QUESTION #9: REFERENCE: Solicitation Section L, g. Proposal Volumes, Volume II:

Past Performance, i – Past Performance Questionnaires (PPQ)

STATEMENT: Past Performance Questionnaires (PPQs) (See Section J, Attachment II): (no page limit) Offerors are responsible for distributing the PPQs to their references. The Government will accept no more than three PPQs when received directly from the offeror’s reference, due by the solicitation closing date on the SF1449. The Government will not accept any PPQ responses submitted directly by the offeror. If no past performance is available, the offeror must affirmatively submit a statement.

QUESTION: Request that the most recent CPARS for each reference be acceptable instead of a

PPQ.

ANSWER: CPARS Reports from the last three years can be included as part of Offeror’s Proposal Volume II Past Performance. QUESTION: Does the Government have a preferred proposal placement of a through g, or is this left up to the offerors’ discretion?

ANSWER: The offeror’s proposal shall include the items listed under Request for Proposal Page 124 of 138 item a through g followed by Volumes I and II.

QUESTION #11:

STATEMENT: Paragraph H-0001 of Section H discusses potential for additional guard services to be provided as part of the contract.

QUESTION: Does the Government anticipate additional guard services being required?

ANSWER: No, the government does not anticipate additional guard service being required.

QUESTION #12:

STATEMENT: Section M defines Deficiency, Significant Weakness, and Weakness.

QUESTION: Will the offeror be deemed unacceptable in a subfactor if it receives any of these ratings? Will a weakness require an unacceptable rating by the Government?

ANSWER: Yes, if any of the technical subfactors contain a Deficiency the subfactor will be rated as UNACCEPTABLE. As a result, the overall technical factor rating will be UNACCEPTABLE. Significant weakness and weakness are identified in the technical evaluation. However, offerors are not required to address significant weaknesses or weaknesses nor will it affect the overall rating of the sub-factor.

QUESTION #13:

STATEMENT: In Section M, the Government defines Relevant as “Performance on Government or commercial contracts similar in nature, magnitude, and scope as described in the Performance Work Statement.”

QUESTION: Can the Government provide clarification on the word “similar?” For example, does this include number of gallons pumped and number of aircraft serviced? If so, does the PP have to be at least what is being serviced on the current contract?

QUESTION: Is the Government’s transition period 10 days? If so, due to the requirement to provide COCO vehicles and equipment on the island of Crete, can the Government provide a transition period that would allow for offerors to ship vehicles and equipment to the island post award of the contract. If the Government will not provide adequate transition time, the only offeror that can meet the current turnover requirement(s) is the incumbent.

ANSWER: The contract turnover period is 10 days. It is anticipated that the contract will be awarded a minimum of 12 months before the period of performance start date to allow for the procurement of equipment.

QUESTION #15:

STATEMENT: C-5.2.6 states: “Prepare and ship samples to area laboratories or commercial laboratories as required and document process for tracking purposes/results. Shipping costs shall be the Contractors responsibility and be included in the fixed monthly price.”

including surge demands and simultaneous operations (cold and hot refueling and defueling).

The Contractor provided vehicles must be serviceable to meet mission requirements. See PWS C-5.8.1.3, C-5.8.1.4, C-7.2, C-7.2.1,C-7.2.2, C-7.2.3.

QUESTION #24:

STATEMENT: C-8.1.4 states: “Where required, the Contractor shall provide sufficient special purpose vehicles with appropriate capability to meet the contract requirements for aviation and ground product service.”

QUESTION: Can the Government provide the number and types of vehicles currently being provided to support requirements? Are there any age or mileage requirements for the vehicles?

including surge demands and simultaneous operations (cold and hot refueling and defueling).

The Contractor provided vehicles must be serviceable to meet mission requirements. See PWS C-5.8.1.3, C-5.8.1.4, C-7.2, C-7.2.1,C-7.2.2, C-7.2.3.

QUESTION #25:

QUESTION #27:

STATEMENT: C-4.2.2 states: “The contractor will include in their technical proposal the make, model, manufacture date, capabilities relevant to this PWS, specifications, and maintenance/inspection records of contractor-furnished vehicles and equipment.” Additionally, Section M, Volume I, ii states: ii. “Contractor Furnished Vehicles - (No page limit) Offerors shall include in its technical proposal the make, model, manufacture date, capabilities (relevant to the PWS), specifications, and maintenance/inspection records of Contractor-furnished vehicles and equipment.”

QUESTION: Since these types of vehicles are not readily available on the island of Crete, other than the incumbent’s vehicles, will the Government consider providing an extension to allow offerors to gather this information? Also, will the Government consider providing a defined transition timeline that will allow offerors to procure and ship vehicles to the island?

ANSWER: If the offeror chooses to purchase incumbent’s vehicles or lease vehicles, the offeror must provide the information required IAW PWS C-7.2.2. Contract award is anticipated to be 12 months prior to the period of performance start date, which will allow ample time to procure vehicles.

QUESTION #28:

STATEMENT: Section L states: “Questions relating to the solicitation should be submitted, no later than 3:00 p.m. EST on Jun 1, 2022 to the above contacts. Offerors must reference the Solicitation Number in the subject line of the email. All responses will be provided via an amendment to the solicitation.”

QUESTION: Proposals are due on 8 JUN 2022. Due to the date of the Site Visit and the deadline for questions, as well as the requirement to provide detailed vehicle information, would the Government consider an extension for proposal turn-in?

