From: Matthew Heiman, Facilities Engineering Project Section, COR
1. In the rooms not being remodeled there is data to be demoed. The notes say contractor able to reuse existing boxes for new devices on ED-310. On E-310 the notes call for 1” conduit minimum for data. If existing devices are less than 1” can they be utilized in rooms not getting remodeled? Can devices be free aired in walls where rooms are not being remodeled?
a. The existing conduit may be used if the bend radius and fill capacity warrant reuse. Free aired is acceptable where the existing conduit does not. However, this approach should be limited to rooms located Between Grids FF and HH where walls will not be impacted.
2. Plan Page A400 floor plan general notes 2 "refer sheet A601 for door details and types". Are all of the details included on plan page A602?
a. Yes, substitute “refer sheet A602” for “refer sheet A601” this is seen on sheets A401 A402 A403
3. Door located on plan page A400 at grid GG x 18 there is no description or door type. Clarification needed. Note 13 reads "new door slab in existing frame, reinstall salvaged hardware" Size, elevation, and type are needed.
a. Contractor to field verify
4. Per addendum 2 – in Pre-Bid questions – question 14. Will that include changing all the wall base with new one?
a. That is correct, Bid deduct # will include replacing existing wall base with VB-1
5. Flooring, I110 – looking at the corridors taking LVT-1, there are corridors with CPT-2 and it looks like either ON TOP of lvt-1 or the lvt is a border. Can you please confirm? Is it the intent to have all the LVT border the carpet, with rubber transitions at all those edges?
a. The intent was to provide a single width LVT border in all carpeted hallways. The transition would be a flush manufactured transition strip as seen on 3/I-601. However, this question has raised concerns for the durability and aesthetics of this approach. The LVT border at the “secondary” corridors that have CPT-2 is now deleted. All corridors designated CPT-2 are to be wall to wall. Transitions from LVT to carpet shall remain as detailed on 3/I-601
6. Flooring, I110 – can you provide direction arrow to run the LVT-1? Hallways change directions all over the place and need directions shown.
a. Carpet will be installed in ¼ turn fashion. Direction will not have cost implication, and can be clarified during construction.
7. Note 1 in AD-400 shore as required to compete work. The existing walls are balloon framed and are attached at the concrete edge that we would need to demo. I cannot tell you how we would shore up!
a. This is a means and methods issue. Note 3 states “Remove existing wall as required for new work.” This is required to make the structural connections to the concrete as seen on 1/S501, 3/S501 and 5/S501. Shoring will be determined by the extend of demolition completed by the contractor. If the contractor chooses to remove all the walls in the hatched areas, then the entire wall above will require shoring. However, if a selective demolition approach is uses, shoring will be limited to only areas removed for structural installation.
8. I hope the spec clarifies the door and hardware schedule because the print is bad. The windows are a potential big miss. There is not even a hollow metal frame type on A-602 but detail 8 / A-500 shows a hollow metal type window. There are many rooms with glass listed in the finish schedule on I-602. Is that referring to the 8/A-500 detail? This detail also shows top of frame as 8’6”. The ceiling height in the rooms are 8’. Very limited elevations in print. Feel like this should be clarification but don’t know how to word it or if it is clearer in the spec.
a. Note 24 A-401, and Note 8 A-403 call for new window. This is referring to detail 8/A-500
b. Ceiling height in the conference rooms is to be 9ft. This is an error on the plans.
9. According to A-401 note 24, and A-403 note 8, we have 10 Windows. I can't find any specs on these as far as materials or size. Can you help elaborate please?
a. Please note that the plans on A-401 and A-403 overlap as shown on A-110Window types are tagged on the RCP for each area, A-406 and A-408 specifically. Detail 8/A-500 address window type A (only type used). Refer also to specification section 088000 for Glazing and 081113 for hollow metal frames, including window. For clarification, provide ¼” tempered glass as specified in 088000;2.1;A;1 and 088000;2.1;C.
10. Note on sheet E-400 fan schedule says VFD by Div 26, should be Div 23?
a. The General Contractor is responsible for coordinating with the sub-contractors who will procure the VFDs. All VFDs provided must meet the performance requirements in the specifications. See specification 23 34 00 2.4.B
11. 4x4 limited to 15 circuits – do we have capacity to cover.?.?
a. Per the NEC 4”x4” is not limited to 15 circuits. If the number of current-carrying conductors exceeds 30 at any cross section of the wireway, adjustment factors shall be applied. Refer to sections 376.22(A),(B) & 310.15(B)(3)(a). Contractor to field verify existing conditions.
