1.0 General Information.
1.1 Overview. The Dugway Proving Ground (DPW) sanitary wastewater treatment and collection system collects and delivers sanitary wastewater to the Sewage Treatment Plants (STP) from Avery, Baker, Carr, Ditto, and English Village by means of collection lines, sewer mains, and lift stations. There are approximately 150,000 linear feet (LF) of underground piping and approximately 357 manholes.
1.2 Components. Sanitary wastewater treatment and collection system components include, but are not limited to, electrical, electronic, and digital systems and controls; level controls, control panels, switches, metering devices, sewage basins, alarms, lift stations, wet wells, wastewater lagoons, dry wells, pumps, motors, air compressors, filters, piping, indicator lights, mounting hardware, meters, valves, and fittings, and laboratory equipment and components.
The Contractor's maintenance responsibility Includes all wastewater systems at Avery, Baker, Carr, Ditto, and English Village. The Contractor’s maintenance responsibility in the housing areas shall be limited to main lines and manholes.
The STP utilizes primary, secondary, and tertiary treatment. The STP design is 0.153 mgd and is intended to satisfy requirements of the current permits. A brief description of the major operational units in the STP can be found in TE LLL.
1.3 Work Management and Control.
1.3.1 Reporting Requirements.
1.3.1.1 The Contractor shall submit to the Contracting Officer (KO) for approval, a plan for accomplishing the Sanitary Wastewater Treatment and Collection System operation described in this Performance Work Statement (PWS).
1.3.1.2 The Contractor shall prepare and submit to the Contracting Officer’s Representative (COR) or Alternate Contracting Officer’s Representative (ACOR) by the tenth (10th) day of each month a copy of DA Form 4247, Facilities Engineering Operating Log (Sewage General)), and DA Form 4178, Facilities Engineering Operating Log (Sewage Supplementary) (IAW PWS Annex A, Deliverable 6.069). The Contractor shall also maintain a daily operator's log notebook that includes routine operational duties, unusual conditions, accidents, and complaints. The Contractor shall submit an Annual Bio-Solids Report to the COR/ACOR not later than (NLT) February 15.
1.3.2 Certification. The Contractor shall provide certified operators in compliance with Federal/Utah Department of Public Health, and Environment Regulations.
2.0 Description of Services.
The Contractor shall operate the sanitary wastewater treatment and collection system and components in accordance with (IAW) AR 4201, TM 58141 (Sanitary and Industrial Waste Water Collection - Gravity Sewers and Appurtenances), TM 58142 (Sanitary and Industrial Wastewater Collection - Pumping Stations and Force Mains), Operations & Maintenance (O&M) manuals, and manufacturer’s specifications.
2.1 STP Operation. The Contractor shall operate the STP twenty-four (24) hours per day, every day of the year. Operations shall be in compliance with applicable permits. Any violation of the permit standards shall be reported to the KO within two (2) hours of the incident with a detailed explanation of the noncompliance. Typical daily operating tasks shall include, but not be limited to, the following: scum box pumping, clarifier washing, UV tube changing and cleaning, chemical feed and dosage rate adjustments, repacking of pumps, changing of charts, preparing sludge beds, coordinating with the Directorate of Public Works (DPW) for sludge removal, calibration and adjustment of electric and electronic controls, etc. The Contractor shall service portable latrines or pump sand traps in emergencies at the direction of the KO.
2.1.1 Operation and Maintenance. Operate and maintain the sewer system in accordance with established maintenance schedules, manufacturer’s recommendations and in compliance with permits. Report any violation of the permit standards to the COR and DPW-ED Environmental Compliance Branch within two hours of the incident with a detailed explanation of the noncompliance.
2.2 Laboratory Testing. The Contractor shall operate and perform Biochemical Oxygen Demand (BOD) testing and send to a state certified laboratory, IAW requirements established in permits, and additional standard plant operational analysis. The Contractor shall test according to all applicable permits. The Contractor shall maintain laboratory worksheets with results of analysis. The STP laboratory will be certified to conduct fecal coliform analysis IAW State standards.
3.0 Industrial Wastewater Treatment Plant (IWTP).
3.1 Scope.
3.1.1 Industrial Wastewater Treatment Plant (IWPT). The Industrial Waste Collection System (IWCS) consists of approximately 150,000 linear feet of four to twelve inches (4"12") collection lines from industrial facilities such as motor pool wash racks, hangers, and non-vehicle facilities.
