PART 1 - GENERAL PROJECT DESCRIPTION

1. The aerodrome reference code of the runway of Morón Air Base (MAB) is 4F in accordance with Volume I of Annex 14 of International Civil Aviation Organization (ICAO).

2. The class of the runway of MAB is B in accordance with United States Air Forces in Europe (USAFE) Instruction (USAFEI) 32-1007 and Unified Facilities Criteria (UFC) 3-260-01 of Department of Defense (DoD).

3. The type of the runway of MAB is heavy in accordance with UFC 3-260-02 of DoD.

4. The runway of MAB has two on-grade aircraft arresting systems (AAS) at the flexible pavement section of the runway. The AAS model is barrier arresting kit (BAK) 12. There are ultra-high-molecular-weight (UHMW) polyethylene panels under the cable of both BAK-12 from one runway edge to the other edge. These panels are not installed at the runway shoulders. The width of the UHMW polyethylene panels is 61 cm. These panels are not part of this project, i.e., the existing panels must remain.

5. The pavement type of the runway is flexible, except at both touchdown zones, which is rigid.

6. The pavement type of the runway shoulders is flexible, except the pavement over and around the electric conduits of the runway edge lights and the foundation of the runway edge light shallow bases of semi-flush and frangible couplings of elevated runway edge lights, which is rigid.

7. The outside lanes of the flexible pavement of the runway are called runway edges in this project.

8. The provided dimensions are not conclusive and may be erroneous. It is the contractor's responsibility to verify all measurements. The Government will not be held responsible for the shown or indicated measurements or for the measurements and estimations made by the contractor.

9. The length of the runway is 3,596.64 m approximately, including both touchdown zones, which are 304.8 m length and rigid pavement.

10. The width of the runway is 60.96 m approximately.

11. The width of the hot-mix asphalt (HMA) at each runway edge to be repaired is 15.19 m approximately.

12. The minimum thickness of the new intermediate course of HMA at each runway edge shall be 10 cm.

13. The minimum thickness of the new surface course of the HMA at each runway edge shall be 5 cm.

14. The width of the runway shoulder 15.24 m approximately.

15. The total thickness of the new HMA intermediate and surface courses at each runway shoulder shall be designated as minimum to support 5,000 passes of a load of 4,535 kilograms (10,000 pounds) imposed by a single wheel with a tire pressure of 0.69 MPa (100 psi) in accordance with

UFC 3-260-02.

16. The grade of the surface course of the HMA shall meet the requirements of USAFEI 32-1007 and UFC 3-260-01. No grade change is allowed at the juncture of the new HMA with the adjacent pavements and base plates of the runway and taxiway edge lights.

17. The runway edge lighting system in Morón Air Base is a High Intensity Runway Lighting system, or HIRL, with two separate circuits that feed the North and South halves of the runway edge lighting.

18. This project includes one base bid and two option bids.

19. The base bid includes the design and build of:

a. The repair of the flexible pavements of both outside edges of Runway

(RWY) 02/20.

20. The option bid no. 1 includes the design and build of

a. The repair of the flexible pavements of both east and west shoulders of RWY 02/20.

b. The replacement of the rigid pavements of both east and west shoulders of RWY 02/20 with flexible pavements.

21. The option bid no. 2 includes the design and build of:

a. The replacement of the elevated runway edge lights located within both 304.8-meter ends of that runway with surface runway edge lights.

b. The replacement of the electric conduits, wiring and transformers of the elevated runway edge lights located within both 304.8-meter ends of that runway from the manholes located outside the shoulders to the runway edge lights.

22. The asphalt coring report of runway edges and shoulders is delivered with the intention to provide a good understanding of the existing thickness of the asphalt courses of the runway edges and shoulders. See Attachment A.

23. The asphalt coring report of runway edges and shoulders is delivered in a separate file.

PART 2 - PROJECT OBJECTIVES

1. Provide a complete and fully operational facilities for the base needs in compliance with all applicable United States (US), Spain, North Atlantic Treaty Organization (NATO) and ICAO codes.

2. Provide facilities that incorporate maintainability and sustainable design principles.

3. Provide low maintenance facilities.

4. Provide Government personnel with proper training about Operation and Maintenance

(O&M) of new installed equipment.

5. Provide fully developed O&M packages.

6. Provide the facilities that incorporate energy efficiency design principles.

7. Provide a completed project with coordinated systems (structural, mechanical, civil and other applicable disciplines, if required).

