About this file
This document is an amendment to a solicitation for petroleum fuel products in Alaska. The Defense Logistics Agency Energy seeks to award multiple fixed-price contracts with economic price adjustments for direct delivery of fuels to various posts, camps and stations from October 2021 through September 2025. The amendment clarifies that the preferred escalators are listed in Attachment M rather than the incorrect escalators in Attachment L, which will be updated. It adds Attachment Q for vendors to provide alternate escalators. Vendors must submit pricing in the Attachment N spreadsheet only and not via the OET system. The amendment answers vendor questions about calculating the 12-month average reference price and confirms the anticipated period of performance.

1. The escalators listed in Attachment M are the Governments Preferred escalators. The escalators listed with each line item in Attachment L (Schedule) are not correct and will be updated in a future amendment.
2. Section J has been updated to include: Attachment Q – 2021 Updated Posting Worksheet
3. Vendors wishing to use alternate escalators shall complete and submit Attachment Q – 2021 Updated Posting Worksheet with their offers. NOTE: Attachment “O” will not be issued.
4. Below are vendor questions and answers.
a) Vendor Question: Will the Government please advise which Escalators are preferred by the Government? Amendment 15, Attachment L and M are not consistent with one another.
Government Answer: The escalators for the line items listed in Attachment L are not valid. The escalators that have been printed out as part of the schedule in Attachment L will be updated to the escalators listed in Attachment M. To clarify, the escalators listed in Attachment M are the Governments Preferred escalators. The escalators in the schedule (in Attachment L) will be updated in future amendment.
b) Will you please confirm the anticipated Period of Performance (PoP) for this group of CLINS is 1 JUL 2021 to 30 SEP 2025 – it is not consistently detailed throughout the materials provided.
Government Answer: The period of performance for the line items listed in Attachment L will be 10-01-2021 through 09-30-2025. We anticipate having the award decision made NLT September 1, 2021.
c) Vendor Question: Can you clarify how the 12 month average is calculated? Is it an average of the prior 365 days up to the reference date or do you average it month by month and then average the 12 months to get the calculation?
Government Answer: The average of the 365 days for the full 12 months preceding the base reference date, not the average of 12 monthly averages.
Specifically, the average is the posting price for the full 12 months preceding the base reference date. The 12 month average shall be calculated by determining the mean of the effective prices for each day from 2/1/20 - 1/31/21.
Each day during the 12 month period described above starting with 2/20. If the Effective price remained unchanged from the day prior, you do not need to enter a price for that date. The price only needs to be entered for dates when a new price is in effect.
d) Vendor Question: I assume that we will be emailing I the pricing and excel spreadsheet and not using the OET system, correct?
Government Answer: Vendors will NOT submit any pricing in OET. Vendors shall enter all pricing in the Excel spread sheet titled “Attachment N – Pricing Submission Spread Sheet”.
e) Clarify that vendors will not be using OET to input their pricing. They will be completing attachment N and submitting that with their pricing.
Government Answer: Vendors will NOT submit any pricing in OET. Vendors shall enter all pricing in the Excel spread sheet titled “Attachment N – Pricing Submission Spread Sheet”.
5. Except as provided in this Amendment, all other provisions and terms of Solicitation SPE605-20-R-0222, including all previous Amendments remain unchanged.
