2 Will the Government clarify if the Project Manager(s) (PM) referenced in the PWS for the IDIQ (Attachment 1) is intended to be the same Project Manager listed under Cybersecurity Key Personnel under 3.6.1.4.1 in Attachment 33 AMHE SOW? Attch. 1 - pg. 10 N/A Each individual delivery order released from the LMIS base contract should have an assigned Project Manager. Additionally, the Contractor may designate additional PMs for individual DOs if the nature, complexity, and LOE of the DOs warrants a dedicated PM. The specific requirements for the PM will be listed in each specific delivery order to be released off of the LMIS base contract. In regards to Attachment 33 AMHE SOW, yes 3.6.1.4.1 provides minimum qualifications for the Project Manager required specific to that requirement.
3 How does the Government envision a maintenance plan for equipment after the implementation is complete (e.g. hardware and software maintenance)? N/A N/A Internal DDSP maintenance will maintain equipment and hardware minus any warranty claims. The contractor will be responsible for the maintenance of the software for the duration of the contract (IE: O&S requirement under CLIN 0032 - WES / WCS O&S). Upon contract completion, software maintenance is anticipated to be re-competed future sustainment efforts.
4 The Government instructs that “The Offeror will submit the information in separate, tabbed sections (1), (2), (3), (4), (5) and (6) as outlined below.” Is the Government requesting that Offerors include actual built-in tabs within their Microsoft Word document, or does the term “tabs” refer to differentiating sections clearly marked within the document by headings and labels? 57 Factor 1: Performance Confidence Assessment The term "tabs" refers to differentiation of sections clearly marked within the document by headings and labels.
5 Will the Government consider allowing tables and graphics to be 8pt. font? 56 General Instructions and Proposal Preparation Requirements (5-c) Yes.
6 For Tab 1 of Attachment 31 for CLIN 0001, will the Government please confirm that the $105M “plug” number that is provided is not to be altered by the Offeror? Attch. 31 Tab 1 Yes, the $105,000,000.00 "plug" number provided should be filled in for CLIN 0001, and should not be altered.
7 Will the Government please confirm if the Offeror is to populate the CLIN 0002 Total column (column F) on Tab 1 with the $15M total? Attch. 31 Tab 1 Yes, the $15,000,000.00 "plug" number provided should be filled in for CLIN 0002, and should not be altered.
8 Is the Offeror to price only what is shown in Tab 3, or is the Offeror to present a complete equipment list based upon the Offeror’s proposed solution? Attch. 31 Tab 3 The offeror should present a complete equipment list based upon the Offeror's proposed solution.
9 For the Sample Task Order (T/O) where do Offerors price the non-material items such as Design Engineering Installation, Project Management, Testing, Freight, etc.? N/A N/A This needs to be included as milestones under the CLINs.
10 For the summary table (RFP) do we take Tab 3 total cost and add the cost of the non-material items such as Design Engineering Installation, Project Management, Testing, Freight, etc., to present our total proposed price? 66 Sample Delivery Order Price Proposal (2) Non-material items shall be captured within each CLIN.
11 The maximum value of the supplies/services for Pool 2 is $150,000,000.00 as referenced in the RFP. However, Tab 1 of Attachment 31 totals $120,000,000. Will the Government please explain the difference between the two totals? 3 SF 1449 Continuation (11) $150,000,000.00 is the maximum value of the supplies/services for Pool 2. The plug number for CLIN 0001 is $105,000,000.00 and the plug number for CLIN 0002 is $15,000,00.00.
12 Attachment 32 references attachment 19 which does not exist and was not released. Will the Government please clarify? Attch. 32 - pg. 1 CLIN 0002 Attachment 32 reference to attachment 19 is a administrative error. Attachment 32 has been revised to reference attachment 31 in lieu of attachment 19. The revised attachment 32 tab 2 is being provided with the amendment.
13 Would the Government consider lowering the threshold for Pool 1 Past Performance to a $8M of executed work against a past and/or current contract by the time of award? 38 Factor 1: Performance Confidence Assessment The past performance value is based on the magnitude of the LMIS contract, and therefore, will not be changed. The threshold does not preclude offerors from proposing against this pool. Magnitude is only one portion of the past performance relevancy determination.
14 Would the Government consider a Master’s of Science (MS) in Logistics Management from a nationally accredited college or university and/or Supply Chain Leadership and Management certifications from a nationally accredited college or university as acceptable alternatives to a PMP? Attch. 33 - pg. 67 3.6.1.4.1. Project Manager Based on the DoD Cyber Security requirements a PMP certification or equivalent is required. Based on the information provided by the interested party the Masters and Certification offered would be insufficient substitutions for a PMP certification
15 How will the Government ensure Offerors have the correct request code for submission uploads onto the DoD SAFE site? 35 Proposal Submission Instructions (1) It is the Offerors responsibility to access the Safe Access File Exchange (SAFE) website prior to the submission deadline to ensure they have no issues that prevent them from submitting the documents.
16 Will the Government please clarify how Offerors should send a copy of the passphrase to the recipients (Jason Taylor and Karen Ghani) for the DoD SAFE drop-off? 35 Proposal Submission Instructions (1) Offerors will include the name and email address of the recipient on the Safe Access File Exchange (SAFE) website. Once you submit the document through the website, it will generate an email to the recipients which will contain the link for the site and the password to access the documents.
17 Will Offerors be able to conduct a test upload onto the DoD SAFE site to ensure the system is working as expected? 35 Proposal Submission Instructions (1) Yes.
18 May a Bachelor of Science or Bachelor of Arts degree (as identified in the Minimum Education paragraph) AND four (4) additional years of relevant experience beyond the minimum experience requirement (IE: a total of a minimum of nine (9) years of relevant program and/or project management experience or greater) be substituted for the PMP Certification or other equivalent nationally recognized program management certification? 19 Will the pictures of the AWOS3 system requested by the site walk attendees be publicly posted? 20 Please clarify the CLINS on which the WES / WCS costs, hardware and software should be included. Attachment 9 Page 4-1 Section 4 second paragraph WES / WCS costs should be incorporated into the offeror's proposal under the following CLINS:

