Pre-bid Site Walk Questions Date: 4-12-2018 From: Matthew Heiman, Facilities Engineering Project Section, COR

1. Will the contractor be provided a detail / plan for “Sound Sensitive” areas?

a. See attachment #1

b. Minimal noise causing activities will be defined as activities causing less than 85dBA. This type of work will be allowed in any location at any time. This type or work includes but not limited to: work not requiring power tools, debris removal, removal/installation of wire, insulation, controls, etc.

c. Moderate noise causing activities will be defined as activities causing greater than 85dBA but less than 120dBA. Work will be allowed in enclosed areas 24/7/365. Areas that are adjacent to noise sensitive locations, and the open area of the atrium will be limited to non-quiet times.

This type or work includes but not limited to: use of power tools, pounding and hammering associated with demolition of walls/ceilings/finishes/HVAC/Elec/ Etc.

d. Extreme noise causing activities will be defined as activities causing greater >120dBa. This type of work be allowed only during heavy noise windows regardless of location. Examples are the use of jack hammers, hammer drills, riveters, oxygen torch, etc.

e. Quiet hours: 7days a week, 2200-0600

f. Extreme Noise hours: 0600-0800 M-F, 0800-2200Sat/Sun

2. Will the contractor be allowed to perform demo activities at night? If so, what times will the contractor be allowed to perform demo activities at night?

a. Yes, see attachment #1 and above.

3. What are business hours for Outpatient Mental Health? Are they open on the weekends? Will the contractor be allowed to work over the weekend and during what times?

a. Outpatient Mental Health Hours are generally, M-F, 0800-4:30. 1P is not open on the weekends, so work can be performed anytime on the weekends.

b. Surgery and PACU are also closed on the weekends.

c. ICU is in operation 24/7/365. The impact will be dependent on the patient census. Historically, census is lighter on Mondays. But this cannot be guaranteed.

4. 1322-ED310: Area EE-16: Who is responsible to remove the projector itself and what is to be done with it?

a. The removal of ceiling mounted projectors and Smart boards will be the responsibility of the contractor. All removed equipment will be turned over to VHA Logistics for reuse or disposal as required.

5. 1322-ED310: What is to be done with the existing music (not PA) speakers that are to be removed?

Are they being salvaged for reinstallation?

a. Turn over to owner.

6. 1322-E-310: Keynote 3: What is the model number of the existing paging speakers that we are to match?

a. Contractor to field verify.

7. 1322-E-310: Area BB-18: There are two jack locations that are not marked. Specification section 27 12 00-5 Subpart 2.4-A suggests the contractor assume 1 Voice & 3 Data for non-specified jack locations on the print. However, it seems that one of these locations should be meant for the Duress button in that room. Please specify the number & type of cables for these two locations.

a. It is assumed this location is referencing Room 1P-215: Jack shown near Duress button = ‘D’ and remaining jack = ‘2’.

8. 1322-E-310: Is the intent to install all new data cabling in 1P-110? What is the intended use of the empty rack in the adjacent IT room?

a. The intent is to provide 100% demolition of existing data, and 100% installation of new data.

See General notes A and D on ED-310: “ALL existing voice data and duress cabling shall be removed back to source” and “The contractor is responsible to field verify exact conditions prior to bid”

b. 1P-110 and 1P-111 are the existing room numbers for the IT closets serving this space. These room numbers will change to 1P-375 & 1P376. The intent is to create IT Zones: see detail 4/E- 400 for clarification.

9. 1322-E-310: Where the print shows 2 cables, are we to assume that is 1 voice and 1 data? Where the print shows 3 cables, are we to assume that is 1 voice and 2 data? Where the print shows 6 cables, are we to assume that is 1 voice and 5 data?

a. There is no distinction between Voice and Data. Cat6a is installed in all locations. Minneapolis VHA is upgrading to Voice Over IP(VOIP); during renovations of existing spaces, as well as construction of new.

b. 2 Cable: 2 Cat6a Data cables

c. 4 Cable: 4 Cat6a Data cables.

d. 6 Cable: 6 Cat6a Data cables

10. Referencing 1332-G-005: Phase 4 does not appear to be shown on this drawing. Please advise.

a. See attached Revised 1332-G-005

11. Referencing Specification Section 27 12 00-3 Subpart 1.11 and 27 12 00-5 Subparts 2.1-B & 2.1-C:

Please specify the data cable that the VA would like installed. The table lists Cat 6A Black Riser and says ‘See cable specs’, where it then lists part numbers 7131688 & 7131689 which are Cat 6 Blue and White Riser, respectively.

a. All Data Jacks and Cat 6A Cabling shall be Black.

12. Referencing Specification Section 27 12 00-11 Subparts 3.2-H.3 and H.5: There are two Subparts 3.2- H.5. We are referring to the first one, Jack and Block Terminations: The labeling scheme in Subpart 3.2-H.3 does not match the labeling shown on Subpart 3.2-H.5.

27 12 00 3.2 (H)(3): D1 D2 D3 D4 27 12 00 3.2 (H)(5): D1 D2 D3 D4

13. Referencing Specification Section 27 12 00-11 Subpart 1.11 and 27 12 00-2 Subpart 2.4-C: Please specify the jack color(s) that the VA would like installed. The table lists Black Jacks for both Data and Voice, whereas the specification lists Violet for Data and Green for Voice.

a. All Data Jacks and Cat 6A Cabling shall be Black.

14. Please confirm that ETR rooms to be done as an alternate will receive Carpet #4.

a. That is correct.

15. Plan Sheet I-112 Note 2 calls for the contractor to install furniture. Please provide furniture specs.

a. The furniture will be purchased by Minneapolis VHA Facilities Engineering under a separate contract. The contract will include installation by the furniture vendor. The awarded SDVOSB will be responsible for coordination with Minneapolis VHA Facilities Engineering Interior Design, Furniture vendor, and the SDVOSB’s electrical and low voltage sub-contractors. It is anticipated that electrical and low voltage installation will be limited to 5 stations in 1P-300 and 3 stations 1P-340.

16. Please clarify on the size of the PWT-1 & PWT-2 wall tiles.

a. For PWT-1 use a 12”x24” tile oriented vertically. For PWT-2 use at 2”x2” tile.

17. Is there any information on what the planer construction consists of?

a. See attachment 2 and AD401
