Responses to Questions Received and Clarifications
1. QUESTION: The asbestos abatement specification 02 28 11 does not provide quantities, Please provide quantities.
VA RESPONSE: No known ACM is present within the work areas. Specification Sections 02 82 11 Traditional Asbestos Abatement and 02 82 13.19 Asbestos Floor Tile and Mastic Abatement are included in-case-of positive ACM sampling and are not expected to be applicable to this contract. A 1995 Survey of Building 1 is included with Addendum #1. No ACM survey has occurred on the 1st or 2nd floor of the Clinical Addition. Contractors are responsible for sampling each unique material to be demolished. The contracted Industrial Hygienist is responsible for determining exact sampling location and quantity. Please note that any incidental abatement necessary as resultant from the ACM survey shall be handled via change order, as dictated by SOW section 2.d.
2. QUESTION: Please clarify the following:
a. Bid Item 1 – Base bid includes all ceiling work
b. Bid Item 2 – Bid Deduct Alt. 1 deducts all acoustical ceiling and related work on first floor.
c. Bid Item 2 – Bid Deduct Alt. 2 deducts all work related to the phenolic vaulted ceiling in the ER waiting room
VA RESPONSE:
This is correct, with the exception that the question above should have reflected that item c is bid item #3 as outlined in the solicitation.
Base bid, Item I, includes all work listed in the SOW, including Item II, General Construction – Bid Deduct (Alternate) #1, and Item III, Delegated Design and General Construction – Bid Deduct (Alternate) #2. Bid Item II deducts all acoustical ceiling, related mechanical diffuser/intake/grille, and luminaire work on the first floor other than the acoustical ceiling work within the vaulted ceiling area of the ER waiting room (i.e. work listed in Bid Item III). Bid Item III deducts all work related to phenolic vaulted ceiling in the ER waiting room.
3. QUESTION: At the pre-bid site visit, the COR advised that the scope near the second-floor elevators would be revised, including retaining existing wall tile and revising the handrail and bumper/crash guard work. Please provide a revised scope and drawings identifying the work to be performed in this area.
VA RESPONSE: Impacts A09 and A13 (2nd floor Service Elevator Bay), updates to drawings included in Addendum #1. Specified handrail to be installed as crash rail approximately 8” on-center AFF in-place-of existing resilient crash rail. Install new resilient cove base as specified. Existing wall tile to remain as-is; no wall-covering installed or paint in this area.
4. QUESTION: The Statement of Bid Items in Specification 01 00 00 does not correspond with the price/cost schedule, Statement of Work, Specification Section 09 51 00 or the drawings. Please clarify the intended bid item and deduct alternate structure and revise Section 01 00 00 accordingly.
VA RESPONSE: Bid items and deduct-alternate structure are as listed in the Statement of Work (SOW) and drawings. Division 01 00 00 General Specifications has been updated to reflect the language in SOW and drawing set.
5. QUESTION: The SF1442 establishes a 210 calendar day period of performance, while Specification Section 01 00 00 identifies a 360 calendar day period of performance. Please confirm the contractual period of performance.
VA RESPONSE: Period of Performance is as listed in the SF-1442, 210 calendar days. Division 01 00 00 General Specifications has been updated to reflect the POP in specifications.
6. QUESTION: Section 01 35 26 requires a full-time SSHP for each shift, with no other duties, who is separate from the Superintendent and CQC System Manager. Please confirm that a separate, dedicated SSHO is required to be on site during all construction activities.
VA RESPONSE: A separate Site Safety and Health Officer (SSHO) is not required; the superintendent may be the SSHO.
7. QUESTION: Please identify any required phasing, maximum work-area limitations, corridor-access requirement, or sequencing restriction applicable to the second-floor work.
VA RESPONSE: Handrail, corner guard, cove base, wall protection, and painting demolition/installation depicted on Dwg A10, to plan left of Stair C on A11, and to plan right of service elevators on A13 may occur during normal business hours. All other work shall be accomplished after normal weekday business hours (Monday-Thursday 4pm – 6am) or on the long weekends (Friday 4pm – Monday 6am, may be extended during federal holidays). Do not demolish what cannot be re-installed during the same work period (the long-weekends are 1 singular work period).
