Q 1. The Government has stated this is a Best Value acquisition, but sections L&M do not provide any instructions to offerors, or what the trade-offs are. Can the Government clarify how they will evaluate a Best Value?
A1. Sections L&M are still routing for approvals, however the following Factors and Subfactors will be utilized:
Factor 1: Technical Subfactor 1: Performance Subfactor 2: Display Factor 2: Price Factor 3: Past Performance Factor 4: Small Business Participation Q2. On the technology roadmap, is the Government looking for the road map on just the processor, Random Access Memory (RAM)/Video RAM, and Hard Drive, or do they what a roadmap for the accessories as well?
A2. The Government is looking for the Offeror’s Technology Roadmap. Processor, Random Access Memory (RAM)/Video RAM, Hard Drive, and accessories are all examples of what could be included in the Offeror’s technology roadmap.
Q3. Will there be past performance required?
A3. Yes it will be the third Factor.
Q4. Is a draft Risk Management Framework (RMF) due with the proposal or after contract award?
A4. A draft RMF is not due with the proposal. The RMF will be a deliverable after contract award in accordance with CDRL 036.
Q5. Is the Government asking for an approved government property management system, and if the contractor does not have a requirement for one, will the Government be conducting a pre-award audit?
A5. The items listed as GFP in the draft solicitation are considered GFI. Although there is no GFP with this requirement, the contractor is responsible for the ability to maintain and store Government Property. The Government Property will be held, as applicable, in Bond Room Storage. The contractor shall comply with FAR 45.105 (Contractors’ Property Management System Compliance), as well as comply with FAR 52.245-1 (Government Property) and DFARS 252.245-7003 (Contractor Property Management System Administration). This would not result in a pre-award audit but an analysis of the Contractor’s Property Management System would be performed after contract award.
