About this file
This document is a comprehensive Operations & Maintenance Manual and regulatory compliance package for the Cross Bayou Athletic Association Complex in Seminole, Florida, prepared by Pinellas County. The manual includes the Florida Department of Environmental Protection's Stormwater Facility Inspection Checklist Form 62-330.311(3) and Operation and Maintenance Inspection Certification Form 62-330.311(1), which are incorporated by reference under Florida Administrative Code 62-330.311. The project involves the reconstruction of the Cross Bayou Athletic Association Baseball Park at the corner of 102nd Avenue and 98th Street North. The stormwater management system design includes a surface discharge filter with Bold & Gold filtration media, engineered to achieve up to 80% removal of total nitrogen and 95% removal of total phosphorus. The facility's design specifications indicate a treatment volume of 5.59 inches, a storage capacity of 128,937.60 cubic feet, a filter area of 2,649.46 square feet, filter media depth of 2 inches, and a drawdown time of 36 hours. Site amenities include six 6-foot benches, fourteen 45-gallon litter receptacles, six bike racks, fourteen 3-row bleachers, fourteen 28-foot by 10-foot shade pavilions, seven scoring tables, and fourteen 21-foot aluminum dugout benches.
The Operations & Maintenance Manual establishes inspection and maintenance requirements for the stormwater treatment system, with inspections mandated semi-annually to annually depending on criteria and site conditions, media permeability testing on a bi-annual basis, and nutrient discharge sampling in accordance with Water Management District regulations. Maintenance activities include removal of sediment and debris, vegetation management, erosion repair, and media rehabilitation or replacement when performance falls below design specifications. The manual specifies that inspections must be conducted by certified inspectors or registered professionals, with inspection reports submitted to the applicable permitting agency within 30 days of completion or within 30 days of any system failure or deviation from permit specifications. Annual inspection costs, bi-annual permeability testing, semi-annual vegetation and erosion inspections, and ongoing maintenance requirements must be budgeted by the facility owner, with specific cost estimation worksheets provided for calculating anticipated inspection and maintenance expenses over the design service life of the filtration media.

Stormwater Facility Inspection Checklist
Form 62-330.311(3) – Inspection Checklist Incorporated by reference in subsection in 62-330.311(3), F.A.C. (June 28, 2024) Page 1 of 13
Instructions Prior to the inspection, the Inspector should review the permit for the facility and the design or as-built drawing for the facility.
This inspection checklist is required for the documentation of the annual inspection of all permitted stormwater systems. Complete all parts of the general data section for the project site. Attach any additional required documentation, if necessary. In the “All Technologies” category, mark all items as “satisfactory” or “unsatisfactory.” For all other categories, either select “N/A” and minimize the category or mark all inspection items as “satisfactory” or “unsatisfactory.” If the system described does not contain a component that is listed for inspection mark that item as “N/A”
For any item marked unsatisfactory, provide a comment below the BMP technology describing maintenance action needed to bring the system back into compliance. Within 30 days of any failure of a stormwater management system or if any components of the constructed system are found to be not in substantial conformance with the permitted system, a report shall be submitted by the permittee or their authorized representative to the Agency using Form 62-330.311(1), “Operation and Maintenance Inspection Certification,” (June 28, 2024), as per 62-330.331(2) F.A.C., describing the remedial actions taken to resolve the failure or deviation.
Inspection reports will be submitted by the permittee or their authorized representative to the applicable permitting agency. Each inspection report must be signed by a certified inspector or a registered professional to certify its authenticity.

