About this file
This is a Topographic Survey document related to a Design-Build Services Request for Proposals issued by Pinellas County, Florida, for the reconstruction of the Cross Bayou Athletic Association Baseball Park located at 102nd Avenue and 98th Street North in Seminole, Florida (PID 004556B). The project encompasses the demolition and reconstruction of seven athletic fields (four Little League fields ranging 200-220 feet, two 220-foot softball fields, and one 150-foot tee ball field), two prefabricated buildings (a 1,120-square-foot restroom/concession facility and a 1,200-square-foot maintenance building), four batting cages, bleachers, dugouts, backstops, site lighting, irrigation systems, stormwater management infrastructure, and a mid-block pedestrian crossing. The procurement is structured in two phases: Phase 1 requires completion of 100% construction documents from existing 60% design plans within 190 calendar days of Notice to Proceed with a Guaranteed Maximum Price proposal not to exceed $10,000,000, and Phase 2 encompasses complete construction and Certificate of Occupancy issuance within 455 calendar days. A mandatory site visit is scheduled for February 25, 2026, at 9:00 AM, written questions are due by March 3, 2026, at 3:00 PM Eastern Time, and all submittals must be uploaded to the OpenGov procurement platform by March 12, 2026, at 3:00 PM Eastern Time.
The estimated project budget is $10,000,000 for construction and design services, funded through the Penny for Pinellas capital improvement sales surtax approved for the Local Infrastructure Sales Surtax program. The Design-Build firm's fixed lump sum compensation for Phase 2 must include a profit markup not exceeding 5%, with 5% of monthly payments retained by the County during construction. Pinellas County's Small Business Program identifies approximately 10 percent of project work as available for Small Business Enterprise (SBE) subcontracting, including survey, erosion control, clearing and grubbing, grading, sidewalk installation, fencing, sodding, irrigation, and landscaping. Evaluation criteria total 2,000 points, comprising firm qualifications and personnel ability to meet schedule and budget (425 points), firm experience with similar projects and past performance (375 points), volume of work previously awarded (50 points), minority business status (25 points), Pinellas County SBE status (100 points), location (25 points), and proposed compensation (200 points), with additional scoring of up to 1,000 points for oral presentations if required. The Design-Build team must provide a bid bond of 5% of the Phase 2 base bid and Performance and Payment Bonds equal to 100% of the agreement amount, and comprehensive insurance requirements are mandated for both design and construction phases, including Workers' Compensation, Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Professional Liability ($2,000,000 per occurrence/$2,000,000 aggregate for Phase 1), and additional coverage for Phase 2.
