About this file

The Technical Specifications document is a comprehensive set of technical specifications prepared by the Sacramento Housing and Redevelopment Agency (SHRA), a joint powers agency representing the City of Sacramento, County of Sacramento, and their respective Housing Authorities. The document outlines detailed technical requirements for a Qualified Vendor List for Fencing Services, covering multiple fencing types including chain link, redwood, and wrought iron fences and gates. The specifications provide extensive technical details for vendors, including material requirements, installation procedures, quality assurance standards, submittals, and execution guidelines for different fencing materials and project scenarios.

The technical specifications are structured to ensure high-quality fencing services across various project types, with precise requirements for material specifications, fabrication, installation, and finishing. The document includes specific standards for different fencing materials, such as galvanized steel for chain link fencing, redwood for traditional wooden fences, and structural steel for wrought iron installations. Each section provides comprehensive guidelines for vendors, including acceptable material grades, coating requirements, installation techniques, and performance expectations. The specifications are designed to create a standardized approach to fencing services that can be utilized by SHRA and its member agencies for various housing and community development projects.

1.06 INTERPRETATION OF SPECIFICATIONS, SCOPE OF WORK AND WORKING DRAWINGS (IF

ANY)

NOTE: Be advised: do not bid this project unless you read and understand the following.

A. Project Manual Technical Specifications Scope of Work Drawings, if any Working drawings, if any (Working drawings suitable for obtaining any and all necessary permits and for the proper prosecution of the work for each project are to be provided by the contractor.)

B. As no specific portion of work in this project is independent of all others, each trade shall be responsible for reviewing and understanding ALL sections of the scope of work, working drawings, if any, and specifications to determine how they will influence their particular portion of work. The Prime Contractor shall be responsible for assuring proper coordination and exchange of information between the trades as to how each relates to and is influenced by the others.

C. The intent of the scope of work, working drawings, if any, is to indicate critical dimensions, position, and kind of construction, and the specifications indicate qualities and methods.

Any work in the scope of work or on the working drawings, if any, not mentioned in the specifications, or any work described in the specifications and not detailed in the scope of work or working drawings, if any, shall be constructed as if they were fully detailed and

Qualified Vendor List for Fencing Services

SECTION 01010: SUMMARY OF WORK

described in both. Work not detailed, marked, or specified, shall be the same as similar parts that are detailed, marked, or specified. See Item G below.

The Contractor shall keep on the work site a copy of the drawings and specifications and shall at all times give the Contracting Officer access thereto. Anything mentioned in the specifications and not shown on the drawings, or shown on the drawings and not mentioned in the specifications, shall be of like effect as if shown or mentioned in both.

In the event of a conflict between the specifications or the drawings, the Contractor is to refer to and follow the document containing the most specification, detail, higher quality or most restrictive document. All the contract documents are essential parts of the Contract, and a requirement occurring in one is just as binding as though occurring in all. They are intended to be cooperative and to describe and provide information to complete the work of the Project. If there is a discrepancy or ambiguity, the matter shall be promptly submitted in writing to the Contracting Officer who shall promptly make a determination in writing.

The Contractor must provide written notice of any ambiguity to the Contracting Officer.

Should the Contractor not provide such notice and prepare its bid or commence with work without resolution of the ambiguity by the Contracting Officer, the Contractor proceeds at its own risk and expense.

D. All work is new “unless otherwise noted” (U.O.N.).

E. Critical dimensions (i.e. dimension required by code or regulation) shall be denoted as "clear". "Clear" denotes dimensions required between finished walls, components, etc.

All other dimensions will be from face of stud to face of stud, centerline to centerline, or outside face of stud to outside face of stud. Should any question arise concerning the dimensions, the Prime Contractor shall call the Agency immediately for clarification or proceed at his/her own risk. Due to production processes, under no circumstances should the working drawings, if any, be scaled.

F. The Contractor should visit the site prior to submitting a bid for the work. Failure to visit the site will not release the Prime Contractor from the responsibility of knowing the site, its existing conditions, and how it will influence his/her bid. At the site, the Prime Contractor shall acquaint him/herself with the existing conditions and how they will influence the scope and the intent of, and the subsequent bid for, the Work.

G. When reviewing the scope of work, working drawings, if any, or specifications prior to the bid, the Prime Contractor shall notify the Agency in writing of any discrepancies, unclear instructions, errors, etc. that he/she believes will influence the outcome of their bid and/or the construction of the work. This includes typical errors or ambiguities in the scope of work, the specifications or notational errors in the working drawings, if any, where the interpretation is doubtful or where the error or ambiguity is sufficiently apparent as to alert a responsible and responsive Prime Contractor that he/she should obtain clarification of the matter prior to completing his/her bid. The Agency and/or contractor shall issue clarifications, in the form of an addendum, to all plan holders to within ten days of the bid date. No verbal clarification shall be valid. With this exchange of information, it shall be assumed that the Contractor thoroughly understands the scope and intent of the scope of work, working drawings, if any, and specifications in relationship to all aspects of the Work. Claims of not understanding the scope and intent of the scope of work, working drawings, if any, or specifications SHALL NOT be considered reasonable grounds for any increase in the contract amount after the bid is awarded.

