About this file

This is a Master Specifications document for a federal construction project (540-26-110) at the Louis A. Johnson VA Medical Center in Clarksburg, West Virginia. The project, titled "FY26 Halls & Walls (SECVA)," involves renovation of two separate hospital areas: the 1st floor Emergency Department waiting area (approximately 4,738 square feet, 671 linear feet) and the 2nd floor main corridors and elevator bays (approximately 5,438 square feet, 1,341 linear feet). Work includes complete removal and replacement of flooring, resilient cove base, wall finishes, painting, stainless steel corner guards and handrails, ceiling systems, and associated mechanical and electrical components. A deductible bid item addresses vaulted ceiling renovation in the ED waiting area with new acoustical or phenolic wood ceiling assembly, rerouted HVAC diffusers, and integrated lighting systems. The contract period is 360 days from the Notice to Proceed.

The specifications establish comprehensive requirements for contractor operations within an active medical facility operating 24/7, including mandatory phasing coordination with the Contracting Officer's Representative, infection control compliance, security procedures, utility service management, and protection of existing systems. Contractors must submit an Accident Prevention Plan, Activity Hazard Analyses, shop drawings, product data, and operation and maintenance manuals for government approval. A Site Safety and Health Officer with current professional safety certification and three years of construction safety experience must be present on-site during all work. The specifications incorporate OSHA regulations (29 CFR 1910 and 1926), USACE EM 385-1-1 safety standards, NFPA codes, and FGI healthcare facility guidelines, with the most stringent requirement governing when standards conflict. Warranty management planning, testing and balancing of HVAC systems, and pre- and post-construction inspections are required. All work must maintain accessibility for VA personnel and patients, with documented coordination of material deliveries limited to two-day quantities and protection of ongoing medical center operations throughout the construction period.
