About this file

This is a Design Criteria Package for professional design-build services for the Cross Bayou Athletic Association Complex Improvements project (PID 004556B) in Seminole, Florida, prepared by Pinellas County. The project involves the reconstruction of an existing baseball park located at the corner of 102nd Avenue and 98th Street North. The design-build firm will be responsible for completing 100% construction documents based on provided 60% design documents, obtaining all necessary permits and approvals, and constructing seven athletic fields (four Little League fields ranging from 200-220 feet, two 220-foot softball fields, and one 150-foot tee ball field), two premanufactured buildings (a restroom/concession facility and a meeting/storage building), four batting cages, bleachers, dugouts, backstops, site lighting, irrigation systems, drainage infrastructure, utility connections, and a mid-block pedestrian crossing. The county has provided comprehensive reference materials including 60% construction drawings, geotechnical reports, utility surveys, topographic surveys, drainage calculations, ecological assessments, and approved environmental permits.

The design-build firm assumes responsibility for verifying all provided information, becoming the Engineer of Record through compliance with Florida Statute 61G15-27.001, and managing all aspects of design completion, permitting, utility coordination, and construction. Key requirements include appointing a dedicated Utility Coordination Manager, preparing comprehensive stormwater pollution prevention plans and drainage documentation, coordinating with identified utility agencies (Duke Energy, TECO People's Gas, Charter Communications, Frontier Communications, and Pinellas County utilities), obtaining FEMA CLOMR-F certification for buildings in flood zone AE, designing potable water, reclaimed water, and sanitary sewer systems, constructing sports field facilities through qualified contractors with proven experience on comparable projects, and adhering to Pinellas County and Florida Department of Transportation standard specifications and details. The Design Criteria Package establishes that the design-build firm bears responsibility for permit delays, modifications to approved environmental permits, and any additional engineering or construction work required beyond the 60% design documents provided.

61G15-27.001 Procedures for a Successor Professional Engineer Adopting As Their Own the Work of Another Engineer.

(1) A successor professional engineer seeking to reuse already sealed plans, prints, engineering specifications, and/or engineering calculations under the successor professional engineer’s seal shall do so in compliance with Section 471.025(4), F.S. In other words, calculations, site visits, research and the like must be documented and producible upon demand. Plans, prints, engineering specifications, and/or engineering calculations need not be redrawn by the successor professional engineer; however, justification for such action must be available through well-kept and complete documentation on the part of the successor professional engineer as to their having rethought and reworked the entire design process. A successor professional engineer must use their own title block, seal and signature and must remove the title block, seal and signature of the original professional engineer before reusing any sealed, prints, engineering specifications, and/or engineering calculations used for permitted works.

(2) Prior to sealing and signing such work a successor professional engineer shall be required to notify the original professional engineer, their successors, or assigns of the successor’s intention to use or reuse the original professional engineer’s work.

Notification shall be by certified letter or other verifiable communication to the last known physical or electronic address of the original professional engineer.

(3) A professional engineer’s reliance upon and legal use of another’s engineering work, in the normal course of providing original service, is not reuse or adoption of such other engineer’s work as contemplated by Section 471.025(4), F.S., and the professional engineer relying upon such work is not a “successor engineer” as used in that section.
