Amendment 0017 is being written to make the following updates.
A. The solicitation closing for line items 0207 through 0232 has been extended. Proposals for 0207 through 0232 are due Tuesday, April 27, 2021 at 8:30 PM EST, local Fort Belvoir, Virginia time.
B. Below are questions and answers to address questions DLA Energy has received regarding Amendment 0015.
1.Question: DLA Energy has been asked why Amendment 0015 only allows updated pricing from offerors that submitted offers previously.
Government Answer: Amendment 0015 was issued in response to a decision by the Government Accountability Office (GAO) finding an error in the price evaluation that DLA Energy had conduct in making its original awards. GAO recommended that DLA Energy clarify how it intended to evaluate prices and allow offeror a chance to submit revised proposals.
Consistent with GAO’s recommendation, Amendment 0015 allows for revised price proposals for the line items subject to the protest. Amendment 0015 is intended to allow a correction of an adjudged error in the prior evaluation, not to seek new proposals.
2. Question: DLA Energy has been asked to clarify the set-aside status of the new line items.
Government Answer: Amendment 0015 assigned new line item numbers as a matter of administrative convenience only. The set-aside status of a requirement remains unchanged as a result of the renumbering. If a requirement was set aside for small businesses previously, it remains set aside for small businesses notwithstanding the renumbering.
C. Line items 0233 through 0267 are added to solicitation SPE605-20-R-0222, as reflected in ATTACHMENT R – Schedule of Supplies, Solicitation Line Items 233 - 0267.
a. Line item 0239 is Set-Aside for small businesses.
b. All other line items added under Amendment 0017 are being solicited as full and open, unrestricted.
c. The period of performance for line items 0266 through 0267 is “10/01/2021 – 09/30/2025”.
d. The period of performance for all other line items is “Date of Award – 09/30/2025”.
D. All pricing for line items 0233 through 0267 shall be submitted through the Posts, Camps and Stations (PC&S) Offer Entry Tool (OET). Reference the original solicitation, Special Instructions (page 2) for pricing submission in OET.
NOTE: Pricing for line items 0207 through 0232 will be submitted in accordance with Amendment 0015, paragraph 14 and further clarified by Amendment 0016, paragraph 4 (d) and (e).

1. Vendor Question: in the original Solicitation and following amendments Clin #106 Ketchikan Lower Base requirement of DS1 was waived because ULSD #1 is not available on Island. Typically only ULSD #2 is available although if colder temperatures do occur then a blend of ULSD # 1 and #2 (Winter Blend) would be delivered. Is that exception still available or do we need to offer to supply on DS1 (ULSD #1)?
Government Answer: As stated in AMD 0009, the customer will accept DS2. The customer has also stated that they will accept a blended product when DS2 is not available.
S. Except as provided in this Amendment, all other provisions and terms of Solicitation SPE605-20-R-0222, including all previous Amendments remain unchanged.
