About this file
This amendment modifies a solicitation for the supply of petroleum fuel products to locations in Alaska. The Defense Logistics Agency Energy seeks gasoline, diesel, and jet fuel (JP-8) to be delivered by barge or alternative methods to various sites, including Teller and Goodnews Bay native corporations, King Salmon Airport, and Eareckson Air Force Station on Shemya Island. The amendment provides updated product descriptions and delivery details for several line items. It also notes damage to the pier at Eareckson AFS requiring alternative delivery approaches, to be addressed in future amendments. Pricing will be fixed rate with economic adjustment tied to standard fuel indexes. Offer responses are due by April 6, 2020 for most items, while proposals for Eareckson AFS will be submitted separately after additional amendments. The solicitation involves set-asides for small businesses and Native corporations.

2) Reference Amendment 0003 (#1, b). The line item in paragraph b, should be line item 201 (not 200).
3) Reference Amendment 0003. Line items 0200, 0201, and 0200 are set‐aside for small businesses.
4) All vendors must have NAICS Code 324110 Petroleum Refineries as a selected NAICS code in SAM.
5) Reference F16.04 BARGE UNLOADING CONDITIONS (ALASKA PC&S)(DLA ENERGY JAN 2012). Page
57.
In accordance with paragraph (f)(3), for delays after the commencement of laytime that is attributable to circumstances beyond the control of the contractor or the Government, the Government will pay one half (50%) of the total demurrage charges/costs.
In the past, this office (DLA Energy‐FEPAB) has paid 100% of the demurrage charges/costs for delays outside of the control of the vendor or the Government. This office will no longer pay 100% of the demurrage costs/charges for circumstances beyond the control of the vendor or the Government.
The vendor and the Government will split the charges/costs (a 50/50 split) of the total demurrage charges/costs. This action will align this office’s business practices with the business practices of other business units within DLA Energy.
For example, poor weather conditions are the reason for the delay of offloading fuel; the offloading was delayed for 25 hours. The vendor charges $1,000/hour for demurrage for a total demurrage charge/cost to the Government of $25,000.00. The hours and total charge/costs of the demurrage would be a 50/50 split; both parties will split the total charge/costs of the demurrage and the Government would pay $12,500.00.
As the Question and Answer period for this solicitation closed on Friday, March 27, 2020 and this solicitation closes on Monday, April 6, 2020 and, questions/concerns relating to demurrage, vendors should list those concerns within their proposal and these question/concerns will be addressed during negotiations.
6) Reference line items 0017 (MUR), 0076 (JP8), and 0131 (DS1); location: Eareckson Air Force Station (AFS) on Shemya Island, Alaska.
a. Currently the pier at Shemya has sustained major damage due to a strong winter storm in the
Bering Sea earlier this year. The pier at Eareckson is the only dock on the island and is the means by which petroleum and all other classes of supply are received. The pier requires extensive/lengthy repairs.
b. Due to the damage at the pier, “normal” barge deliveries are not possible. There are plans for repairing the pier; however, the repairs will be lengthy. At this time, it is not known how long the repairs will take.
c. Because the Government does not know how long the repairs to the pier will take, the
Government is going to have six (6) line items for the Eareckson/Shemya requirement.
Currently the three (3) line items that are listed on the solicitation (0017, 0076, and 0131) have a narrative for a “normal” barge delivery. In a future amendment, three (3) more line items added for the Eareckson/Shemya requirement that will have a narrative that will discuss the delivery that takes the damage to the pier into consideration. The three (3) new line items will be for the same products as the current line items: MUR, JP8, and DS1.
d. There will be two (2) different scenarios for delivery for the Eareckson/Sheyma location utilizing two (2) different delivery methods.
(I) The first method of delivery, and is the preferred method, is a “normal” barge delivery, meaning the scenario for delivery would be: the repairs to the pier are complete and a “normal” barge delivery is possible (in other words, the delivery would be business as usual for a barge delivery to Shemya). Vendors submitting proposals for line items 0017, 0076, and 0131 will submit proposals using a “normal” barge delivery.
(II) For the second delivery method, vendors are asked to submit proposals using an alternative delivery method that would take into consideration the current condition (damage) of the pier. The alternative delivery method would be method chosen by the vendor; the Government does not have a preferred “alternative” method, it is purely the choice of the vendor. A detailed description of the methodology must be provided in the proposal. This alternative method would be the method used for delivering the same three (3) fuel products currently required in the solicitation (MUR, JP8, and DS1).
DLA Energy is currently working on technical issues the establish the line item numbers that will be used for the alternative delivery method and will be named in a future amendment.
When preparing proposals for the Eareckson/Shemya line items using an alternative delivery method, vendors should take into consideration the below information.
i. A construction contract is being coordinated to temporarily fix the pier (in
CY2020) to accommodate berthing and to retrieve located pier debris from the ocean floor which could be a navigational hazard.
ii. Due to potential UXO hazards, no anchoring is recommended in Alcan Harbor area unless a cleared area is established.
iii. In 2021/2022, it may be necessary to have early or modified delivery of the fuel required for the year due to pier construction. There is a possibility that beach landing delivery may be required, which could be caused by yet future storm impact on an already vulnerable pier or major problem with repairs.
iv. Fuel vendor is to presume construction on pier will be taking place and coordination for wharfing fueling operations will be required, POC is USAF Pacific Regional Support Center.
v. If new construction or further extensive repair construction is required, modified delivery schedules and beach landing deliveries may be required which would have new receiving points and need a filter system to account for the delivered flow.
e. Vendors who do not submit proposals for line items 0017, 0076, or 131, will not be permitted to submit offers on the pending three (3) line items for the alternative delivery method described above. In other words, you must submit an offer on the line items already listed for Eareckson/Shemya to be able to submit an offer for the forthcoming line items for Eareckson
AFS.
NOTE: The current Eareckson AFS line items are not “all or none” line items. In other word vendors do not have to submit an offer on all three (3) line items. However, if a vendor only submits a proposal for line item 0076 (JP8), when the new line items for Eareckson AFS are posted, the vendor can only submit an offer for the JP8 line item (using an alternative delivery method); the vendor will not be allowed to submit a proposal for the MUR or the DS1 that’s delivered using an alternative delivery method.
f. Proposals for Eareckson AFS line items will NOT be submitted using the Offerors Entry Tool (OET). Proposals for ALL Eareckson AFS/Shemya line items will be submitted manually via email to DLA Energy POCs: Kimberly.Binns@dla.mil; Georgia.Dotson@dla.mil, Christopher.Reed@dla.mil, and DLAENERGYFEPAB@dla.mil.
g. As proposals for Eareckson AFS/Shemya line items will be submitted via email, vendors will be required to submit their pricing using a Price Data Sheet, which will be an attachment that will be provided in a future amendment.
h. IMPORTANT: The proposal submission deadline for line items 0017, 0076, and 0131 is extended. The proposals for line items 0017, 0076, and 0131 will be submitted at the same time as the proposals for the alternative delivery methods. As of this amendment, there has been no decision made on the date of proposal submission. The proposal submission date will be announced in a future amendment.
i. More detailed information concerning line items for Eareckson AFS will be forthcoming in a future amendment.