8. Provide a complete project considering the ecological, physical and visual features of the site.

9. Provide facilities without the use of hazardous substances.

10. Provide all necessary safety precautions in accordance with applicable US and Spain safety standards in the design phase and during the construction phase.

PART 3 - SCOPE

1. GENERAL: The work covered by this Statement of Work (SOW) consists in the design and build of the project, performing all necessary travels and furnishing all professional services, facilities, labor, equipment, materials, plants, transportation, documents, specifications, detailed drawings and cost estimates that enable the Contractor to construct a complete and usable facilities under a firm fixed price contract. The Contractor shall investigate site conditions, perform topographic surveys (geographic information system) at each facility and utilize manufacturer’s standard installation plans, specifications and drawings to the maximum extent feasible in developing the final design documentation necessary for obtaining Government approval. Any design change suggested by the Contractor to the SOW requires the approval of the Contracting Officer before its acceptance is given. The Contractor shall be responsible for the temporary markings, signs, markers and lights at the area affected by the construction and, if required, shall provide the flagmen, escorts and foreign object debris controllers during the work hours.

2. WORK DESCRIPTION: The construction works consist of, but are not limited to, the items indicated below, including the testing to be performed by independent laboratories for quality control. All items do not limit or reduce the Contractor’s responsibility to design and build all works as required by the project in order to provide complete, operational and low-maintenance facilities.

2.1. BASIC BID

2.1.1. Topographic survey (applicable to the areas affected by the basic bid and both option bids).

2.1.2. Site inspections (applicable to the areas affected by the basic bid and both option bids).

2.1.3. Site investigations (applicable to the areas affected by the basic bid and both option

2.1.4. Installation of temporary plastic Jersey barriers filled with water, fence, fabric plastic mesh, cones and/or lights along the perimeter of the construction site, if required (applicable to the areas affected by the basic bid and both option bids).

2.1.5. Installation of frangible barriers on airfield areas temporarily closed, if required

2.1.6. Installation of temporary unserviceability lights on airfield areas temporarily closed, if required (applicable to the areas affected by the basic bid and both option bids).

2.1.7. Obscuring of the existing permanent markings, if required (applicable to the areas affected by the basic bid and both option bids).

2.1.8. Painting of the temporary markings, if required (applicable to the areas affected by the basic bid and both option bids).

2.1.9. Disconnection, modification, disassembly, hiding, removal and/or turning off of the required existing permanent airfield lights located between both 304.8-meter ends of RWY 02/20. Removed lights shall be carefully stored for re-installation after civil works. Connectors must be properly protected against entrance of dust and dirt that may cause malfunction after re-connection.

2.1.10. Connection, installation and/or turning on of the temporary airfield lights, if required

2.1.11. Disconnection, modification, disassembly, hiding, removal and/or turning off of the required existing permanent airfield signs. Removed signs shall be carefully stored for re-installation after civil works. Connectors must be properly protected against entrance of dust and dirt that may cause malfunction after re-connection. (applicable to the areas affected by the basic bid and both option bids)

2.1.12. Connection, installation and/or turning on of the temporary airfield signs, if required

2.1.13. Double saw cut along the joints of the pavements to be repaired with the adjacent pavements to be remained.

2.1.14. Milling of the entire thickness of the asphalt courses of both outside edges of RWY

02/20.

2.1.15. Scarification, addition, removal, grading and compaction of the base course material.

2.1.16. Application of curing coat, if required.

2.1.17. Application of prime coat.

2.1.18. Placing and compaction of the intermediate asphalt course.

2.1.19. Application of tack coat.

2.1.20. Placing and compaction of the surface asphalt course.

2.1.21. Sealing of construction joints with concrete pavements.

2.1.22. Disconnection, disassembly, removal and/or turning off of the temporary airfield signs

2.1.23. Connection, modification, assembly, installation and/or turning on of the required permanent airfield signs (applicable to the areas affected by the basic bid and both option bids).

2.1.24. Disconnection, disassembly, removal and/or turning off of the temporary airfield lights (applicable to the areas affected by the basic bid and both option bids).

2.1.25. Connection, modification, assembly, installation and/or turning on of the required permanent airfield lights located between both 304.8-meter ends of the runway (applicable to the areas affected by the basic bids and both option bids).

2.1.26. Removal of the temporary painted markings with high pressure water (applicable to the areas affected by the basic bid and both option bids).

