About this file
This amendment modifies a solicitation for direct delivery of petroleum fuel products to multiple locations in Alaska. The amendment reopens bidding for six line items, including gasoline, diesel, and jet fuel products, with revised specifications and delivery requirements. Offerors must propose fixed prices for all reopened line items and describe an alternative fuel delivery method for one location where pier repairs prevent barge access. Proposals are due by May 29 for evaluation and award of a fixed-price contract, with economic price adjustments, to the responsible offeror presenting the most advantageous offer with reasonable price and technical approach.

4.This Amendment hereby adds line items 0204, 0205, and 0206 to Solicitation SPE605-20-R-0222. Line items 0017, 0076, 0131, 0204, 0205, and 0206 are for delivery to Eareckson Air Station on the remote island of Shemya.
5.Offerors are hereby notified that line items 0017, 0076, 0131, 0204, 0205, and 0206 will be evaluated and awarded together. Offerors must submit a proposal for all products solicited for line items 0017, 0076, 0131, 0204, 0205, and 0206. An offeror that fails to submit a proposal for 0017, 0076, 0131, 0204, 0205, and 0206 for Eareckson Air Station will be ineligible for award at this location.
6.As stated in Amendment 0004, offerors are hereby notified that Eareckson Air Station, on the remote island of Shemya, is undergoing weather-related repair to its pier. A Government-provided dock for barge delivery for line items 0017, 0076, and 0131 will not be available while the Eareckson Air Station pier is undergoing repair. Due to potential hazards, no anchoring will be authorized in Alcan Harbor until a cleared area for berthing is established.
While the pier is undergoing repair, beach landing delivery will be required, which may also be vulnerable to weather or pier/dock repair and construction. Beach landing deliveries will require coordination with the United States Air Force Pacific Regional Support Center for receiving point instructions and certain filter system requirements to accommodate fuel deliveries. The Government intends to order fuel products under line items 0017, 0076, and 0131 when the Eareckson Air Station pier is fully functional and capable of receiving fuel delivery by barge. The Government intends to order fuel products under line items 0204, 0205, and 0206 only while the Eareckson Air Station pier is undergoing repair.
7.Section F is modified as follows:
•The following applies to line items 0204, 0205, and 0206 while the Eareckson Air Station pier is undergoing repair:
The contractor will provide all labor, materials, equipment, permits, licensing, training for contractor employees, and expertise to perform its proposed approach for fuel delivery at its expense unless otherwise specified by the Government in the contract.
The contractor will be responsible for its fuel delivery operations, maintenance, repair, and emergency environmental response in accordance with best commercial practices as required without delay or demurrage.
8.Section L is modified as follows:
•For line items 0204, 0205, and 0206: Offerors must submit proposals that include an alternative method for fuel delivery other than barge to Eareckson Air Station on Shemya Island while the pier is undergoing repair, which includes a fuel delivery methodology, fuel delivery contingencies, and feasibility assessment. Offeror’s proposed alternative method of delivery should include beach delivery landing outside of Alcan Harbor since no anchoring will be authorized while the Eareckson Air Station pier is undergoing repair.
•Only while the Eareckson Air Station pier is undergoing repair, the contractor will be required to deliver using the alternative method for delivering fuel for line items 0204, 0205, and 0206. The following applies to line items 0204, 0205, and 0206 while the Eareckson Air Station pier is undergoing repair:
The contractor will provide all labor, materials, equipment, permits, licensing, training for contractor employees, and expertise to perform its proposed approach for fuel delivery at its expense unless otherwise specified by the Government in the contract.
The contractor will be responsible for its fuel delivery operations, maintenance, repair, and emergency environmental response in accordance with best commercial practices as required without delay or demurrage.
9.The following subfactor has been added under FACTOR 2: TECHNICAL CAPABILITY and applies to line items 0204, 0205, and 0206 only.
SUBFACTOR: PROPOSED ALTERNATIVE METHOD FOR FUEL DELIVERY (Applies only to line items 0204, 0205, and 0206.)
