Master Keys, Duplicate keys and Locks.
Master keys shall be to the building level only. Keying of interior doors shall meet physical security requirements as provided by. There are two (2) lock systems used on Dugway Proving Ground, Best and Medco. Best and Medco both use proprietary keyways for Dugway Proving Ground. Customers submit requests for addition key duplication. Rekeying of buildings will not occur unless directed by the KO.
Key Requests.
Accept key request letters directly from DES Physical Security Office and cut keys on a demand maintenance order and keep in a file system as determined by the KO and COR. Ensure the key request letter is electronically signed by the DES Physical Security Office.
Issuance of Keys.
The Contractor shall not issue a mechanical room key, master key of any kind, or any other key for O&M Contractor/DPW use, unless approved in writing by the Government.
Receipt of Keys.
Have the customer sign for requested key(s) upon receipt of the key(s). The priority level for key requests will be the same as any other service order. Make the priority decision for key requests based physical security office request.
Master Key & Lock Combination List.
Ensure master key and lock combination list are maintained on a stand-alone (non-networked) system that requires an individual to enter their password to gain access.
Maintain master keys and hard copy codes in a secure Class 3 GSA approved container.
Disclose Codes.
Do not disclose keying codes to anyone unless approved by the Government.
Re-coring.
When building security is compromised due to loss of key control by occupants or other issues make appropriate lock adjustments to ensure security is not compromised. This may include re-coring a single door up to a whole bldg. and cutting necessary keys for the occupants. Re-coring of facilities due to loss keys can only be done with KO approval via the COR and Physical Security Office. Provide a cost report to the COR for these requirements after work is completed.
Install & Replace.
Install or replace devices to increase security or safety requirements only with approval from the Government. Provide keys for new devices.
Electronic and Computerized Locks.
Electronic and computerized locks include, but are not limited to, keyless lock devices, secured access systems and their components, auditable combination locks, closed circuit systems, panic hardware, cipher locks, mortise locks, tubular locks, detention locks, and timed, auditable, and low voltage devices.
Repair, Replace, Maintain & Operate.
Repair, replace, maintain and operate electronic and computerized locks and components including, but not limited to, cores, batteries, circuit cards, cylinders, deadbolts, and latches IAW O&M manuals and manufacturers specifications.
Fully operational.
Locks shall function as designed by the manufacturer, be fully operational, and provide the intended level of security. External locks shall meet physical security requirement.
Vaults.
Vault components include, but are not limited to, SCIF door locks, cores, mechanical combination locks, vault or container locking mechanisms, deadbolts, throw bolts, rim latches, panic hardware, doors, metal plates, security rings, and hinges.
Remove, Repair, & Replace.
Remove, repair, and replace vault components IAW AR 380-5 Department of the Army Information Security Program, O&M manuals, and manufacturer’s specifications. Neutralize, repair, and set or change lock combinations on IAW Federal Standard 809B.
Function.
Locks shall function as designed by the manufacturer, be fully operational, and provide the intended level of security.
Mechanical Locks.
Mechanical locks include deadbolt, mortise, cabinet, pad, cipher, prison, arms room locks and others as directed by the Government.
Repair, replace and maintain.
Repair, replace, and maintain mechanical locks and associated components IAW O&M manuals and manufacturer’s specifications.
Function.
Ensure locks function as designed by the manufacturer and are fully operational.