2.1.27. Painting of the permanent markings (applicable to the areas affected by the basic bid and both option bids).

2.1.28. Removal of the temporary unserviceability lights installed on airfield areas temporarily closed (applicable to the areas affected by the basic bid and both option

2.2. OPTION BID NO. 1

2.2.1. Disconnection, modification, disassembly, hiding, removal and/or turning off of the required existing permanent airfield lights and their frangible couplings (where applicable) located within both 304.8-meter ends of RWY 02/20. Removed lights shall be carefully stored for re-installation after civil works. Connectors must be properly protected against entrance of dust and dirt that may cause malfunction after re-connection.

2.2.2. Double saw cut along the joints of the pavements to be repaired with the adjacent pavements to be remained.

2.2.3. Milling of the entire thickness of the asphalt courses of runway shoulders.

2.2.4. Replacement of the rigid pavements with flexible pavements. These rigid pavements are the embedment of the electric conduits of the runway edge lights and the foundation of the shallow base cans of semi-flush and frangible couplings of elevated runway edge lights. At least 8 cm of concrete layer above the top surface of the electrical conduits must remain in place for conduit protection purposes. 30 cm of the rigid pavements from the nearest edge of the runway edge lights must remain.

2.2.5. Scarification, addition, removal, grading and compaction of the base course material, if required.

2.2.6. Application of curing coat, if required.

2.2.7. Application of prime coat.

2.2.8. Placing and compaction of the intermediate asphalt course.

2.2.9. Application of tack coat.

2.2.10. Placing and compaction of the surface asphalt course.

2.2.11. Sealing of construction joints with concrete pavements.

2.2.12. Connection, modification, assembly, installation and/or turning on of the required permanent airfield lights located within both 304.8-meter ends of RWY 02/20.

2.3. OPTION BID NO. 2

2.3.1. Disconnection, disassembly and removal of the elevated runway edge lights and their frangible couplings located within both 304.8-meter ends of that runway. Removed lights and frangible couplings shall be carefully delivered to Civil Engineering Electrical Shop. Connectors must be properly protected against entrance of dust and dirt that may cause malfunction after re-connection.

2.3.2. Disconnection, modification, disassembly, hiding, removal and/or turning off of the other existing semiflush airfield lights (both runway or taxiway edge) located within both 304.8-meter ends of RWY 02/20. Removed lights shall be carefully stored for re-installation after civil works. Connectors must be properly protected against entrance of dust and dirt that may cause malfunction after re-connection.

2.3.3. Removal of secondary leads of runway edge light transformers in manholes located outside the shoulders within both 304.8-meter ends of RWY 02/20. The whole section of secondary leads between the transformer and the runway edge light shall be removed with the corresponding connectors and delivered to the electric shop if the shop consider they are in acceptable good condition.

2.3.4. Removal of runway edge lights isolating transformers in manholes located outside the shoulders within both 304.8-meter ends of RWY 02/20. Removed transformers shall be carefully delivered to Civil Engineering Electrical Shop.

2.3.5. Installation of the new concrete embedded electrical conduits of the semi-flush runway edge lights located within both 304.8-meter ends of that runway from the manholes located outside the shoulders to the runway edge lights after the removal of the concrete embedment of the existing electric conduits of the runway edge lights and the foundation of the shallow base cans of semi-flush and frangible couplings of elevated runway edge lights. Removal of concrete embedment will also take into account the depth needed for the new FAA type L-868 deep bases for new runway edge lights.

2.3.6. Installation of the FAA type L-868 standard deep bases of the semi-flush runway edge lights located within both 304.8-meter ends of that runway, including the concrete foundations.

2.3.7. Compaction of the soil used for the filling in of the trenches exposed after the removal of the electric conduits of the runway edge lights located outside the shoulders within both 304.8-meter ends of that runway.

2.3.8. Installation of new secondary lead cables for new semi-flush runway lights, from existing manholes located outside the shoulders, including appropriate FAA type L- 823 connectors in the new conduits.

2.3.9. Installation of new FAA type L-830 transformers for new semi-flush runway edge lights. Provide means to install the runway edge light transformers inside the manholes away from the bottom due to water infiltration.

2.3.10. Installation of the new FAA type L-850C semi-flush runway edge lights located within both 304.8-meter ends of that runway, including sealing.