SECTION 01010: SUMMARY OF WORK

1.07 ACCOMPLISHING THE WORK

A. Due to the nature of this work, the Prime Contractor will assume that when accomplishing a detailed portion of the work, if another portion is damaged or otherwise affected, the contractor shall repair and/or correct the affected portion and return it to its original or better condition at no additional cost to the Agency.

B. Should a discrepancy be discovered in: 1. Work done by others; or, 2. Work done by one trade that affects work to be done by another or other trades, the Prime Contractor shall notify the Contracting Officer at once and in writing. If the Contractor proceeds with the work so affected without having given such written notice and without receiving the necessary approval, decision, or instructions in writing from the Contracting Officer, then he/she shall have no valid claim against the Agency for the cost of so proceeding and shall make good any resulting damage or defect. No verbal approval, decision, or instruction shall be valid or be the basis for any claim against the Agency, its officers, employees, or agents.

C. If rehabilitation work is part of the Project, the Contractor shall be responsible for securing and preventing damage or thefts from the Agency's tenants within the Project site property during work in progress, and shall resolve all claims from such occurrence.

D. The Contractor shall give the Contracting Officer full information in advance of his, her or its plans for carrying on any part of the Project. If, at any time before the beginning or during the progress of the work, any part of the Contractor's plant, or equipment, or methods of execution of the work, appear to the Contracting Officer to be unsafe, inefficient, or inadequate, to insure the required quality or rate of progress of the work, the Contracting Officer may order the Contractor to increase or improve the Contractor's facilities or methods, and the Contractor shall promptly comply with such orders; but neither compliance with such orders nor failure of the Contracting Officer to issue such orders shall relieve the Contractor's obligation to secure the degree of safety, the quality of the work, and the rate of progress required by the Contract Documents. The Contractor alone shall be responsible for the safety, adequacy and efficiency of his, her or its plant, equipment and methods used for the Project.

SECTION 01035: CHANGE ORDER AND CONTRACT MODIFICATION PROCEDURES

SECTION 01035

CHANGE ORDER AND CONTRACT MODIFICATION PROCEDURES

PART 1 – GENERAL

1.01 REQUIREMENTS INCLUDED

A. Promptly implement change order procedures.

1. Provide full written data required to evaluate changes as required by the Contracting Officer.

2. Maintain detailed records of work done on a time-and-material/force account basis, and submit records to the Agency Construction staff daily.

3. Provide full documentation to Agency Construction staff as requested.

B. Designate in writing the member of Contractor's organization:

1. Name of person who is authorized to accept changes in the Work.

2. Name of person who is responsible for informing others in the Contractor's employ of the authorization of changes in the Work.

C. The Contracting Officer is the ONLY person who is authorized to approve Potential Change Orders and execute Change Orders. Work may not begin on a Potential Change Order until authorization has been given by the Contracting Officer in writing. Work performed without written authorization by the Contracting Officer will be done at the contractor’s risk and expense.

1.02 RELATED REQUIREMENTS

A. Agreement: The amounts of established unit prices.

B. General Conditions:

1. Methods of determining cost or credit to Agency resulting from changes in Work.

2. Contractor's claims for additional costs.

C. Section 01025: Measurement and Payment.

D. Section 01700: Closeout

1.03 DEFINITIONS

A. Change Order: A form of contract used for amending construction contracts. It is comprised of approved Potential Change Orders.

B. Field Order: A written order to the Contractor, signed by Agency Contracting Officer which amends the Contract Documents as described, and authorizes Contractor to proceed with a change which may affect the Contract Amount or the Contract Time, for inclusion in a subsequent Change Order.

Qualified Vendor List for Fencing Services

SECTION 01035: CHANGE ORDER AND CONTRACT MODIFICATION PROCEDURES

C. Supplemental Instructions: A written order, instructions, or interpretations, signed by Agency Construction staff, making minor changes in the Work not involving a change in Contract Amount or Contract Time.

D. Potential Change Order (PCO): A proposal written by the contractor for work that may be included in a subsequent Agency-issued Change Order. Any contract modification shall be authorized by the Contracting Officer in writing.