•Offeror’s proposed approach for fuel delivery must be comprehensive and include a detailed description of the lead
CONTINUATION SHEET REFERENCE NO. OF DOCUMENT BEING CONTINUED: PAGE 6 OF 6 PAGES
SPE60520R0222 - 0010
time for delivery, what access is required, limitations, restrictions, and potential delays or impediments.
•The Government will evaluate an offeror’s proposed alternative method for fuel delivery on an Acceptable/Unacceptable basis.
•In order to be considered for award, an offeror’s proposed alternative method for fuel delivery must be Acceptable.
•An offeror’s proposed alternative method for fuel delivery will be deemed Acceptable if the proposal demonstrates the offeror’s understanding of, and capability to provide a sound approach for fuel delivery, anticipated contingencies, and feasibility by other than barge delivery to a Government-provided dock while the pier at Eareckson Air Station is undergoing repair, and in performing the solicitation requirements.
•An offeror’s proposed alternative method for fuel delivery will be deemed Unacceptable if it does not meet the requirements of the solicitation. An offeror receiving an Unacceptable rating for its proposed alternative method for fuel delivery will not be considered for award of line items 0204, 0205, and 0206.
10.Line items 0017, 0076, 0131, 0204, 0205, and 0206 will be evaluated and awarded together as follows: The Government will evaluate price for line items 0017, 0076, 0131, 0204, 0205, and 0206 as stated under FACTOR 1: PRICE except that line items 0017, 0076, 0131, 0204, 0205, and 0206 be evaluated and awarded together. Offered prices for line items 0204, 0205, and 0206 must be fixed-price, and include taxes for which the Government is not exempt, and all costs associated with the offeror’s proposed alternative method for fuel delivery, fuel delivery contingencies, and feasibility assessment. The Government will not be responsible for compensating the contractor for costs not included in its proposed prices. The Government will evaluate line items 0017, 0076, 0131, 0204, 0205, and 0206 by determining the estimated total price for all requirements as solicited for Eareckson Air Station. The estimated total price for Eareckson Air Station will be calculated as follows:
For purposes of evaluation only, DLA Energy will be using a 50/50 calculation of the cost for each delivery method (50% barge and 50% alternative method). The vendor’s proposed price for each line item will be multiplied by the corresponding estimated quantity. The estimated total cost for line items 0017, 0076, and 0131 will be added together to represent the barge delivery method. The estimated total cost for line items 0204, 0205, and 0206 will be added together to represent the alternate delivery method. The Contracting Officer will take 50% of the estimated total cost of each delivery method and add them together for a comprehensive estimated total cost.
Award will be made to the lowest estimated price for all of the requirement as solicited for Eareckson Air Station.
11.Proposals for line items 0017, 0076, 0131, 0204, 0205, and 0206 must be received no later than May 29, 2020 at 8:30 PM EST, local Fort Belvoir time. Any proposals for line items 0017, 0076, 0131, 0204, 0205, and 0206 received after May 29, 2020 at 8:30 PM EST, local Fort Belvoir time will be considered “late.” Offeror(s) assume all risk for any delay in the transmission of their proposals. All offerors are encouraged to review paragraph (f) of FAR 52.212-1
INSTRUCTIONS TO OFFERORS – COMMERCIAL ITEMS (OCT 2018).
12.Except for line items 0017, 0076, 0131, 0204, 0205, and 0206, all line items under Solicitation SPE605-20-R-0222 will continue to be evaluated and awarded on a line item-by-line item basis under FACTOR 1: PRICE where each line item will be evaluated and awarded independently from all other line items.
13.Except as provided in this Amendment, all other provisions and terms of Solicitation SPE605-20-R-0222, including all previous Amendments, remain unchanged.
14.The date and time for submission of proposals for line items 0017, 0076, 0131, 0204, 0205, and 0206 is May 29, 2020 at 8:30 PM EST, local Fort Belvoir time.