2.3.11. Connection, modification, assembly, installation and/or turning on of the other required permanent airfield lights located within both 304.8-meter ends of RWY 02/20.

3. SITE AVAILABILITY:

3.1. The Contractor shall coordinate with the Contracting Officer or authorized representative for site visits with a minimum of ten (10) working days in advance. The attendance to the site visit prior to the design phase commencement is mandatory.

3.2. The Contractor is responsible to investigate and inspect the site as needed to complete the project.

3.3. The drivers of the contractor and his subcontractors have to be trained in the airfield driving procedures before they are authorized for the airfield access. Civil Engineering shall coordinate the airfield driving training for the drivers. The estimated working days for the airfield driving training is 1 calendar day. The contractor has to provide Civil Engineering with the following information for the airfield access:

a. Access period.

b. Weekly access days.

c. Daily access hours.

d. Vehicle make.

e. Vehicle model.

f. Vehicle production year.

g. Vehicle color.

h. Vehicle license plate number.

i. Name of the drivers.

j. Cell phone number of the drivers.

k. Name of the point of contact.

l. Cell phone number of the point of contact.

m. Copy of the driving license of the drivers.

n. Copy of the driving license of the vehicles.

o. Copy of the technical datasheet of the vehicles.

p. Copy of the inspection sticker of the vehicles ("Inspección Técnica de Vehículos" in Spanish language).

q. Copy of the paid insurance invoice for vehicles with license plate number.

r. Copy of the paid civil liability insurance if vehicles without license plate number are used.

3.4. The escorts of the workers of the A&E firm and his subcontractors shall be in contact with Control Tower when they access to the airfield by means of two-way radios (walkie-talkies).

Airfield Management will provide the escorts with the two-way radios.

3.5. The escorts shall pick up the two-way radios from Airfield Management every day and shall inform Airfield Management of the purpose of the airfield access before they access to the airfield. At the end of the working hours and once all the workers have abandoned the airfield, the escorts shall return the two-way radios to Airfield Management and shall inform Airfield Management that all the workers have left the airfield.

3.6. The Contractor shall follow all instructions to comply with the base access requirements and restrictions on the airfield area.

4. PROJECT PHASING: The Contractor shall plan and execute all works in strict adherence to phase completion requirements provided by the Government below. The two general phases of the project shall be the Design Phase and the Construction Phase. A notice to proceed for the design phase (DNTP) and, upon request to the Contractor Officer, a notice to proceed for the construction phase (CNTP) will be issued. The design and construction phases will be carried out in such a way that the work is done with the minimum interferences to the operations and security of the Base. The design and construction will be carried out according to a construction phasing plan agreed upon with the Base. The estimated project milestones of the design and construction phases (not to exceed days) will be as follows:

4.1. The maximum total performance period proposed for this project, 455 calendar days, including the design, the preconstruction, construction and finish activities and average inclement weather days, is for information purposes only. The CNTP can be requested by the contractor before the design phase is completed.

PART 4 - DESIGN REQUIREMENTS

1. PROJECT DESIGN

1.1. The project design shall be performed by an Architect-Engineering (A-E) firm hired for this project by the Contractor, regularly engaged in projects of similar size and type, whose design meets US, Spain, ICAO and NATO regulations. The A-E firm shall provide a comprehensive description of the project to be designed under this contract. The description of the project shall be prepared in sufficient detail to clearly describe all functional requirements and minimize design changes. During the progress of the work, the A-E firm may expect changes in criteria within the general scope of the project and shall make necessary adjustments accordingly.

1.2. The project submitted by the A-E firm shall represent the best engineering solution possible providing a complete and usable installation. All work must be in accordance with current criteria, guides and specifications established by the US, Spain and NATO regulations.

2. ENVIRONMENTAL CRITERIA: The Integrated Natural Resources Management Plan for Morón Air Base (see Attachment B) and the Environmental Final Governing Standards for Spain (see Attachment C) shall be followed to assure final design meets all environmental requirements. Both attachments are delivered with the intention to provide a good understanding of the environment requirements of the Base and are delivered in two separate files.

