considering the product they offered for award, would the Government consider allowing vendors to be required to deliver a final sample that would be in full compliance with all the requirements? While waiting for the final sample, the Government could evaluate all other aspects, functionalities, and features of the initial sample unit which would remain the same and leave the evaluation of the modifications and additions. Would the Government consider a period of 60, 45, or 30 days for the final sample?
Answer 4. The Government will only be accepting one bid sample which is due at the time of proposal submission. No additional or final samples will be allowed. Furthermore, see section M.2.1 for the requirements/evaluation criteria of the bid sample.
