QUESTIONS AND ANSWERS
19-1006 RPR RWY Edges & Shoulders Solicitation: FA5575-21-R-0001
Question 1: Please confirm a Bid Bond or Irrevocable Letter of Credit is required to be submitted with this proposal. If one or the other is required, please confirm the amount of Bid
Bond required
Answer 1: Offerors don’t have to submit a bid bond or Irrevocable Letter of Credit with the their proposal. However, they do have to submit a Bank Letter of Guaranteed 10 days after contract award.
An amendment will be made to remove Clause 52.228-14 Irrevocable Letter of Credit.
Question 2: We respectfully request a 10 day time extension to better study the provided conceptual drawings and specs to be better able to execute required proposal design that will allow a more responsive and reasonable cost proposal and schedule to the government.
Answer 2: Proposal due date will be extended by an additional 3 days, to 3 May 2021 at 1300 hrs local time. Questions due date will be extended to 22 April 2021 at 1300 hrs local time. An amendment will be made to reflect the changes.
Question 3: Is Section K required to be submitted with proposal?
Answer: There is nothing in Section K. Please look at Section L, Part II – Technical Proposal, C.1. Classification Certificates. The requested certificates shall be submitted with the proposal.
Question 4: Must the proposal be submitted by e-mail and hand delivered CD? Or is it allowed to be one or the other?
Answer 4: It can be either or. Section L, Under Proposal Format and Submission Instruction, outlines how the proposal shall be submitted. If you choose to drop off your proposal, there is a drop-off box in building 106 Contracting Office that will time stamp it. Contact us if you wish to drop-off your proposal.
Question 5: Is the offeror required to be registered in SAM?
Answer 5: Yes, award will be made to companies that are register to do business with the U.S.
Government.
Question 6: Is the offeror required to have a CAGE or NCAGE code?
Answer 6: Either or, as long as your company is register to do business in Spain. Note: U.S.
Business/organizations are assigned CAGE codes while Non-U.S Business/organizations are given NCAGE codes.
Question 7: Is the offeror required to have a DUNS number?
Answer 7: Yes.
Question 8: Is there a year limitation for Past Performance? Meaning must the provided past projects have been completed within a certain amount of past years?
Answer 8: 5 Years.
Question 9: If 2 companies are in the process of forming and UTE or US JV, can these companies submit as such as long as the UTE or JV is legally in place by time of award?
Answer 9: Per Section L, Part I – Contract Documentation and Price Proposal, C. Letters of
Agreement: The offeror shall provide Letter of Agreement (LOA) signed by both parties for all teaming partnerships, joint ventures, A/E Firm partnerships or significant subcontractors that will be performing as part of this contract. LOA's not signed by both parties will not be accepted.
Changes will not be permitted after contract award without a valid justification and approval from the Contracting Officer.
NO. UTE or JV LOA must be in place at the time the proposal is submitted.
Question 10: For Past Experience are HMA highway paving projects considered similar type and scope to this project ?
Answer 10: Only the HMA highway projects using the material transfer vehicle (MTV) equipment shall be considered similar type and scope to this project. If the contractors submit
HMA highway paving projects, the type and use of MTV must be indicated.