3. SERVICES. The services to be performed and project documents to be provided to the Government shall include the following:

1. Topographic survey of the area.

2. Site inspections.

3. Site investigations.

4. Basis of Design/Design Analysis.

5. Drawings.

6. Cost estimates.

7. Schedule of Material Submittals.

8. Technical specifications.

9. Airfield Construction Waiver.

10. Deliberate Risk Assessment Worksheet.

11. Construction Phasing Plan.

12. Operational Safety on Airfield during Construction.

13. Construction Schedule.

14. Design conferences.

15. Final cleaning.

4. KICK-OFF MEETING: Before beginning the design, the Contractor shall review current criteria, guides and specifications, make a thorough study of conditions at the site and the requirements of the project. A kick-off meeting shall be held by the Contractor with the members of the Base and Government representatives to clarify the functional requirements to be met and the scope of the work. Any conflict shall be brought to the attention of the Contracting Officer. The expected outcomes of this meeting are:

1. Designate the project team, i.e., contractor and all Base and Government representatives, involved in the project.

2. Achieve consensus from the project team on any issues and concerns with the Contractor's technical proposal and the User's functional requirements.

3. Establish and explain, criteria, policies and procedures for the successful completion of the project.

4. Establish clear lines of communication with the points of contact of the project team members.

5. Establish project design schedule and preliminary construction schedule, including the main activities related to the construction of this project foreseen at this stage.

6. Discuss design milestones and events.

7. Provide asset management records.

8. Provide operation and maintenance submittals.

9. Provide training of Government maintenance personnel.

10. Establish procedure for the contractor's resolution to the comments provided by the project team.

5. DELIVERABLES: The submission requirements at the different design review milestones shall be as indicated below.

5.1. First Submittal (35% Design): This submission to the Contracting Officer or authorized representative shall be at approximately the 35 percent stage of the design completion (see requirements in table below). The Contracting Officer or its authorized representative shall provide the contractor with the comments and corrections from the 35% design review package to be incorporated in the second submission. All submitted documents shall be date stamped with the date of submission. An incomplete submittal shall not be accepted.

5.2. Second Submittal (65% Design): This submission to the Contracting Officer or authorized representative shall be at approximately the 65 percent stage of design completion (see requirements in table below). The Contracting Officer or its authorized representative shall provide the contractor with the comments and corrections from the 65% design review package to be incorporated in the third submission. All submitted documents shall be date stamped with the date of submission. The second submission shall incorporate all comments of the first submittal and the response from the A-E firm for the comments. An incomplete submittal shall not be accepted.

5.3. Third Submittal (95% Design): This submission to the Contracting Officer or authorized representative shall be at approximately the 95 percent stage of design completion (see requirements in table below). This submission shall be essentially complete from engineering viewpoint and shall include information in sufficient detail of all phases of the work to provide a complete technical submittal. The intent of this submission is to prevent premature time-consuming reviews of incomplete drawings and specifications. All submitted documents shall be date stamped with the date of submission. An incomplete submittal shall not be accepted. Engineering calculations shall be legible, neatly arranged, bound and indexed. The A-E's name and the project title shall be shown, as well as Contractor’s name. Design data shall be clearly stated and, where unconventional design methods or formulas are employed, reference sources shall be cited. Specifications for the third submission (95%) shall be complete, with all elements thoroughly checked and coordinated with the drawings and with sufficient detailed information to permit accurate construction of the project. The third submission shall incorporate all comments of the previous submissions and the response from the A-E firm for the comments. Particular emphasis shall be placed on coordination of the different disciplines where parts of the design are subcontracted. The Contracting Officer or its authorized representative shall provide the contractor with the comments and corrections from the 95% design review package to be incorporated in the fourth submission.

5.4. Fourth Submittal (100% Design or Final Design): This submission to the Contracting Officer or authorized representative shall be the 100 percent stage of design completion (see requirements in table below). This submission shall be complete from engineering viewpoint and shall include information in sufficient detail of all phases of the work to provide a complete technical submittal. All submitted documents shall be date stamped with the date of submission. An incomplete submittal shall not be accepted. Engineering calculations shall be legible, neatly arranged, bound and indexed. The A-E's name and the project title shall be shown, as well as Contractor’s name. Design data shall be clearly stated and, where unconventional design methods or formulas are employed, reference sources shall be cited. The fourth submission shall incorporate all comments of the previous submissions and the response from the A-E firm for the comments. Project drawings shall be final and complete with all elements thoroughly checked and coordinated. All elements of the work shall be properly coordinated to insure that there are no conflicts between all portions of the work.

Drawings shall be prepared in order to avoid errors, omissions, inadequacies or conflicts with the specifications.