ANSWER: Please refer to Amendment 0003 for the new deadline. Amendment 0003 is published under Beta.sam.gov.

QUESTION #29:

STATEMENT: Section L, Volume I, I states: ii. “Contractor Furnished Vehicles - (No page limit) Offerors shall include in its technical proposal the make, model, manufacture date, capabilities (relevant to the PWS), specifications, and maintenance/inspection records of Contractor-furnished vehicles and equipment.”

QUESTION: Since new vehicles will not have “maintenance/inspection records,” what information will the USG require if the offeror is proposing new vehicles?

ANSWER: No maintenance records required for “New (2022)” Vehicles.

QUESTION #30:

STATEMENT: It was mentioned during the site visit that a Status of Forces Agreement (SOFA) may apply to this contract.

QUESTION: Can the Government please provide a copy of the SOFA in the solicitation package?

ANSWER: Yes, the Status of Forces Agreement is Attachment 3 of the Q&A.

QUESTION #31:

QUESTION: Are local nationals authorized on this contract? Are there any positions that require U.S. citizens to perform the work? If so, please identify those positions.

ANSWER: IT Contractors must meet the security requirements in accordance with DoD Directive 8500.1, Information Assurance; DoD 5200.2-R and DLAR 5200.11, Personnel Security Program security requirements. See Solicitation clause H-0002 H14.

IT I contractors must have a favorable Single Scope Background Investigation (SSBI).

IT II must have a favorable National Agency Check with Law and Credit Checks (NACLC).

IT III contractors must have a favorable National Agency Check (NAC).

Contractor shall ensure all personnel possess and retain requirements for background checks meeting National Agency Check and Inquiry (NACI) standards or higher as required.

QUESTION #32:

STATEMENT: It was stressed during the site visit that the contractor must perform maintenance on any COCO vehicles/equipment, however, no area was identified suitable to perform the maintenance.

QUESTION: Would the USG consider identifying an area for the contractor to perform maintenance on its vehicles?

ANSWER: There is no identified area to perform maintenance besides the refueler parking area.

QUESTION #33:

STATEMENT: It was mentioned during the site visit that the hydrants on the flight line are a relatively new addition to the site. Also, the fuel distribution information provided to the Government seems to predate the installation of the hydrants.

QUESTION: Can the USG please provide the latest fuel distribution information (i.e. truck, hydrant) to allow offerors to accurately propose the number of vehicles and personnel?

ANSWER: See PWS Appendix M Table 3b.2 Breakdown of aircraft servicing by refuelers and hydrant pits by calendar year for the latest fuel distribution information. Calendar year 2021 was not included due to the global pandemic and the fuel hydrant system being under construction and those numbers do not provide a clear picture of work being performed.

QUESTION #34:

STATEMENT: It was mentioned during the site visit that, “the contractor must be able to deliver Diesel and MOGAS to customers on base and that is mostly the fire department and the Wing.” The numbers for the wing are listed in the PWS.

QUESTION: Can the USG provide the ground fuel distribution information to the Fire Department and any other users not already listed in the PWS?

ANSWER: See PWS Appendix M Table 3b.5 Ground Fuel Customer Deliveries for all the customers and the historical data.

QUESTION #35:

STATEMENT: Table 3a in the PWS identifies 2 confined spaces. However, during the site visit I believe the USG identified 3 confined spaces.

QUESTION: Can the USG please clarify the number of confined spaces and the requirements for working in those spaces?

ANSWER: PWS Appendix M Table 3a General workload information has been updated to reflect 3 confined spaces.

QUESTION #36:

STATEMENT: PWS Paragraph C-5.8.1.3 Contractor Furnished General Purpose Vehicles states: “The Contractor shall provide sufficient general purpose vehicles with appropriate capability to meet the contract requirements including but not limited to escorting fuel deliveries where required, towing bowsers, transporting personnel, and performing expeditor duties as needed.”

QUESTION: During the site visit, it was mentioned that contractors will NOT escort fuel deliveries. Can the USG please clarify?

ANSWER: The Navy will escort delivery trucks on the installation. PWS C-5.2.2 has revised to reflect: ”For tank truck deliveries, the Navy shall escort tank trucks to and from base gate and appropriate storage facilities as required.”

QUESTION #37:

STATEMENT: The current contract has a Fuel Operating Cost provision stating: “Cost of fuel used in fuel servicing vehicles, tanker trucks. and refueling tractor trailers will be reimbursed.”

However, the current solicitation does not include such a provision.

Question: Will the Government reimburse the contractor for the cost of fuel used in their fuel servicing vehicles? If not, please provide the average cost of fuel under the current contract.

ANSWER: Contractor must request a Fuel Purchase Agreement. For FY21 the average annual fuel usage for contractor provided vehicles (general purpose and fuel truck side tanks) is MOGAS 600 USG and Diesel (SFD) 1400 USG. The fuel cost is provided by the offeror and must be included in the monthly use charge CLIN 0001 through CLIN 0009.

However, the Government do not track the average cost of fuel consumed under the current contract. The provision FAR 52.251-1 GOVERNMENT SUPPLY SOURCES (APR 2012) and

DFAR 252.251-7000 ORDERING FROM GOVERNMENT SUPPLY SOURCES (AUG 2012)

(Incorporated By Reference) have included in the solicitation.

QUESTION #38:
