About this file

This amendment to a solicitation provides updates to proposal submission deadlines for an upcoming federal contract opportunity. Defense Logistics Agency Energy seeks to award a firm-fixed price contract for aircraft refueling services at Naval Air Station Souda Bay in Greece. Final proposal revisions are due by November 28, 2022, though all other dates and requirements remain as previously stated. The amendment responds to questions on the requirement for simultaneous refueling capacity, staffing plans, and vehicle fuel handling capabilities. No further questions will be accepted following release of this amendment.

Amendment 0008 incorporates the following:

Negotiations will close on November 25, 2022, at 3:00 P.M. Fort Belvoir, VA time. Final Proposal Revisions (FPRs) due date remains the same and are due on November 28, 2022, at 3:00 P.M. Fort Belvoir, VA time. FPRs shall be in writing and must be sent via email to Wing.Wong@dla.mil and Keecha.Elliott@dla.mil and shall reference solicitation SPE603-22- R-0506.

The dates stated above shall supersede dates provided by any correspondences, and the distributed Negotiation Letters.

Post-negotiation questions and answers:

Question 1: The number of simultaneous aircraft refueling/defueling at any given time is two (2) (either by truck or hydrant refueling) since the MOG for this location is 2 aircraft. Please confirm this is correct or provide clarification if this is inaccurate.

Answer: See PWS C-7.1.4. Direct Fuel Servicing System: The contractor must maintain and operate the Hydrant Type III System aboard NSA Souda Bay. The contractor must respond to request for aircraft, equipment and facility fuel services so as to provide quality product in a timely manner to authorized customers. Tasked personnel and equipment must meet the demand for services. At a minimum, the contractor must be capable of servicing at least two (2) wide body aircraft simultaneously at any time.

C-7.1.5 Mobile Fuel Servicing Equipment: The Contractor must provide the fuel servicing equipment in sufficient numbers to undertake the workload, which includes simultaneous operations.

Question 2: Should final proposal revisions identify the duty location for each position, to show an FDSO Bulk Storage, FDSO/DSO Hydrants and the duties assigned for the DSOs i.e., aircraft refueling and ground refueling. Please confirm this is correct or provide clarification if this is inaccurate.

Answer: Correct. See PWS Appendix M: Table 2 (Hours of Operation)

Question 3: Will the trucks be required to handle just JP5 fuel or be able to handle multiple fuel types?

Answer: See PWS C-7.2.1 -The offeror must provide aviation, ground, utility vehicles, and equipment in necessary quantities to meet the aircraft and ground refueling/defueling workload requirements, including surge demands and simultaneous operations (cold and hot refueling and defueling). JP5 is the only aviation fuel aboard NSA Souda Bay.

Question 4: Please confirm that although both the Fuel Distribution Systems Mechanic (FDSM) and Accountant (FA) are listed in Appendix D as Key Personnel, they are NOT to be included as staffed positions.

Answer: See PWS Appendix M, Table M-1.

Question 5: Can final proposal revisions be extended?

Answer: Unfortunately, DLA Energy will not extend the deadline for Final Proposal Revisions, due to time constraints the contract will need to award timely in order to provide enough time for the apparent awardee to deliver the appropriate equipment, vehicles, and provide fully trained employees to NSA Souda Bay, Greece.

No further questions will be accepted upon receipt of Amendment 0008.

All other terms and conditions of the solicitation remains the same.