5.6. Electronic copies: All the electronic copies of drawings, specifications and other project documents shall be on a CD-ROM or DVD-ROM utilizing Adobe Acrobat PDF, Microsoft Word 2016, Microsoft Excel 2016 and AutoCAD 2020. Final CD-ROM or DVD-ROM must be labeled as follows:

a. Project number

b. Project name

c. Date

d. Contractor's name

e. A-E Firm name

f. Antivirus name used for the file scanning

g. Sequence number if there are multiple volumes

5.7. Appropriate Signatures: Each final drawing shall be signed by the Designer of Record (DOR). The project shall be validated by the organizations of MAB involved on the project with a signature on the cover sheet. To expedite this process, the A-E firm shall send the original drawing of the cover sheet on polyester with the third submission and it shall be returned to the A-E prior to the fourth submission with the required signatures.

5.8. Requirements for Drawings:

5.8.1. Lettering and Shading: The minimum size lettering on all project drawings shall be

2.5 mm high. Make minimum gap between lines equal to one-half the letter height. Shading is not acceptable.

5.8.2. Scales: Locate it directly under the title of each plan, elevation, section and detail and shall be an indication of the scale of the object drawn (example: SCALE 1:100) on the metric system unless otherwise approved. In addition to the conventional scales, and directly to the left of the title block, shall be a series of graphic scales, which shall include every scale used on the sheet. Scales shall be placed in sequence according to size with the smallest uppermost. If it is not sufficient to place all scales on one sheet, each sheet must be treated independently, as the drawings used usually are reduced in size and not always at scaled. For these reasons, it is imperative that graphic scales be shown.

5.8.3. Title Blocks: Sample of title block is available at MAB, Bldg. 202, Design Section.

5.8.4. Arrangement of Drawings: Drawings shall be arranged and comply with the Architecture/Engineering/Construction (A/E/C) Computer-Aid Design (CAD) Standard – Release

6.0 prepared by the CAD/Building Information Modeling (BIM) Technology Center.

5.8.5. Register number: All drawing sheet shall be incorporated in its title box the register number record provided by MAB Civil Engineering (CE) specific for each project.

5.8.6. Drawing Orientation: The orientation of drawings shall be arranged with North toward the top (or left edge, if better suited) of the plotted sheet and perpendicular to the sheet borderline. On individual sheets, if the shape of the area dictates, the North symbol can be oriented between these directions to accommodate the site. For example, on drawings having excessive longitudinal but limited lateral dimensions, such as those for roads and railroads, the North symbol can be oriented obliquely to make the best use of available space. All drawings of the same discipline shall be consistent in orientation in so far as practicable.

5.8.7. Geographic Information System (GIS) Master Plan: Coordinate with Geobase Office for requirements on GIS drawings and obtaining initial site plans for GIS survey.

5.9. Requirements for Specifications:

5.9.1. Project Specifications Preparation: Project specifications shall be as brief as possible, definite, and free of ambiguities and omissions, which might result in controversies and claims for additional compensations. For construction projects, which involve interruptions of existing facilities operations or major utility usage, it is the Contractor's responsibility to discuss the required outages and interruptions with the Contracting Officer or authorized representative and operations personnel to establish a construction schedule for these interruptions in the contract specifications. In order to provide conformity in reproduction of specifications, it is requested that all sketches, which are to be bound as a page in the specifications, be drawn on a sheet of A4 page size with 1.25 cm margin on all sides.

5.9.2. Standard Specifications. The guideline for the specifications shall the Unified Facilities Guide Specifications (UFGS) and the Spanish "Pliego de Prescripciones Técnicas Generales para Obras de Carreteras y Puentes" (PG-3). Maximum use shall be made of standard specifications, materials and methods of construction available in Spain (for example, Una Norma Española (UNE), among others). Federal and Military Specifications and other standards such as American Society for Testing Material (ASTM), American Association of State Highway Officials (AASHO) shall not be used, except where otherwise specified in this document, if the products or the methods described are not available in Spain or are not common practice in the local construction industry, unless there is a requirement for use of such product or method (i.e.; US standard electrical devices). In general, the materials shall meet all necessary requirements and be specified briefly in the project specifications.

5.10. Correspondence: The Contractor shall forward all correspondence pertaining to this contract to the MAB Contracting Officer or authorized representative including submittal packages, minutes of meetings and all pertinent documents. The only exception to this requirement is the 100% submittal, which shall be delivered directly to CE of MAB.

