1. PURPOSE
This Standard Operating Procedure (SOP) establishes the snow and ice removal procedures for Chenega Facilities Management, LLC. (CFM) personnel in support of US Army Dugway Proving Ground, Utah.
2. SCOPE
This SOP applies to personnel assigned to the Roads and Grounds Shop.
3. POLICY
The policy of this SOP covers the typical response and priorities for snow and ice removal on a workday and after hours. Road, parking lot and sidewalk priorities are based on the assumption that the assigned areas must be cleared in order to maintain a ready and capable workforce. It is understood that priorities may be different on weekends. This will be addressed at the direction of the supervisor/manager directing the snow and ice removal efforts. For these operations, the Call-Out Authority is normally the Chenega Facilities Management, LLC.
| 4. | DUTIES AND RESPONSIBILITIES |
| 4.1 | The On Call Manager contacted has primary coordinating responsibilities for execution of the plan. |
| 4.2 | Other duties and responsibilities are as indicated in section 5, below. |
| 5. | DETAILED PROCEDURES |
| 5.1 | SNOW AND ICE REMOVAL OPERATIONS |
5.1.1 For these operations, the Call-Out Authority is Chenega Facilities Management, LLC. After Normal duty hours, Call-Out Authority includes the Route Man who will call the Work Control Center at ext. 2200 during duty and after duty hours to alert personnel of the requirements to commence snow and ice removal.
5.1.2 As snow and ice conditions reach a maximum of 2 inches/or when black ice/icy road conditions exist, CFM Roads will be notified by appropriate Call-Out Authority. Personnel and equipment will be in operation within two (2) hours of notification and follow the snow and ice removal plan. In the event of continuous snow, priority 1 areas will be continuously managed until the event ceases and/or directed otherwise by the COR.
a. During normal duty hours: When snow or ice conditions reach a maximum of 2 inches/or when black ice/icy road conditions exist, or at the request of the COR, the CFM Project Manager or Roads Supervisor (as the Call-Out Authority) will execute the Snow and Ice Removal Plan.
b. After normal duty hours: When snow and ice conditions reaches a maximum of 2 inches/or when black ice/icy road conditions exist, or at the request of the COR, the afterhours 2200 Emergency Response System may be alerted by the Route Man. The Emergency Response System will contact the Call-Out Authority to initiate the snow and ice team.
5.1.3 SUPPLIES
Approximately 50 tons of salt and sand or salt or cinder will be at the Roads and Grounds open storage area north of Building 5474. Approximately 120 bags of snow and ice melt will be stored in the Grounds storage yard for use on or around sidewalks, gates, building entrances. Ice melt shall be applied during snow and ice removal operations or upon request via the Work Control Center at ext. 2200.
5.1.4 EQUIPMENT
Snow and ice equipment will be checked daily from October through May to ascertain condition and to keep operational to the maximum extent possible. Equipment will be stored in the compound at Building 5474. CFM will notify the Government via e-mail of all inoperable snow and ice removal equipment. Notification will be made the next working day. (Only required during snow and ice season). CFM will ensure an adequate amount of equipment is always available.
· 2 Graders.
· 2 Truck, Dump, 12 Ton with snowplow and sander attachment.
· 1 Truck, Dump, 8 Ton with snowplow.
· 1 Loader, Front End.
· 1 Skid steer loader w/v blade snow plow.
· 1 Tractor Loader Backhoes.
5.1.5 ROAD AND PARKING LOT PRIORITIES:
Snow and ice removal of roads and parking lots will be accomplished in the following order to the maximum extent possible:
a. Priority 1. (This will be the on-call operator. The person working this schedule would ideally be called out approximately 2 hours before the rest of the snow and ice team). English Village roads as follows:
(1) Stark Road from Bldg. 5474 to Y Outside Main Gate through APC 1 (clearing all traffic lanes) through Ditto via Stark Road to Baker through Baker parking area to Wig Mountain, back to Stark Road to Bldg. 9425 (777) back to Ditto via Stark Road. Estimated 7 hours.
(2) From Bldg. 5474 to Avery Bldg. 1010 (to include west parking lot) to Ditto change house Bldg. 4551 to Carr Facility back to Bldg. 5474. Estimated 2 hours.
(3) Valdez Circle. Estimated .5 hours.
(4) 2nd Street from Stark Road to East Knight to Armitage Drive to Commanders Quarters and retrace route back to 2nd and Stark. Estimated .5 hours.
(5) 3rd Street from Stark to West Knight. West 5th Avenue back to 3rd and Stark Road. Estimated .5 hours.
(6) West School Street, Fifth Avenue to High School (Bldg. 5020), access road and parking lots on east side of High School, remainder of Fifth Avenue, East School Street. Estimated 1.5 hours.
(7) Child Development Center (Bldg. 5124) Estimated 1.5 hours.
(8) Access entrance to Health Clinic (Bldg. 5116) Estimated .5 hours.
(9) Fire Station vehicle access area from street to vehicle bays (Bldg. 5212). Estimated .5 hours.
(10) Service Station/ Shoppette (Bldg. 5440) gas pump pull through and visitor parking only. Estimated 1 hour.
(11) Heli-Pad. Estimated 1.5 hours.
(12) Parking areas between Elementary School and Post Chapel. Estimated .5 hours.
(13) Roads in West Area to be worked as follows:
· Second, Third, and Fourth Streets between A & C Streets.
· B & C Streets between Third and Fourth Streets.
· Fourth Street from B Street to Stark Road and access areas/apron for Bldg. 4541 (Ditto Aid Station).
· Parking Areas around Coffman Bldg. 4515 (Security). (If not barricaded).
· "A" Street between 2nd, 3rd, and 4th Streets.
· Ditto Fire Station (Bldg. 4026) Apron, parking area and access road from Stark Road. Estimated 2 hours.