1.04 PRELIMINARY PROCEDURES

A. Agency Construction staff may initiate changes by requesting a Potential Change Order (PCO) from the Contractor. When requesting a PCO, the Agency Construction staff may need to provide the following information:

1. Detailed description of the Change, Products, and location of the change in the Project.

2. Supplementary or revised Scope of Work, Drawings, if any, and Specifications.

3. The projected time span for making the change and a specific statement as to whether overtime work is, or is not, authorized.

4. A specific period of time during which the requested price will be considered valid.

5. Such request is for information only, and is not an instruction to execute the changes, or to stop Work in progress.

B. The contractor may also initiate changes by preparing the Potential Change Order without a directive to do so. In this case, the contractor shall include the applicable information as detailed in items 1 through 5 above so that the Agency may make an informed decision after reviewing the information. Work may not begin until the PCO is approved in writing by the Contracting Officer, or unless a Field Order is issued (see below).

1.05 FIELD ORDER

A. If justified, the Contracting Officer may issue a Field Order for the Contractor to proceed with a change for subsequent inclusion in a Potential Change Order. Field Orders are to be issued when there is a change that must be made immediately (e.g. an emergency) or within a time period that does not allow adequate time for a PCO to be written, negotiated and approved. By issuing the Field Order, the Contracting Officer is directing the contractor to perform the work as soon as possible, subject to an equitable adjustment to the contract price and time at a later date via a Change Order.

B. The Field Order will describe the reason for the order and, if necessary, will describe changes in the Work, both additions and deletions, with attachments of revised Contract Documents to define details of the change, if necessary.

C. The Contracting Officer will sign and date the Field Order as authorization for the Contractor to proceed with the changes. The contractor shall prepare a PCO for the work as soon as possible. Unless the work is authorized to be done on a Time and Materials or Unit Price basis, the breakdown of labor and materials shall be prepared as shown below in “Lump Sum Basis”.

Qualified Vendor List for Fencing Services

SECTION 01035: CHANGE ORDER AND CONTRACT MODIFICATION PROCEDURES

1.06 DOCUMENTATION OF POTENTIAL CHANGE ORDERS

A. “Lump Sum” basis: Support each quotation for a lump-sum proposal, and for each unit price, which has not previously been established, with sufficient substantiating data to allow Agency Contracting Officer to evaluate the quotation:

1. Labor required.

Calculation of labor wage rates for change order work shall be based on the following:

From the wage decision applicable to the project, for the type of work being performed (found in the Contract Manual), add the “Base” rate and the “Fringe” rate together, and to that subtotal, add a maximum of a 26% contractor’s labor burden to arrive at the total wage rate.

Example: if carpentry is being performed as part of the change order, then if the carpenter’s base wage rate (“rates”) is $26 and the fringe benefit wage rate (“fringes”) is $18, the subtotal of $44 per hour is the wage rate required to be paid the laborer. The contractor is allowed to add up to 26% to this amount (26% x $44 = $11.44) for a total hourly wage rate for the carpentry of $55.44. Again, this is an example; actual wage rates are to be taken from the wage decision for this particular project.

Contractor shall show a breakdown of labor when submitting a PCO for consideration. No lump sum amounts are to be shown. Number of labor hours multiplied by the wage rate as calculated above shall be shown for each of the categories of work being performed as part of the change order. Subcontractors are also required to itemize their labor in this manner. Subcontractor’s proposals to the General Contractor are required to be submitted along with the General Contractor’s PCO.

2. Materials and equipment required. Materials costs shall be itemized to the extent that a reasonable evaluation can be made. Where applicable, Contractor shall indicate the number of “units” of material multiplied by the unit price cost of that material (e.g. 3 cubic yards of concrete x $80 per cubic yard). Sales taxes should be indicated where applicable.

3. Profit and overhead. Once the labor and materials have been added together, a maximum total of 15% for profit and overhead (P+O=15% max.) may be added for work performed by the General Contractor’s own forces. For work performed by the General Contractor’s subcontractors, a maximum total of 10% may be added to the subcontractor’s total by the General Contractor.

4. Bonds. A bond premium of may be added to the profit and overhead, but the contractor must provide proof of the actual bond premium rate they are paying.

Compensation for the bond premium may not exceed 3%.

5. Credit for work deleted from Contract, similarly documented.

6. Justification for any change in Contract Time.

a. Justification will include the other work impacted and how that impacts the critical path of the schedule.

b. Documentation of the resources required in calculating the time needed for the additional work.

Qualified Vendor List for Fencing Services

SECTION 01035: CHANGE ORDER AND CONTRACT MODIFICATION PROCEDURES

B. Time-and-materials basis (as previously authorized): Support each claim for additional costs, and account basis, with documentation as required for a lump-sum proposal, plus additional information:

1. Name of the Contracting Officer who ordered the work, and date of the order.

2. Dates and times work was performed, and by whom.

3. Time record, summary of hours worked, and hourly rates paid.

4. Receipts and invoices for:

a. Equipment used, listing dates and times of use.

b. Products used, listing of quantities.

c. Subcontracts.

