About this file
This document is a Certificate of Substantial Completion template for the Sacramento Housing & Redevelopment Agency (SHRA), designed to formally certify the completion of a construction project. The template is structured to be used when a construction project reaches a stage where it is sufficiently complete for the owner to occupy or utilize the work for its intended purpose, as specified in the contract documents. The certificate includes sections for defining substantial completion, outlining a punch list of remaining items to be completed or corrected, and establishing acknowledgments from the Architect, Contractor, and Owner.
The document specifies that the Contractor must complete or correct all punch list items within seven days of the substantial completion date, and that warranties for items on the punch list will typically commence on the date of final payment. The certificate also addresses post-substantial completion responsibilities, noting that the Owner and Contractor's obligations for security, maintenance, utilities, heat, damage to the work, and insurance will be in accordance with the contract documents. A key recommendation is that both the Owner's and Contractor's legal and insurance counsel should review insurance requirements and coverage, and the Contractor must secure consent from the surety company if applicable.