8. QUESTION: Please confirm the allowable construction work hours for the project, including which activities may be performed during normal facility operational hours and which are required to be performed during off-hours. Specifically, please confirm that ICRA Class I and II activities may be performed during normal facility operational hours, and that Class III and IV activities are required to be performed during the off-hour periods identified in the solicitation.
VA RESPONSE: For the first-floor ED waiting area: Work may only be performed during normal weekday operational hours if work is performed behind hard ICRA barriers; Erection and Demolition of hard ICRA barriers shall occur after normal weekday business hours or on the long weekends. Otherwise, refer to RFI #7.
9. QUESTION: Please identify the area(s), if any, that will be made available to the Contractor for material storage and staging.
VA RESPONSE: Area(s) available for material laydown, storage, and/or staging is dependent on amount of material and duration of material staging. Potential areas include, but are not limited to, B243, B204, 2134, 2100A, 2183, 4C469, and 4B48.
10. QUESTION: Are scaled drawings available for bidding? Please also confirm whether the square-foot quantities shown on the drawings represent floor area or wall surface area.
VA RESPONSE: Yes, 1st and 2nd floor scaled CAD and PDF files are provided in this amendment. Architectural Size E 36” x 48” scaled drawings A03 and A13 are also included in Addendum #2.
Square footage relates to the floor area.
11. QUESTION: For work classified as ICRA Class III, please confirm whether temporary plastic barriers are acceptable or hard-wall barriers are required. If hard-wall barriers are required, please confirm whether they must extend to the deck above.
VA RESPONSE: ICRA Class III work is associated with the control measures below:
1. Perform work activity in a manner that does not create dust.
2. Immediately replace any ceiling tile, close access panels, etc., upon completion of work.
3. Any materials and equipment being brought into the facility must be free of contaminants and loose material.
4. Provide active means to control airborne dust from dispersing into occupied areas and/or water mist surface to control dust (e.g., Mobile Dust Containment Cart or some other system).
5. Ensure worker clothing is clean and free of visible dust before leaving the work area.
| 6. | Remove or isolate air diffusers (supply and return) to protect the HVAC system from dust and reduce air turbulence. Rebalance system to address diffuser isolation. | ||
| 7. | When the work involves or impacts potable water systems including | stagnation due to reduced usage, the piping shall be flushed twice a week | or isolated from the main system. |
8. Seal doors to prevent dust migration.
9. Contain all trash and debris in the work area. Perform daily cleaning and disposal of trash (covered) from work area using an identified exit route.
10. Any equipment, tools, or materials removed from the work area must be in sealed containers and/or cleaned of dust and debris prior to removal from the area.
11. Nonporous/smooth and cleanable containers (with a hard lid) must be used to transport trash and debris from the construction areas. These containers must be damp-wiped cleaned and free of visible dust/debris before leaving the contained work area.
12. Install a sticky (dust collection) mat at entrance of contained work area based on facility policy. Sticky mats must be changed routinely and when visibly soiled.
| 13. | Maintain clean surroundings when area is not contained by damp mopping or HEPA vacuuming surfaces at least daily. |
| 14. | Ensure availability of equipment for cleaning hands. |
15. Construct and complete critical barriers meeting NFPA 241 requirements. Barriers must extend to the ceiling or if ceiling tile is removed, to the deck above.
16. All (plastic or hard) barrier construction activities must be completed in a manner that prevents dust release. Plastic barriers must be effectively affixed to floor and ceiling (or floor/roof deck above) and secure from movement or damage.
17. Seal all penetrations in containment barriers, including floors and ceiling, using approved materials (UL schedule firestop if applicable for barrier type).
18. Maintain .01 inches /water gauge negative pressurization of the entire workspace by use of HEPA exhaust air systems directed outdoors or comply with the alternative method outlined in Appendix A of VHA ICRA 1.4 (April 2026). These control measures must be maintained continuously 24/7 for the duration of the project. HEPA filtered exhaust if discharged directly to the outdoors must be at a distance of 25 feet or greater from entrances, air intakes and operable windows. Exhausting discharged air into shared or recirculating HVAC systems, or other shared exhaust systems (e.g., bathroom exhaust) is prohibited.
