About this file
This amendment modifies a solicitation for petroleum fuel products in Alaska. The solicitation seeks pricing for gasoline, diesel, and other petroleum products for delivery to multiple military and federal locations. Pricing must include all applicable taxes and fees and be submitted directly to contracting officers by email using the provided price sheet attachment. Exemption requests for tax relief may be submitted after award. Vendors are responsible for including accurate tax and fee amounts in their pricing. The amendment also changes the reference index for one diesel item and provides points of contact for any solicitation questions.

2. The Federal Government is NOT EXEMPT from paying FET taxes on gasoline and diesel products unless it can be proven that the fuel will not be used on road. However, for this solicitation all vendors are required to submit their pricing for gasoline and diesel line items with taxes included.
Vendors are reminded that they can submit a request for an exemption certificate AFTER contract award. When vendors request exemption certificates for tax exemption, they are required to provide documentation from the customer that specifies the fuel product and the corresponding line item that the exemption will be used against. This documentation must be submitted to the Contracting Officer along with their request for the exemption certificate.
3. The Government is NOT EXEMPT from paying other local or state taxes.
4. The Federal Government is NOT EXEMPT from paying Federal Oil Spill Liability Trust Fund Fee, the Federal Leaking Underground Storage Tank (LUST) Fee; and State and Local environmental taxes/fees, oil spill taxes, and inspection fees.
5. Reference Amendment 0009, paragraph 2.
Vendors are reminded to do their due diligence to determine what taxes and/or fees plus the dollar amount of said taxes and/or fees are to be included in their prices.
Vendors are responsible for submitting the correct dollar amount of taxes and/or fees. DLA Energy will not modify the amount of taxes the vendor has submitted for each line item after contract award. If the vendor mistakenly submits the wrong dollar amount of taxes and/or fees, the contract will not be modified after contract award. If vendors do not include all applicable taxes and/or fees, the vendor will be required to absorb those taxes and/or fees.
6. Reference line item 0169. The Government’s Preferred Base Reference Index for line item 0169 has changed (see below). The Base Reference Date remains 17 JAN 2020.
- New Base Government Base Reference Index: OPIS Fairbanks ULS No. 1
- New Base Reference Price: $2.4067
7. Except as provided in his Amendment, all other provisions and terms of Solicitation SPE605-20-R-0222, including all previous Amendments remain unchanged.
