Solicitation: FA5575-21-R-0001
Reference: Proposal Submittal per E-Mail.
Question 1: What is the size limitation (in MB) per E-Mail that Offerors should consider?
Answer 1: Our email limitation is 10MB.
Reference: Runway Operational During Project Works
Question 2: Could the Government please provide a rough schedule of the flights per day.
Answer 2: No. This will be discuss with the contractor who is awarded the contract.
Question 3: Could the Government please provide an estimation of the average number of interruptions to the construction works due to the flights per day?
Answer 3: No. This will be discuss with the contractor who is awarded the contract.
Question 4: Could the Government please provide how long (how many minutes) would each interruption normally last?
Answer 4: No. This will be discuss with the contractor who is awarded the contract.
Question 5: Could the Government please provide historical data on the number of flights per day for the airport at Moron Air Base?
Answer 5: No. This will be discuss with the contractor who is awarded the contract.

Question 6: Will the Government allow the contractor to mobilize an asphalt plant and a concrete batch plant at a safe distance from the jobsite (at an area designated by USAFE or the airport authorities)?
Answer 6: The Spanish Air Force has authorized the installation of mobile concrete plants on
Base in the past. There is no record of any request for the installation of mobile asphalt plants on Base in the past. The request for the installation of mobile concrete/asphalt plants on Base has to be submitted by the contractor during the design phase. The Spanish Air Force is the approval authority for that request. USAF cannot guarantee that the Spanish Air Force will authorize the installation of the mobile plant on Base.

Question 7: Will Government accept insurance in lieu of a bank letter of guarantee and a contract bond, still equal to 10% of the awarded amount?
Answer 7: The Government will accept a letter of guarantee or bond backed by an insurance company for the same amount and characteristics as required by the contract.
Question 8: Could the GOV specify the minimum runway long needed to operate the airfield?
Answer 8: No, the required runway length depends on the aircraft to take-off or land and its weight. Which aircraft will operate during the runway repair is not known as of today.