19. Install a differential pressure sensing device (e.g., magnehelic, manometer, or digital monitoring) on exterior of work containment to continually monitor and document negative pressurization. The "ball in the wall" or similar apparatus are not acceptable.
12. QUESTION: Sections 02 82 11 and 02 82 13.19 reference asbestos containing materials and estimated quantities, but no project specific asbestos quantities or survey have been provided. Please provide any existing asbestos/hazardous material survey or testing information applicable to the project and confirm whether any known ACM is present within the work areas.
13. QUESTION: The specifications appear to contain missing pages and/or specification sections. Please provide the following specification sections/pages:
a. Complete Section 02 83 33.13
b. Section 05 50 00
c. Section 06 20 00
VA RESPONSE: Specification Section 02 83 33.13 Lead Paint Removal is not missing pages or specification subsections. Specification Section 05 50 00 Metal Fabrications is included in Addendum #1. Specification Section 06 20 00 Finish Carpentry is not applicable to this project and references to this specification section have been removed in the addended specifications.
14. QUESTION: Specification Section 09 06 00, Schedule of Finishes, contains numerous blank finish, color, manufacturer, and project fields. Please provide project-specific finish selections required for bidding.
VA RESPONSE: Specification Section 09 06 00 Schedule for Finishes has been updated to include various Basis of Design. Refer to individual specification sections for more detailed product requirements.
15. QUESTION: Specification Section 09 51 00 identifies the acoustical wood ceiling work as “Delegated Design”. Please clarify the extent of delegated design required, including whether signed and sealed drawings and/or calculations by registered design professional are required.
VA RESPONSE: Signed and sealed drawings by a registered design professional are not required. The reference to “Delegated Design” as it relates to the acoustical wood ceiling work refers to the contractor’s discretion in selection and submission of architecturally integrated wood ceiling and lighting assembly other than the basis of design; selection and submission of an integrated system that adequately fits the space is responsibility of the contractor through careful coordination and communication of vaulted space dimensions with the selected suspension assembly manufacturer(s). Contractor shall submit selected product(s) with detailed layout of installation spacing location intention.
16. QUESTION: Drawing A01, General Project Note 12, requires all finished drywall to receive a Level 5 finish. Please confirm that this requirement applies to all existing drywall surfaces within the project limits that are to be refinished and painted.
VA RESPONSE: Note 12 on A01 General Project Notes requires all drywall to receive a Level V finish unless otherwise accepted by the Contracting Officer’s representative (COR). This note relates only to all walls receiving new joint compound within the scope of this project. New joint compound and sanding is not required on all walls within the scope of this project; only where necessary, e.g. if the existing wall finish is cracked, chipped, or otherwise damaged as determined by the COR. Please note that the vaulted skylight over the 1st Floor Lobby/ED waiting area, depicted in photograph 14 of A19, is not within the scope of this project.
17. QUESTION: The Statement of Work requires the Contractor to professionally clean all ductwork, diffusers, intakes, filters, and grilles disturbed throughout the course of project work. Please provide HVAC drawings identifying the existing systems serving the project areas and clarify the limits of required duct cleaning, including whether cleaning is limited to ductwork directly disturbed by the work or extends to the full associated supply and return duct systems.
VA RESPONSE: Original First Floor Clinical Addition Ductwork Plan dwg 1-H45 is included in addendum #1. Ductwork cleaning is limited to ductwork directly disturbed by the work within the scope of this project. Contractors may install manual dampers within ductwork just upstream from ductwork within scope to restrict airflow to complete mechanical work. Should a contractor install a manual damper, or close an existing damper, at the onset of mechanical work, ductwork cleaning would be restricted to all mechanical work/equipment downstream of said damper.
18. QUESTION: Please confirm whether HVAC cleaning is limited to ductwork, diffusers, intakes intakes, filters, and grilles disturbed by the project, or whether cleaning of associated HVAC equipment and components, including VAV boxes, reheat coils, air-handling equipment, or other components, is also required.
VA RESPONSE: Please refer to response provided in RFI 17.
19. QUESTION: May the required HVAC duct cleaning be performed after completion of the associated construction work rather than on a phase-by-phase basis, to minimize repeated HVAC shutdowns and potential recontamination of previously cleaned ductwork?
VA RESPONSE: Please refer to response provided in RFI 17.