Note: Estimated times are based off of 2” of snow fall. Greater snow fall levels or constant snow falls can increase the estimated times.
b. Priority 2.
(1) East Side English Village Housing area.
(2) Kister Avenue and parking area Bldg. 5240.
(3) Doolittle Avenue and parking area Bldg. 5240. Maps are available in the Roads Shop.
(4) Eastside Priority 2 parking lots.
(5) Bldg. 5441.
(6) Tucker Street Bldg. 4016 to Bldg. 4046 Access Gate and Parking Areas.
(7) West Side English Village, Housing areas.
(8) West Side English Village, Parking lots.
(9) Landfill.
(10) Ditto Area Parking Lots.
(11) Carr Areas Roads and Parking Lots. See Map #5 Priority 2.
(12) CHWSF area access road, entrance into CHWSF compound, remainder to access road to Ammo Holding area gate. DO NOT BLOCK THE GATES.
(13) Baker Area.
(14) Manookin Road and Tank Farm.
c. Priority 3. All remaining Priority 3 roads and Parking Lots including AQS.
5.1.6 SIDEWALK SCHEDULES
Snow and ice removal from sidewalks will be worked by two primary groups A & B supported by a “C” group in heavy snowfall. Group “A” will complete the Ditto Area and return to English Village. Group “B” will complete sidewalks and move to support Group “A” sidewalks completion. It will be the BRO’s responsibility to maintain the front porch and the sidewalk areas up to 50 ft. away from the building.
a. Priority 1 Group A
(1) VCC (Bldg. 5910).
(2) Ditto Security (Bldg. 4515).
(3) Old Post Headquarters (Bldg. 4146).
(4) Ditto Aid Station (Bldg. 4541).
(5) Kuddes Building (Bldg. 4531).
(6) Chem Treaty (Bldg. 4543).
(7) Ditto Diner (Bldg. 4545).
(8) Chem Lab/Ditto Aid Station Parking Lot, Common Area Sidewalks.
Group B
(1) Child Care Center (Bldg. 5124).
(2) Health Clinic (Bldg. 5116).
(3) S.A.S. (Bldg. 5111) and Access Sidewalk to Chapel (Bldg. 5100) to Elementary School.
(4) English Village Headquarters (Bldg. 5450).
(5) Fire Station (Bldg. 5212).
(6) The E Building (Bldg. 5330).
(7) Mall Sidewalks (Bldg. 5326).
(8) Sidewalk between CDC (Bldg. 5124) and Chapel (Bldg. 5100).
(9) Communications Building (Bldg. 5444).
b. Priority 2.
Group A and B Upon completion of Priority 1 schedules, Groups A and B will proceed to the Priority 2 schedule. The area listed will be addressed by both groups.
(1) Community Club and Antelope Inn (Bldgs. 5230 & Bldg. 5228).
(2) PMO (Bldg. 5240) and the new Mobile Command Center (Bldg. 5239) and Detention Center (Bldg. 5237).
(3) Ambulance Storage Bay (Bldg. 5236) and Surrounding Sidewalks and Playgrounds.
(4) Bowling Alley (Bldg. 5304).
(5) Shocklee Fitness Center (Bldg. 5109).
c. Priority 3.
Group A and B
(1) Bachelor Quarters (Bldg. 5132 and Bldg. 5140).
(2) Post Theater (Bldg. 5126) to Valdez Circle sidewalk.
(3) Play grounds behind the CDC (Bldg. 5124).
(4) Youth Center (Bldg. 5300).
(5) Commissary (Bldg. 5114).
(6) BASOPS Contract (Bldg. 5474), front entrance.
(7) Sidewalks from Bldg. 5330 Carr Circle and West Playground.
(8) Dorms (Bldgs. 5218 and Bldg. 5220).
d. Priority 4.
Group A and B
(1) School Block.
(2) All Sidewalks throughout housing, all cul-de-sac’s (Mtn. View, Renault Court, Mtn. View Park and St. John).
(3) All Parks (East, West, Mt. View and St. John).
(4) Vacant housing units. Driveways and entryway sidewalks/porch.
(5) Elementary School (Bldg.5000) and High School (Bldg. 5020) Sidewalks and Concrete Entrances.
5.1.7 SPECIAL INSTRUCTIONS
a. Special attention: NO salt/sand is to be used on the helipad. Only UREA or chemicals approved by the COR (ExC.1.8.4.13.4) will be used on these areas. In the absence of the appropriate chemicals, snow shovels will be used around helipad lights and the center area plowed unless otherwise directed by the COR.
b. Special attention shall be given to ice removal and prevention in critical areas such as Child Development Center, Health Clinic, Commissary, Post Headquarters, Mall (Bldg. 5326) and other high traffic buildings.
c. Other areas to be salted and sanded when icy conditions exist are as follow:
(1) All roads for 150 ft. from the center of intersection.
(2) All curves.
(3) All road surfaces adjacent to school grounds. All turn-ins or exits accommodating administrative or public buildings.
(4) Five-Mile Hill.
(5) From the Ditto West Gate to Baker Lab.
(6) 500 ft. on each side of the Main Gate and Ditto Gate.
Salt and sand or salt or cinders (ref. para.2 supplies) should be used on ALL paved roads when black ice/ icy conditions exist (Reference C-4.4.8 of contract).
d. During period of "THREAT-CON", special requirements may be implemented to clear paths from remote parking areas to building entrances and mechanical rooms. In these circumstances, maps detailing specific requirements will be provided.
e. TFSS personnel will be responsible for clearing access areas, i.e., footpaths to the LSTF and Bldg. 2029 and the sidewalks around the CCTF and MTF.
f. Bullene Barracks Parking Lot by Service Order with Government Approval.