3.1.2 Lift Stations. See TE QQQQ for lift stations.
3.1.3 Equalization Basins. Due to the variation in flow and the large amounts of suspended solids in the industrial wastewater, equalization basins are provided at the treatment plant site for settling, solids, flow equalization, storm water storage, and oil removal.
3.1.4 Biological Ponds. Aerated biological ponds are provided at the IWTP site to remove Biochemical Oxygen Demand (BOD).
3.1.5 Free Oil Separator (FOS) Facility.
3.2 Components. IWTP equipment and components include but are not limited to: chemical storage and pumping systems, channel and gate bypass systems, pumping and distribution systems, electrical and digital control systems, alarm systems, valves, piping and fittings, controllers, and regulators. The IWTP is subject to compliance inspections at any time without prior notification. IWTP operations include, but are not limited to, checking, evaluating, adjusting and maintaining operating pressures, levels, pump rates, temperatures, and process efficiencies based on environmental and fluctuating load conditions.
3.3 Work Management and Control.
3.3.1 Reporting Requirements.
3.3.1.1 The Contractor shall submit to the KO and COR/ACOR an operation plan for IWTP work described herein.
3.3.1.2 The Contractor shall submit a monthly report of samples to the COR/ACOR NLT the tenth (10th) calendar day of the following month.
3.3.1.3 The Contractor shall perform and record all monitoring IAW the maintenance plan and applicable permits. Wastewater monitoring equipment and procedures shall meet or exceed criteria in the Standard Methods for the Examination of Water and Wastewater and the standard used by Dugway Proving Ground) for chemical analysis. The Contractor shall follow the proper chain of custody procedures. Monitoring results shall be recorded and filed daily.
3.4 Services.
3.4.1 IWTP Operation. The Contractor shall keep the IWTP in continuous operation and meet or exceed manufacturers O&M manual requirements. IWTP shall be capable of processing to its rated treatment capacity. The Contractor shall notify the COR/ACOR within one (1) hour of initiating a system bypass, and again within one (1) hour after the system is returned to normal operating condition. Process waters, sludge, or lubricating oil shall not leak except as noted in O&M manuals, and manufacturer’s specifications. Discrepancies identified during operational tours shall be resolved upon discovery. Waste containers shall not be permitted to overflow.
3.4.1.1 Operation includes, but is not limited to, the following: operational checks of lift stations, scheduling sedimentation basin cleaning, and coordination with the STP for transferring water from remote locations to the industrial and domestic waste lagoons.
3.4.2 Samples. The Contractor shall collect samples for analysis IAW the IWTP, O&M plan, as requested by the KO, and as required by applicable permits. The Contractor shall prepare samples and submit to the appropriate laboratory for analysis.
3.4.3 Systems and Components Operation. The Contractor shall operate IWTP systems and components IAW O&M manuals, manufacturer’s specifications, and TM 58143, Domestic Wastewater Treatment Plant Laboratory Guidance. The Contractor shall notify the COR/ACOR of system bypasses and again after the system is returned to normal operation.
3.4.4 On-Site Operator. The Contractor shall provide an on-call certified operator twenty-four (24) hours a day, seven (7) days a week. The Contractor shall perform continuous wastewater treatment plant operation IAW the most current edition of Standard Methods for the Examination of Water and Wastewater, O&M manuals, applicable permits, and manufacturer’s specifications.
3.4.5 Operational Tours. The Contractor shall perform operational tours to evaluate plant operation and lift stations.
3.4.6 Scheduled Outages. When nonemergency maintenance or repairs require an outage of parts of the wastewater system, a signed outage permit shall be obtained before the water service will be disconnected IAW DPW outage permitting process. When applying for an outage permit, the Contractor shall notify the COR/ACOR of the proposed outage, provide an estimated outage time, identify the areas needed to be disconnected from service, and identify any safety related issues the outage may cause including but not limited to limiting drinking water to residents, or removing firefighting equipment from service. The Contractor shall follow the terms of the approved outage permit.
3.4.7 Emergency Outages. The Contractor shall notify the COR/ACOR within one (1) hour of an emergency that results in a failure of a wastewater distribution system IAW DPW outage permitting process. The Contractor shall respond to these conditions IAW UDEQ, DWQ, and the Emergency Response Plan.
