QUESTIONS & ANSWERS 4-6

4. Reference PWS C-5.2.4.2 Organizational Tank Issues: Will there be a requirement to maintain an Organizational Tank Program? If so, how many organizational tanks are located within our scope of responsibility? Who is inspecting Organizational Tanks?

Organizational tank program is managed by local government, contractor is only required to fill organizational tanks per request to dispatch. There are approximately 20 Organizational Tanks that will require to be filled. Page 45 provides the list of the organizational tanks at NAS Souda Bay, Greece.

5. Reference PWS C-5.2.4.3 Retail Service Station Issues: We understand the VIL Key Program is now obsolete across the entire DoD. Are related Souda Bay facilities slated for a GasBoy upgrade?

NAS Souda Bay, Greece is still utilities VIL Keys.

6. Reference PWS Appendix D – Personnel: Can DLA please confirm if the contractor MAY or MUST employ an Assistant Terminal Manager?

Contractor MUST employ an Assistant Terminal Manager on location.

QUESTIONS & ANSWERS 7-9

7. Reference PWS Section C-7.0 Scope, Table 3a: Could DLA please clarify or define what A-3, B-2, and C-2 mean under the Item “Average number of refuels per shift”?

A-3, B-2, and C-2 under PWS Section C-7.0 table 3a Block “Average Number of Refuels per shift” represent each 8 hours shifts per day with total of 3 shifts. The number is the average number of cold refueling done per shift.

8. Reference PWS C-7.1.4.1 Equipment: Can DLA please confirm if fuel consumed by refueling equipment would be reimbursable, or should fuel consumed by refueling equipment be included in Contractor’s bid?

Fuel purchase agreements are authorized at this location for the products stored on base. The Monthly Service Price should include the monthly Fuel Purchase Agreement expenses.

9. Reference Appendix E – Performance Requirements/Fuel Services Delivery Summary reference #9, “Other Performance Requirements/See PWS C-5.9, Appendix M.”

Comment: There is no PWS paragraph C-5.9; please confirm that #9 Requirement/Contract Reference appears in error.

Appendix E, #9, Other Performance Requirements refer to Appendix M only. PWS will be revised removing C-5.9 under Appendix E, #9, Other Performance Requirements.

Questions & Answers 10-12

10. Reference PWS C-7.1.2, Equipment Provisioning Plan and C-6.1.9, Contract Contingency Plan Comment: Both paragraphs mention the use of “hose carts.” Please clarify if the contractor will be using/providing hose carts or pantographs (and see next question regarding pantographs).

Hose carts is a general terminology in NAVAIR 00-80T-109. There are no hose carts utilized in NAS Souda Bay, Greece. PWS will be revised.

11. Reference PWS C-7.1.4.1, Equipment Question: Is the contractor limited to using only a tow tractor to transport hydrant pantographs, or is a truck with a pintle hook acceptable?

Tow tractors are requested to tow pantographs to ensure that they only towed 5 MPH.

12. Reference PWS C-7.1.3, Performance of Services: “The request for service must result in the dispatch and arrival of a truck/operator to the location identified by the requesting activity within the established priority in the Air Operations Instruction or Manual.”

Comment: Please either provide the Air Operations Instruction or Manual being referenced or specify the applicable response time(s).

20-minute response time is not required at NAS Souda Bay, Greece.

Questions & Answers 13-15

13. Reference PWS C-7.1.7, Off Station Operations and C-7.1.8.2, Delivery

Comment: Please provide the off station delivery location(s) and the distance(s) from the installation.

Delivers are required to Marathi piers and this will be covered under the pre-proposal tour. The distance from the installation will be provided during the Preproposal conference.

14. Reference, PWS C-5.2.5.2, Accounting/Auditability and Appendix M, Table M-1

Comment: This paragraph is in conflict with Appendix M, Table M-1 Non-Applicable Paragraphs, Appendix D, which indicates providing an Accountant is Not Applicable. Please clarify the contractor’s responsibilities relating to accounting.

Accounting functions are not performed by the contractor. They are performed by the Government.

15. Reference PWS C-7.2.29, Tools, “Sufficient tools must also be available for (operational, system, scheduled, unscheduled and corrective) maintenance of Navy facilities and equipment.”

Comment: The referenced sentence appears to be in conflict with PWS C-5.3.1.1, Operator Maintenance Requirements, which indicates the contractor is responsible for operator level recurring maintenance checks. Please clarify the requirements for contractor-furnished tools.

Contractor is required to perform Operator level maintenance (OM) IAW UFC 03-460-03.

Questions & Answers 16-18

16. Reference Appendix D, General, “The Contractor will also ensure at a minimum the TM, ATM, accountant, and alternate accountant possess and maintain the appropriate security clearance level.”

Comment: Please clarify what security clearance level is required of the TM, and ATM.

TM/ATM must have an IT level III clearance in order to receive CAC card.

17. Reference PWS C-5.3 Maintenance. “The contractor may be required to provide after-hours access to facilities for maintenance or repair work to include monitoring maintenance.”

Comment: Please provide historical data detailing the frequency of providing this after-hours access to facilities for maintenance or repair work.

NSA Souda Bay is 24/7 operations. Therefore, there should always someone there to allow access to facilities for maintenance or repair work. There is no historical information to provide.

18. Reference PWS C-5.3.6 Other Maintenance/Repairs Comment: Please confirm that including “SM” in this paragraph (twice) is in error; that is, since the contractor is only responsible for OM per PWS C-5.3.1.1, SM and correction of SM-level deficiencies or repairs is not contractor responsibility, correct?

Contractor is only to perform OM level maintenance. All SM level maintenance will be performed under the RMMR program.
