About this file
This amendment modifies a solicitation for direct delivery petroleum fuel products in Alaska. The Defense Logistics Agency Energy seeks to award fixed-price contracts with economic price adjustments for multiple fuel types including diesel, gasoline, and jet fuel to be delivered to bases, camps, and stations. Vendors must price all products in OET including all applicable taxes and fees, and can submit alternate escalators or product recommendations with justification. The amendment provides additional guidance on fuel specifications, delivery locations, and response requirements including Representations and Certifications and exception explanations.

Vendors are SOLELY responsible for identifying exemptions from or exceptions to Federal petroleum‐related taxes AND notifying the DLA of the exemption or exception. For example, vendors identifying fuel that is used for certain non‐taxable uses must notify the Contracting Officer if they wish to have an exemption certificate for that fuel.
Vendors shall submit requests for exemption certificates in writing to the Contracting Officer.
Vendors shall also submit written documentation from the customer (using/purchasing the fuel) specifying the type of fuel that the exemption certificate will be used for and provide the corresponding line item where the fuel will be used.
The Contracting Officer will only accept requests for exemption certificates after contract award.
4) If at the time vendors submit their proposal and still have questions/concerns regarding taxes, please address those questions/concerns in your proposal.
5) Reference line items 0106 and 0107. The customer will accept DS2 for all tanks on Base Ketchikan.
4) Reference line items 0009 and 0092. The buildings and tanks are physically onsite at Clear AFS.
5) Reference line item 0175. If DS1 is not available, the customer will accept FS1.