12. What is the maximum capacity of the floor in the atrium area that can be used when planning for debris/material storage and hoisting/lifting?
a. The original design live load for the mental health area and adjacent atrium was 100 pounds per square foot plus the weight of the planters. The design appears to have accounted for the planters exactly where they are. My calculations show there is not excess capacity at other locations. Thus, debris from demolishing the planters may not be piled on adjacent floor.
b. The above 100 psf is an average over areas about 100 square feet or larger. The maximum allowable load over small areas (about 4’x4’ or smaller) is about 600 psf.
c. The maximum allowable point load, concentrated on just a few square inches (e.g. a tire), is about 1700#.
13. See drawing S-115. There are no splice locations shown for the WT5x15. I propose we cantilever the WT 1’-0 past the Grid Line. We can use a splice plate connection for the splice. Is this acceptable?
a. Splice plate connections are acceptable if appropriately located. However, 1’-0” from grid lines is not an appropriate location. Approximately 2’-8” south of grid lines would be acceptable.
14. Per the solicitation, we are to submit hard copies and CDs and it also states that email submissions would not be allowed. Given the numerous trades that will receive their vendor quotes last minute, they will have to get the GCs their proposals and the GCs will have to address accordingly to ensure proper submission. Would the VA allow for email submissions with hard copies to follow the same business day? This would allow for enough time to not only ensure GC submission docs are in order at the time of submission but it would also allow for enough time to make the necessary final proposal copies and CD as requested. Email submission followed up by hard copy submission has been typical of larger more complex projects through the contracting offices. Please advise.
a. The pre-solicitation was posted on 25 Oct 2017. The solicitation was issued on 28 April 2018.
The Site walk was completed on 5 April 2018. Proposal due dates were extended from 11 May 2018 to 22 May 2018. Email submissions will not be accepted.
b. Bids are Due by 1PM on 22 May 2018 as modified by SF30 VA263-17-R-1144-0003 issued on 19 April 2018 and as specified by the solicitation.
15. The VA provided documents, “8 Schedule & Systems Narratives & Cost Estimates & Specs”, page 3, Architectural Demolition, 2nd paragraph, states the following; ““Additionally, the area surrounding the planters currently has a quarry tile finish, set on a full thickness mud bed (as opposed to a thin-set installation). This tile and mud bed will be removed.” The plans and specs do not address the meaning of “full thickness mud bed” Can you please clarify what the thickness of the mud bed is so that the Contractor can estimate both removal and pour back accordingly. Please also advise on a spec for material to be place to re-establish the floor elevation once the “bed” is removed. For reference, there is a picture provided in Amendment 002 however it does not reference depth of the “mud bed.”
a. The original detail calls for “Setting bed depth as required, typical ¾” “
b. See section 09 05 16 subsurface preparation for floor finishes.
16. Drawing H-110 has a bid alternate in the right hand corner, note #1 referencing (11) zone controls for radiant heat being converted to DDC controls. They don’t appear to be shown on the plan. Do you have the locations mapped? No detail is shown either. Just replace the control valve?
a. The Radiant heat is located on the exterior windows along grid HH. The intent is to just replace the control valves, which would be located in the interstitial below 1P, nearest to Stairwell 11.
17. Drawing H-115 has a bid alternate in the right hand corner, note #1 referencing (11) zone controls for terminal heat boxes being converted to DDC controls. These don’t appear to be shown on the plan.
Do you have the locations mapped? No detail is shown either. Just replace the control valve?
a. This note is referencing the 29 VAVs that are existing to remain as indicated by being shown screened to half-tone on the plans. The intent it to replace the controls if the budget warrants. Furthermore, the 11 VAVs located along Grid GG on the plan west side of the ward, contain reheat and the intent of the alternate is to replace these control valves as well, including upgrading those valves from pneumatic controls to DDC. The following is a list of those VAVs
70.VA.09.1P.360 70.VA.09.1P.366 70.VA.09.1P.372
70.VA.09.1P.361 70.VA.09.1P.367 70.VA.09.1P.373
70.VA.09.1P.364 70.VA.09.1P.369 70.VA.09.1P.375
70.VA.09.1P.365 70.VA.09.1P.371 70.VA.09.1P.372
18. Please confirm this is the extent of the hydronic heating work in the interstitial space and floor level. Piping is shown in the mechanical room / H-401, chilled water only. No new VAV’s are getting reheat coils (matching the schedule).
a. The extent of Hydronic heat work is limited to the mechanical room and as bid alternate work listed above for replacement of DDC control valves. The new VAVs are not scheduled to receive reheat coils.
19. Also, these notes on H-110 and H-115 are the same (1) alternate to be listed as an add?
a. These are ALTERNATE DEDUCT NO.1 as listed as item 2 of the Price schedule (Pg3), and under
B. Proposal Alternate Deducts of the Scope of Work. (Pg17) of the solicitation.