5.11. Minutes. The Contractor is responsible for recording, typing, and preparing the meeting minutes of all design review meetings for their distribution.

5.12. Documents in PDF Format: The computer files in Adobe Acrobat shall be provided without document security method and restrictions. The files in Adobe Acrobat shall have text recognition to be able to search and copy the text.

5.13. Coordinates: The coordinates shall be delivered in the Universal Transverse Mercator (UTM) coordinate system based on the World Geodetic System 1984 (WGS 84) datum. MAB is located within UTM Zone 30 North. The orthometric height shall be delivered based on WGS 84 (G873) Epoch 1999.6 Ellipsoid Height and Earth Gravity Model 1996 (EGM 96). Plan, etc. shall be developed in accordance with the UTM coordinates, i. e. georeferenced.

5.14. Transmittal Letter: A signed transmittal sheet in both hardcopy and electronic formats must be delivered for each design package. The electronic format shall be in Adobe Acrobat format.

The transmittal sheets shall indicate the delivered documents, indicating list of file names and file descriptions by media volume. The transmittal sheets shall indicate that all delivery files on the media are free of known computer viruses, including the name(s) of the virus scanning software and the date when the files were scanned.

6. COORDINATION: The Contracting Officer or authorized representative, in coordination with his technical representative, shall establish liaison between the Contractor and all US Government agencies for general and detailed technical information necessary to completing the terms of the contract. The Contracting Officer or authorized representative, in conjunction with the technical representative, shall assist the Contractor to gain access to Base and facilities necessary to complete the terms of the contract.

7. MATERIALS TO BE MADE AVAILABLE BY THE GOVERNMENT PRIOR TO

DESIGN START: The Government shall provide the Contractor with the following materials prior to design start:

1. Existing record drawings necessary for design.

2. Existing facility as-built drawings necessary for design.

3. Project register number, title block and drawing frame to be used for final contract drawings in AutoCAD 2020 format.

4. Key Map of Spain, Vicinity Plan, Base Map, Reference Key, logos, drawing schedule table and project coordination table for the cover sheet in AutoCAD 2020 format.

5. AutoCAD seed files, color table, font resource files used for the creation of AutoCAD design files.

6. A sample of Cover Sheet and Second Sheet. These samples are to be strictly adhered to when formatting the cover and second sheets for each project. The Contractor shall be required to edit the list of abbreviations.

7. Vicinity, Location and Base information for the project location in Environmental Systems Research Institute (ESRI) Geodatabase, as well as reference control points in UTM WGS 84 coordinates system.

8. Standard specification cover sheet.

9. Files of existing site and facilities’ plans, details and utility plan files shall be made available to the Contractor. The Contractor shall research the files of all applicable drawings and generate a list of any document that is deemed necessary.

The Government shall provide copies of the drawings within 72 working hours of the Contractor's request. All provided drawings in either hardcopy or electronic formats are record drawings and not as-built drawings. The Air Force shall provide one A1 paper size copy of each drawing required by the contractor. Any additional copies of any one particular drawing shall be at a reduced scale, normally half size.

PART 5 - PERFORMANCE TECHNICAL SPECIFICATIONS

1. CIVIL WORKS

1.1. Demolition works shall be carried out in accordance with the Spanish "Real Decreto 105/2008, Producción y Gestión de los Residuos de Construcción y Demolición" dated on 1 February,, "Ley 22/2011, Residuos y Suelos Contaminados" dated on 28 July, "Orden MAM/304/2002, Operaciones de Valorización y Eliminación de Residuos y la Lista Europea de Residuos" dated on 8 February, "Catálogo de Residuos de Andalucía" dated on 2013 and "Decreto 73/2012, Reglamento de Residuos de Andalucía" dated on 20 March.

1.2. Frangible barriers shall be in accordance with Part 6 of Aerodrome Design Manual (Doc 9157) of ICAO.

1.3. Unserviceability lights shall be in accordance with Volume I of Annex 14 of ICAO.

1.4. Markings shall be in accordance with Volume I of Annex 14 and Part 4 of Aerodrome Design Manual (Doc 9157) of ICAO, Standarization Agreement (STANAG) 3158 of NATO and UFC 3-260-04 of DoD.

1.5. Paint for the markings shall meet the requirements of the standard 164415B of the Spanish "Instituto Nacional de Técnica Aeroespacial" (INTA), Volume I of Annex 14 of ICAO and STANAG 3158 and 3711 of…
