About this file

The document is a Request for Qualifications (RFQ) issued by the Sacramento Housing and Redevelopment Agency (SHRA), a joint powers agency representing the City of Sacramento, County of Sacramento, and their respective Housing Authorities. The RFQ seeks to establish a Qualified Vendor List for Fencing Services over $24,000, targeting California-licensed C-13 fencing contractors to provide comprehensive fencing services throughout Sacramento. Contractors will be responsible for installation, repair, and replacement of fencing using materials such as redwood, wrought iron, and chain link. The solicitation was issued on July 3, 2025, with a non-mandatory pre-proposal meeting scheduled for July 10, 2025, via Zoom. Proposals are due by 4:00 pm on August 1, 2025, through OpenGov. The initial contract term is two years, with the potential to extend up to three additional periods, not to exceed a total of 5 years.

The Agency intends to award up to six contracts, with the selection based on various evaluation criteria including public works experience, license status, safety compliance, and prevailing wage adherence. Contractors must maintain required insurance, Department of Industrial Relations (DIR) certification, and California State License Board (CSLB) license. The contract will be subject to state prevailing wage requirements and potentially Davis-Bacon wage determinations depending on the specific project location. Contractors will be notified of projects via OpenGov and invited to submit bids, with awards made to the lowest responsive and responsible bidder. The Agency encourages participation from local, small, minority, and women-owned businesses, and the contract may be used by various Agency departments or potentially other housing authorities and governmental agencies.

2. 2. ......................................................................... Scope of Services

2.1. 2.1. ....................................................................................... Scope of Services

The Contractor shall furnish and maintain all labor, supervision, equipment, materials, and supplies necessary to perform fencing services and repairs—many of which may require timely response—at various locations throughout the City and County of Sacramento, in accordance with the specifications outlined in this solicitation. Fencing materials may include but are not be limited to: Redwood, Ornamental

Iron, and Chain Link.

All contractors on the qualified list will be notified when a service request arises. The Agency will coordinate with the selected contractor—determined as the lowest responsive and responsible bidder from the qualified list—to establish a start date for each project.

2.2. 2.2. .............................................................................. Contractor Requirements

• Maintain all required insurance coverage throughout the duration of the contract and ensure current insurance certificates are on file with the Agency.

• Keep the Department of Industrial Relations (DIR) certification and California State License

Board (CSLB) license up to date and provide copies to the Agency as required

• Understand and adhere to all contract requirements, including but not limited to performance standards, timelines, permit requirements and reporting obligations

• Notify the Agency of any issues affecting their ability to meet contract terms and provide advance notice regarding contract expiration or potential need for renewal

• Obtain and renew all required licenses and permits prior to contract start date, with failure to do so potentially resulting in termination for default

2.3. 2.3. ................................................................................. Site Inspection/Access:

The site representative will arrange a time for the Contractor(s) to view the project. The Contractor(s) should:

• Inspect the site to determine a fair and reasonable bid price

• Provide sufficient staffing to complete the contract within the timelines in this Scope of Services

Important Details:

o Failure to inspect the site(s) does not absolve the Contractor from understanding the existing conditions and how they impact their quote

Bidding Process:

o Contractors may bid "sight unseen,” assuming all associated risks o If no bids are received, the Agency may reissue the project the next business day, including opening it to contractors outside the qualified list o Claims of not understanding the scope and intent of the Technical Specifications will not be grounds for increasing the contract amount after bids are awarded

Agency Responsibilities:

o The Agency has taken measures to provide accurate project information but cannot guarantee it will be free from errors o The Agency's representative at each site is responsible for thoroughly inspecting the completed work.

o The Agency is not responsible for conclusions or interpretations made by the Contractor based on available information

2.4. 2.4. ............................................................ Bid Submittal, Evaluation, and Rejection

• Contractors must submit bids within 48 hours of the request, unless otherwise stated.

• The Agency reserves the right to:

o Cancel a bid request prior to receiving quotes.

o Reject any or all quotes.

o Accept a quote other than the lowest if the lowest is deemed unreasonably low.

o Waive minor irregularities or informalities in accordance with Agency policy.

o Reject quotes from contractors with outstanding punch list items or unresolved issues.

The number of rejections may reflect the number of such items at the time of evaluation.

• A bid request may also be canceled if quoted costs exceed available funding.

