About this file
This document is a Supplemental Instructions to Offerors Non-Construction document modifying Form HUD-5369-B, issued by a housing agency to update submission procedures for solicitations. The key modifications replace traditional paper-based submission methods with an electronic bid portal for all aspects of the procurement process, including offer submissions, amendment acknowledgments, request for explanations, and offer modifications or withdrawals. The changes standardize the submission process to require all interactions to occur through the agency's Electronic Bid Portal, eliminating previous methods like sealed envelopes, registered mail, telegrams, and faxes.
The modifications specifically impact four main clauses: Submission of Offers, Amendments to Solicitations, Explanation to Prospective Offerors, and Late Submissions/Modifications/Withdrawals. By mandating electronic portal usage, the agency aims to streamline the bidding process, improve communication efficiency, and create a centralized platform for all solicitation-related interactions. The document is dated with a revision date of 5-28-25, indicating these procedural updates are part of a modernization effort to transition procurement processes to digital platforms.