DISCLAIMER
Read the following information before inspecting, cleaning, or performing maintenance on this Stormwater Treatment Device. This manual is intended to explain the specifics of the Bold and Gold Filtration Media (CTS or ICS) in a downflow application, including but not limited to side bank filters, downflow vaults, permeable paver systems, bioretention applications, etc.
It is the responsibility of all personnel to familiarize themselves with, understand and comply with all applicable local, state, and federal laws. All information in this manual is current at the time of printing but are subject to change based on the development of new processes and procedures. Ferguson Enterprises assumes no responsibility and is not accountable for any injuries, fines, penalties, or losses that occur involving any procedure in this manual or other actions taken. The Bold & Gold Filtration Media performance is based on the procedures being followed in this manual. Non- Compliance with the outlined measures will be the responsibility of the owner.
GENERAL INFORMATION
To address nutrient load, it is common to design stormwater ponds with a high performance downflow surface discharge filter. These filters can take many applications, including vaulted downflow filters, pond sidebank or shelf filters. To increase the performance of these filters, designers incorporate Bold & Gold Filtration Media in these applications. The Bold & Gold CTS24 media can yield up to a 75% and 95% removal for TN and TP, while a filter with ICS media can yield up to 80% and 95% removal for TN and TP.
Sidebank / Shelf Filters
These facilities are built into the grading of the berm. Typically, a free draining material covers the Bold & Gold Filtration Media. As water rises within the pond, the filter begins to treat the water, until the entire pond recedes to the natural water level.
Vaulted Downflow Filter
These facilities are built in a precast concrete vault and placed adjacent to the pond. Typically, a layer of free draining, scour protection, material covers the Bold & Gold Filtration Media. As water rises within the pond, water flows into the inlet and the filter begins to treat the water, until the entire pond recedes to the natural water level.
INSPECTION INFORMATION
During construction, the system shall be protected from sediment laden runoff and only activated once the site has been fully stabilized.
Upon activation of the filtration media and cover, a permeability test shall be performed to ensure the system achieves the design flow rate from the sizing calculation. Refer to the design calculations and media specifications for the minimum media flow rate and design flow rate.
To ensure proper functionality, it is recommended to inspect the surface discharge filter after any major storm event or at least semi-annually to annually depending on the criteria and site conditions. This inspection should verify proper functionality of the outlet control structure, vegetation, sedimentation, or any erosion of the cover material. Upon completion of the inspection, complete all necessary repairs.
Additionally, on a bi-annual basis, complete testing to ensure the system’s permeability achieves the design permeability used in the sizing calculations. If the design flow rate is not achieved, media maintenance shall be performed as specified in the Media Maintenance section of this Manual.
Finally, nutrient discharge sampling shall occur in accordance with Water Management District regulations and requirements.

MEDIA MAINTENANCE
Maintenance activities include, but are not limited to, the removal of sediment and debris, maintaining vegetation, repairing any erosion, and media rehabilitation or replacement. For sidebank and shelf filters, most of the work can be accomplished from the surface adjacent to the filtration media. Items such as vegetation, erosion, sediment, and debris should be completed in accordance with standard landscape and construction practices. For vaulted downflow filters, maintenance can be achieved through the access points installed at the surface and above the filtration media.
Media Permeability Maintenance
In case of reduced media permeability (flow rate), the cover material may be clogged and resulting in the reduction of permeability through the cover material. If permeability has been reduced below the design flow rate, the following maintenance activities should be undertaken:
The cover material should be "disced" at a depth of at least 2 inches.
Once the cover material maintenance is completed, retest the permeability. If the filter does not meet the design flow rate, remove the sediment-laden free draining cover material and geotextile fabric.
Perform a permeability test of the media itself to ensure proper permeability. If the media meets or exceeds the design flow rate, disc the filtration media at a depth of at least 2 inches to help maintain the treatment rate.
Once the treatment rate is restored, install new cover material meeting the original specifications.
If sedimentation has caused the media restoration impossible, the filtration media shall be removed and replaced. Follow the Media Nutrient Removal Efficiency Maintenance for media removal and replacement.
Media Nutrient Removal Efficiency Maintenance
Bold & Gold filtration media life expectancy is size and anticipated TP removal. However, maintenance of the filtration media shall occur when the media shows a reduction in the annual TP reduction performance efficiencies, below the design value, and/or at the expiration of the design service life.
Remove the free draining cover material and the Bold & Gold Filtration Media.
Verify existing geotextile fabric, stone, and underdrain are still in acceptable functional performance. If not, remove these components too.
Begin to reconstruct the filter in accordance with the original designs and specifications.
Dispose of the spent filter media and cover material at an approved landfill in accordance with local and state requirements.