C. Unit Price basis: Amounts of the unit prices are to be:

1. Those stated in the Contract.

2. Those mutually agreed upon between Agency Construction staff and Contractor.

When quantities of each of the items affected by the Change Order can be determined prior to start of the work, the Contracting Officer will sign and date the contractor’s PCO (indicating the desire to proceed on a Unit Price basis) as authorization for Contractor to proceed with the changes.

When quantities of the items cannot be determined prior to start of the work:

1. Agency Contracting Officer will issue a Field Order directing Contractor to proceed with the change on the basis of unit prices and will cite the applicable unit prices.

2. At completion of the change, Agency Contracting Officer will determine the cost of such work based on the unit prices and quantities used.

a. Contractor shall submit documentation to establish the number of units of each item and any claims for a change in Contract Time.

D. Costs Due to Time Extensions

1. When a time extension is being requested, whether as a result of additional work or not, the Potential Change Order must include all costs (both direct and indirect) related to the work and the extended schedule.

2. The mark up for any costs associated with the time extension (not the actual costs of performing the work, but the actual cost to the general contractor due to a time extension) is a maximum of 5%.

1.07 PREPARATION OF CHANGE ORDERS

A. Agency Construction staff will prepare each Change Order. Multiple PCO’s may be combined into one Agency-issued Change Order.

Qualified Vendor List for Fencing Services

SECTION 01035: CHANGE ORDER AND CONTRACT MODIFICATION PROCEDURES

B. The Change Order will describe changes in the Work, both additions and deletions, with PCO’s and their associated documentation of the work performed as attachments to the Change Order.

C. The Change Order will provide an accounting of the adjustment in the Contract Amount and in Contract Time. The Agency Construction staff, the Contractor and the Contracting Officer will sign the Change Order. Once executed, the Change Order will amend the contract and contract purchase order with the proper addition or deletion to the contract amount and time period.

1.08 CORRELATION WITH CONTRACTOR'S SUBMITTALS

A. Revise Schedule of Amounts for Contract Payments and Request for Payment forms to record each change as a separate item of Work, and to record the adjusted Contract Amount.

B. Revise the Construction Schedule to reflect each change in Contract Time.

C. Upon completion of work under a Change Order, enter pertinent changes in Record Documents.

B. Drawings: Means the drawings enumerated in the schedule of drawings contained in the Specifications.

C. As Shown, As Indicated, As Detailed, or similar terms: These terms are a cross reference to details, notes or schedules on Drawings, to other paragraphs or schedules in the Specifications and to similar means of recording requirements in Contract Documents. Where terms such as “indicated”, “shown”, “noted”, “scheduled” and “specified” are used, it shall be understood that the reference is made to the Contract Documents unless otherwise stated and it is for purpose of helping the reader locate cross-reference; no limitation of location is intended except as specifically noted.

D. Directed, Requested, etc.: Where not otherwise explained, terms such as "directed", "requested", "authorized", "selected", "approved", "required", "accepted" and "permitted" mean "directed by Agency Contracting Officer", "requested by Agency Contracting Officer", etc. However, no such implied meaning will be interpreted to extend Agency's responsibility into Contractor's area of construction supervision.

E. Approve: Where used in conjunction with Contracting Officer’s and/or Agency Construction staff’s response to submittals, requests, applications, inquiries, reports and claims by Contractor, the meaning of term "approved" will be held to limitations of Contracting Officer’s and/or Agency Construction staff’s responsibilities and duties as specified in General and Supplementary Conditions. In no case will "approval" by Contracting Officer and/or Agency Construction staff be interpreted as a release of Contractor from responsibilities to fulfill requirements of Contract Documents.

F. Furnish: Except as otherwise defined in greater detail, the term "furnish" means supply and install, complete and ready for intended use, as applicable in each instance.

Maintain copy at jobsite during submittals, planning, and progress of the specific work, until completion.

D. If there appear to be discrepancies between codes and regulations and the Contract Documents, bring the discrepancies to the immediate attention of the Contracting Officer and/or Agency Construction staff, in writing, and do not proceed with the work in question until the discrepancy is resolved.

E. Where it is required in the Specifications that materials, products, processes, equipment, or the like be installed or applied in accordance with manufacturer’s instructions, directions, or specifications, or words to this effect, it shall be construed to mean that said application or installation shall be in strict accordance with printed instructions furnished by the manufacturer of the material concerned for use under conditions similar to those at the job site.