2.5. 2.5. .......................................................... Notice to Proceed and Project Scheduling

The Agency will issue a Notice to Proceed (NTP) via OpenGov to the lowest qualified bidder. No work may begin until the NTP is formally issued and a start date is confirmed—either through phone or written communication—between the Contractor and the Agency representative.

Work must commence on the agreed-upon start date and be completed by the deadline stated in the project details or as otherwise confirmed by phone or documented in the NTP.

2.6. 2.6. .......................................................... Post-Award Site Access and Performance

The Agency will coordinate site access—including gated communities—with the awarded Contractor.

If a Contractor cannot gain access to a unit or arrives at a unit in which other contracted services are in progress, then the Contractor is to call the Agency representative immediately to request a trip charge. If the Agency representative is not available, the Contractor is required to leave a voice mail message identifying why the Contractor cannot gain access to the unit and the address of the unit. The Agency representative will provide the Contractor with a trip charge number that is to be referenced on the

Contractor’s invoicing. The maximum allowable cost for a trip charge is Forty Dollars $40.00.

Any discrepancies or anticipated delays must be reported before the scheduled completion date by completing a Discrepancy Notification Form and submitting it to the Agency Representative. The Agency representative will instruct the Contractor by phone to either stop work or continue with performance.

Documentation of the Agency representative's instruction will be recorded on the Discrepancy Notification submitted by the Contractor and returned to the Contractor.

If a Contractor determines that the work cannot be completed by the required completion date then it will be the responsibility of the Contractor to inform the Agency representative prior to the scheduled completion date.

2.7. 2.7. ................................................. Completion, Inspection, and Acceptance of Work

The Agency's representative will inspect the completed work within 1–3 business days after the required completion date.

If Work Meets the Summary of Work and Technical Specifications, the representative will approve and forward a Completion Notification to the Contractor, allowing invoice submission. If applicable, the permit folder with final inspection sign-off must be returned before payment.

If Corrections are needed:

A Punch List will be issued to the Contractor via email. Contractors must check email daily. All items must be corrected by 7:00 p.m. the next business day. Failure to complete deficiencies will result in work being performed by other means, with costs deducted from the Contractor’s payment.

If all items are fixed per standards, a Completion Notification is reissued and the Contractor may invoice.

If no Completion Notification is issued within 4 business days of the required completion date, the

Contractor may submit an invoice on day 5.

2.8. 2.8. ................................................................................................ Conditions

Contractors who fail to respond to three consecutive bid requests may be removed from the Qualified

Vendor List for Fencing Services, at the Agency’s discretion.

Liquidated Damages: Contractors agree to pay $50.00 per day as liquidated damages for failure to complete work by the required date.

The Agency may extend this contract to other divisions or departments and may also solicit and award separate contracts for similar services at any time during the contract term.

2.9. 2.9. ...................................................................... Contractor Access and Site Use

The Agency representative will designate the site entrance. Use of premises for work, storage, and parking are limited to locations assigned by the Agency representative. Work should be performed within times permitted by local jurisdiction, typically Monday through Friday, 7:00 a.m. to 7:00 p.m. No work is allowed on Sundays or legal Agency holidays, except in emergencies or with prior permission. The SHRA

Agency representative may revise working hours and days as needed.

• No loud music

• Suitable language for children

• Appropriate work clothing at all times

• Respectful treatment of residents

• Smoking is prohibited on all Agency and Housing Authority properties

The Contractor shall employ only competent and skilled personnel. The Agency has the right to request the removal of any person deemed unsatisfactory.

2.11. 2.11. ................................................................. Surrounding Site Condition Survey

Before commencing work, the Contractor and Agency representative may jointly survey and record the condition of the site, including existing buildings, paving, and plant life. Any pre-existing damage shall be documented and signed by both parties. New damage observed during the project must be reported immediately.

2.12. 2.12. ............................................. Interpreting Specifications and Executing the Work

Contractors should visit the site prior to submitting a bid to understand the existing conditions, as failure to do so does not release them from their bid. Any discrepancies or ambiguities in the specifications must be reported to the Agency in writing before the bid due date. Contractors will repair and correct any portion of work affected during the project at no additional cost to the Agency. The Contractor is solely responsible for the safety and adequacy of their equipment and methods used for the project, and shall secure and pay for all necessary fees, permits, and inspections. Any discovered discrepancies must be reported to the Agency in writing.
