2 Offerors shall utilize and submit the provided excel spreadsheets to complete and submit proposed hourly rates for the contract and for price proposals for Sample Tasks.

3 “X” equals the amendment number (e.g. the file name for acknowledgement of amendment 1 to the solicitation will be “amendment001.pdf”).

(3) During the conduct of this acquisition, the Acquisition Source Selection Interactive Support Tool (ASSIST) will be used by the Government to support the proposal evaluation and source selection process. A separate tool, the ASSIST2Industry, will be used in conjunction with ASSIST to accomplish all exchanges with Offerors after receipt of proposals pursuant to FAR 15.306. ASSIST2Industry provides the ability for the Government to issue, and the Offerors to receive and respond to, all Evaluation Notices (ENs) in a secure online environment.

In order to initiate the use of ASSIST2Industry, the Government requires the names, company titles, telephone numbers, and email addresses of two individuals that the

Offeror has designated as responsible for receiving and responding to Government ENs through ASSIST2Industry. The designation of two individuals is for the purpose of insuring availability of one individual if the other individual is not available. The required information regarding these two individuals must be submitted with the Offeror’s proposal and included in Volume IV- Solicitation, Offer and Award Documents and Certifications/Representations.

After the solicitation’s closing date, the Government will establish an account in ASSIST2Industry for each individual identified by the Offeror that has submitted a proposal in response to this solicitation. The two individuals named by the Offeror will be authorized access to that account. Two separate system generated emails will be sent to each individual. One of the emails will contain the individual’s ASSIST2Industry username. The other email will contain the individual’s temporary password. Using the provided username and temporary password, each individual can then go to https://ASSIST2Industry.army.mil to access the account. NOTE: The first time a user logs in, the user will be required to change the temporary password before the user can proceed to use the site.

Whenever the Government issues ENs to the Offeror through ASSIST2Industry, the Government’s Contracting Officer will notify the Offeror through a medium independent of ASSIST2Industry (e.g., e-mail) that the Offeror has ENs in ASSIST2Industry waiting for a response. There will be no ENs in ASSIST2Industry until such notice is issued by the Contracting Officer. Offerors can contact the ASSIST2Industry helpdesk at (609) 562-7050 or (609) 562-7031 for any technical assistance that may be needed.

OFFERORS ARE CAUTIONED THAT THE SYSTEM GENERATED EMAILS

REFERRED TO ABOVE ARE INTENDED FOR ADMINISTRATIVE PURPOSES ONLY.

RECEIPT OF THESE EMAILS DOES NOT CONSTITUTE THE COMMENCEMENT OF

ANY TYPE OF EXCHANGE WITH THE OFFEROR IN ACCORDANCE WITH FAR

15.306(A), (B), OR (D) (I.E., CLARIFICATIONS, COMMUNICATIONS, OR

DISCUSSIONS). ALSO, RECEIPT OF THESE EMAILS DOES NOT SIGNIFY THAT A

COMPETITIVE RANGE DETERMINATION IN ACCORDANCE WITH FAR 15.306(C)

HAS BEEN MADE OR THAT THE OFFEROR’S PROPOSAL WILL BE INCLUDED IN

THE COMPETITIVE RANGE WHEN THAT DETERMINATION IS MADE. ALL

NOTIFICATIONS THAT ANY TYPE OF EXCHANGE WITH THE OFFEROR HAS

COMMENCED AND THE OFFEROR HAS ENs AVAILABLE TO RESPOND TO, OR

ANY NOTIFICATION THAT THE OFFEROR’S PROPOSAL HAS BEEN INCLUDED IN

OR EXCLUDED FROM THE COMPETITIVE RANGE, WILL BE SENT TO THE

OFFEROR BY THE CONTRACTING OFFICER INDEPENDENTLY OF THE

ASSIST2INDUSTRY.

(4) Proposal Revisions. All proposal revisions shall be submitted as a complete electronic resubmission. Revisions shall reference the appropriate section of the proposal, paragraph and page number. Each revision page shall be identified by date.

New or changed information shall be identified by a vertical line in the margin next to the change and by using redline and strikeout features of track changes.

(5) Failure to comply with any requirements of the solicitation may render the Offeror's proposal non-compliant and be grounds for rejection.

PROPOSAL FILES

(1) Format: The submission shall be clearly indexed and logically assembled.

Elaborate formats, detailed art work, or other embellishments are unnecessary and are not desired. Each volume shall be clearly identified and shall begin at the top of a page. All pages of each volume shall be appropriately numbered and identified by the complete company name, date and solicitation number in the header and/or footer. A table of contents should be created using the table of contents feature in Microsoft (MS) Word. MS word (.docx) files shall use the following page setup parameters:

Margins: Top, Bottom, Left, Right – 1 inch (There shall be an inch margin above the header, and an inch margin below the footer).

Page Size: Width – 8.5 inches; Length – 11 inches

NOTE: 11” x 17” pages are acceptable for tables/graphic representations; however, each 11” x 17” page counts as two pages.

(2) The following additional restrictions apply:

(a) File Packaging: All digital proposal files shall be submitted on Compact Disc – Read Only Memory (CD-ROM) or Digital Versatile Disc (DVD) using the file formats and file names in the proposal submission requirements table above and finalized so as to be readable in any reader. Zip discs are not permitted. All price breakdown information to aid in the cost or price evaluation shall be submitted with formulas intact in Microsoft Office Excel format and viewable in Microsoft Excel 20072013. MS Excel files shall contain no macros or hidden formulas or external links, and be writeable. Each disk shall be externally labeled with the volume number, copy number, date and the Offeror’s name. **Please note self-extracting .exe files are not acceptable**. If there are any differences between the copies submitted, copy #1 of 4 will govern.

(b) Content Requirement: All information shall be confined to the appropriate file. The Technical Volume should be sanitized of any price and cost information and/or discussion. The Offeror shall confine submissions to essential matters, sufficient to define the proposal in a concise manner, to permit a complete and accurate evaluation of each proposal. Each file of the proposal shall consist of a table of contents and the narrative discussion. (Price/Cost documentation shall not contain a narrative discussion or Table of Contents). The table of contents will not count towards page limits.

Proprietary information shall be clearly marked. The following shall be included in the narrative discussion:

Volume I – Technical Factor; Subfactor 1 – Corporate Experience (10 page total limit)– Offerors should demonstrate that it and its team combined have Corporate Experience providing services of similar scope and complexity necessary to perform the entire effort, that is performance in the 5 major Recruiting, Management, and Administrative support task categories (PWS Section 2.2) as listed below. Offerors shall demonstrate, at a minimum: corporate experience valued above $150K; experience in managing contracts as a prime; performance of similar tasks at more than one performance location concurrently; and performance in 2 of the 5 major Recruiting, Management, and Administrative support task categories (PWS Section 2.2) as listed below, one of which must include the Recruiting and Retention Personnel Support task category:

An IDIQ contract or Blanket Purchase Agreement (BPA) reference without discussion of order experience cannot be considered as contract performance only occurs on awarded orders. Therefore, when referencing an IDIQ or BPA contract, Offerors shall discuss all relevant experience on any awarded orders that relate to the Corporate Experience Subfactor. Offerors may also include Corporate Experience references for non-major subcontractors and the relevant experience of individual staff members in key positions. The references must specify if the services were provided to Army, other DoD, or a non-DoD entity.
