PERFORMANCE WORK STATEMENT (PWS)

SOLDIER BENEFITS SERVICES PROGRAM

DATE: 26 January 2017

PART 1

GENERAL INFORMATION

1. GENERAL. This is a non-personal services Task Order (TO) to provide support for the Soldier Benefits Services (SBS) MyArmyBenefits Program (MAB) and to operate the Soldier For Life website (http://soldierforlife.army.mil) in support of the Army Director of Military Personnel Management (DMPM) Deputy Chief of Staff G-1. The Government will not exercise any supervision or control over the contract service providers performing the services herein. Contractor and subcontractor personnel shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Services. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform support services for the SBS program as defined in this PWS except for those items specified as Government furnished property and services. The Contractor shall perform to the standards specified in this TO.

1.2 Background. The National Defense Authorization Acts (NDAA) of 2004, 2006, 2010, and 2016 established the requirement for a web-based benefit and counseling information program for all Service Members, Families, Veterans, Retirees, and Survivors in all components (Active and Reserve). The online system provides full-access to military benefits information; and provides surviving Family Members tailored survivor reports using information validated by the Service Casualty Staff. The current MAB website at http://myarmybenefits.us.army.mil/ features include:

1.2.1 Benefits Library. The Benefits Library contains state/territory benefits fact sheets, federal benefits fact sheets and resource locator. Fact sheets contain essential benefits information on over 200 topics that are validated by the proponent no less than once annually. Each fact sheet is written in English and is customized for the Service component and Service Member status. Fifty four (54) state and territory fact sheets identify specific benefits and eligibilities for Service Members, Families, Veterans, Retirees and Survivors who reside in or have a home of record in those states or territories. The resource locator provides information on local benefit resources at all major military facilities worldwide as well as links to other services at both federal and state level as well as other military services.

1.2.2 Survivor Benefits Calculator. This feature requires Soldiers to log in via their common access card (CAC) or Department of Defense (DoD) Self Service Logon (DS Logon) account. The calculator provides them a personalized report that projects the lifetime stream for the Family’s benefits that would be provided to beneficiaries in the event of death. Available to both Active and Reserve Component Service Members, http://myarmybenefits.us.army.mil/

R-MAS Sample Task A – Soldier Benefits Services survivor reports detail changes in income streams based on Service Member and Family Member demographic information and Service Member status, integrating spouse and child Survivor Benefit Plan (SBP) Options, Veterans Affairs (VA) Education Assistance, Dependency and Indemnity Compensation (DIC), Special Survivor Indemnity Allowance (SSIA) and Lump Sums (Service Members Group Life Insurance (SGLI), Thrift Savings Plan (TSP), other insurance and investments) into a single report.

1.2.3 Retirement Calculator. The retirement calculator provides both Active and Reserve Component members who log in via their CAC or DS Logon account a personalized retirement report and “what if” capability to support effective retirement planning. The “what if” capability includes calculations for Soldiers in various statuses.

Retirement calculations support all retirement systems [Last Pay, High 3 with or without Career Status Bonus (i.e., REDUX) and Blended], Tower Amendment (enacted in 1975 to prevent the loss of military retired pay for Service Members who were eligible to retire earlier than their actual retirement date under the Final Pay Retirement System), and other laws affecting retirement calculator requirements of all military services. Blended retirement is the term used for the new modernized retirement system required by the National Defense Authorization Act for fiscal year 2016. The blended calculator provides the Soldier estimates on pay and TSP if the Soldier opts into the blended retirement system when considering retirement pay.

1.2.4 Survivor Benefit Plan (SBP)/Reserve Component Survivor Benefit Plan (RCSBP) Cost Calculator. This calculator enables Soldiers the ability to calculate the cost of taking SBP/RCSBP. The calculator integrates an SBP/RCSBP cost into the retirement report with “what if” capability to see various options including Spouse only/Former Spouse Only, Child(ren) only, Spouse and Child(ren) and insurable interest.

SBP/RCSBP calculations supports all retirement systems (Last Pay, High 3 with or without REDUX, and Blended Retirement) and Tower Amendment, and this information displays as part of the retirement calculation showing the Soldier’s net retired pay.

1.2.5 Deployment Calculator. This deployment calculator enables Soldiers, and their Families to understand and prepare for the changes that occur in pay and allowances prior to deployment, during deployment, and upon redeployment. After entering personal data such as rank, time in service, duty station, special pays and Family information, Soldiers and Family Members can view their estimated monthly income before, during, and after deployment.

1.2.6 Wounded Warrior Module. This feature requires Soldiers to log in via their CAC or DS Logon account. This module includes targeted fact sheets and a Disability Income Calculator that allows a Soldier to calculate his/her estimated disability ratings and disability retirement income based on his/her combat and non-combat related injuries/conditions. The calculator is based on the Veterans Affairs Schedule for Rating Disabilities (VASRD). It incorporates Military Retired Pay, VA Disability Compensation, Combat Related Special Compensation (CRSC); Severance Pay; Concurrent Retired and Disability Pay (CRDP); and other Special Monthly Compensation (SMC).

1.2.7 Online Survivor Benefits Reports (OSBR) Module: This module supports Survivors of Military Decedents from all military Services with an OSBR. The Contractor will coordinate with Service Casualty Affairs Offices, Casualty Affairs Officers (CAOs), and Retirement Services Officers (RSOs) to provide surviving Family members of all military services with validated, accurate, integrated initial and annual OSBRs through a password protected web-based interface, and an online OSBR Calculator accessible through a DS Logon including Survivor Benefit Plan (SBP) reports for surviving Family members per National Defense Authorization Act (NDAA) 2006. (PL 109-163-Jan 6, 2006; Subtitle F-Matters Relating to Casualties) SEC. 562 and 563; and NDAA 2009.

PL 110-417-Oct 14, 2008; (Title VI Compensation and other Personnel Benefits, Subtitle D-Retired Pay and Survivor Benefits), Sections 631/632 (Policy and Procedures On Casualty Assistance To Survivors Of Military Decedents)

1.2.8 Help Desk Support. This service provides personalized assessment, support, and reports for Soldiers and Family Members through a staffed help desk, from Monday- Friday, 9:00 am – 5:00 pm Eastern Standard Time (EST) daily.

1.2.9 Social Media Content Sharing. This service provides content management system configuration on the MAB website to provide basic social media capabilities such as the ability to “like” or “share” content among Facebook friends or Twitter followers to better reach Soldiers.

1.2.10. Soldier For Life Website. The Army created the Soldier For Life (SFL) program to ensure that every Soldier, Army Veteran and Retired Soldier - whether he or she served in the Active Army, National Guard or Army Reserve - is prepared to successfully transition to civilian life. The SFL website was created to communicate with Soldiers and their Families throughout the Soldier lifecycle to include Veterans and Retirees.

1.3 Objectives. DMPM, U. S. Army Deputy Chief of Staff, G-1 provides comprehensive benefits information to Soldiers and their Families throughout the Soldier Lifecycle through the MAB and SFL websites. This includes training support for users of the MAB website capabilities to receive answers through calculators that pertain to retirement, survivorship, deployment, and disability calculations. This capability provides informational pay, compensation, entitlements, and benefits training at military installations and off-base sites.

1.4 Scope. This TO requires the Contractor to provide and maintain content and training support for a web-based benefit and counseling information program for the DPDM and the Deputy Chief of Staff G-1. The web-based tool provides Soldiers, particularly those preparing for and returning from deployments, and over 1,200,000 Retired Service members and surviving spouses -access to military Services benefits information; provides tailored OSBRs to surviving Family members of all Military branches using information validated by Service casualty staff.