21 Please clarify where the Data/Communications Requirements may be found, because Section 6 is left intentionally blank. Attachment 9 Section 6 Section 6 Attachment 9 EDC Modernization Technical Specifications the attachment is located on the DoD Safe Site. Please follow instructions in Amendment 0001 posted to beta.SAM.gov on 25 November 2019 for requesting access to the document. Pool # 1: The Data / Communication requirements may be found within Part 6 of the Pool # 1 SOW.
Pool # 2: There are no specific data / communication requirements required to be defined / described since the requirement is a sample TO. However, there is a general description of the existing Government system communications within section 1 of the Pool # 2 SOW.
22 Please clarify whether the cost of background checks is to be paid for by the Buyer or the Seller. Basic IDIQ PWS Page 13-15 The Government will initiate the backgrounds checks and background checks that are requirements of this contract will paid for by the Government.
23 How does the 268% surge factor apply to the rates provided in the pragmatic flow chart document? Attachment 9 section 1.1 The surge factor is included in the rates shown on pragmatic flow chart document

25 Can DLA please elaborate on how waving and batching works for picking orders? Is there one big wave per day, or multiple? Attachment 9 section 1.3 There are multiple waves per day. A four hour window for each wave / batch was analyzed to estimate the consolidation opportunity.
Ultimately, DLA requires wave functionality per Part 4 WES / WCS. Supports ‘Wave’, ‘Waveless’ and ‘Hybrid’ mode order processing options. Also note, orders are released by Priority today due to the limitations of the existing system and automation.
26 A materials to be handled chart will be needed by zone. Attachment 9 section 1.3 Section 3.31 defines the materials to be handled.
The charts identify sizes and weights destined for AWOS and CFS.
The Figures show the from / to flows for all AWOS and CFS flows by highlighting the conveyor for each flow. The drawings folder titled "Detailed - Operational Descriptions" includes the raw files the figures pictures were taken from.
27 Do conveyable and non-conveyable items for the same receipt need to be consolidated for receiving? Attachment 9 section 3.3 Conveyable and non-conveyable items will not be consolidated for receiving
28 Why are totes required for mission product? Attachment 9 section 3.3.1 Per Section 3.4, a buffer is required due to the imbalance between unloading and receipt processing. Both the CCP and Mission receipts include a wide range of carton sizes, as well as, envelopes. The totes eliminate the need to re-label the product so it can be scanned at the various decision points between unloading and receiving.
29 Please give us a more in-depth explanation of the stow process taking place at the pick station Attachment 9 section 3.9 Current Non-Automated Process at a high level:
• Accept material for the stow process.
• Remove paperwork from material.
• Identify any stock discrepancies before taking material to the stow location
• If no stock discrepancies, physically take the material to the location.
• Verify location and review for any location discrepancies
• Consolidate material in location to optimize the space
• If no location discrepancy, physically place material in assigned location.
• Go to Q17J (RECORD PUTAWAY RESULTS) screen to perform stow process.
• Scan/input the PCN from the putaway label
• DSS will display a populated Q17J (RECORD PUTAWAY RESULTS) screen with requested information displayed.
• Verify that the information on the screen matches the Putaway label.
• Enter the Quantity in the “Quantity Stowed” field.
• Q17J (RECORD PUTAWAY RESULTS) screen will display with a message: “VERIFY QUANTITY PLEASE RE-ENTER.”
• Re-enter quantity in the “QUANTITY STOWED” field.
• DSS will display a refreshed Q17J (RECORD PUTAWAY RESULTS) screen with the message “UPDATE COMPLETE.”
• Other: If UII materiel is being stowed, input UII data in UII field until all are recorded, then type “Y” in “FINISHED” field and press ENTER. If Loose Issue label is required, retrieve label from printer and place label on materiel/location.
Estimated productivity rate assumed only the travel step was removed. During the blue printing phase, alignment from various DLA departments will be required to remove any system steps.

31 Will the response deadline be extended? Request 4 weeks. RFP SP3300-20-5002 Page 35 Section #1 The Amendment 0003 posted to beta.SAM.gov on 7 January 2020 extends the due date and time for proposal submission to 2:00 pm eastern local time on 28 February 2020.

33 NAICS 333922 is specified. Is this because the government wants conveyor manufacturers to prime these pools, or is the government open to integrators who fall into other NAICS codes? Solicitation, Page 3 SF 1449 Continuation of Supplies and Services, Ref #2 The regulations require us to pick a primary NAICs code that encompasses the largest amount of the requirements in terms of dollars. This does not preclude any vendor from being a prime, nor does it indicate a preference for a conveyor vendor as a prime.
34 Contractor Team Agreements (CTAs) have historically provided DLA a good way to obtain best value when soliciting complex jobs with multiple solution provides working together. Is the government open to CTAs on this program? N/A N/A Yes.
35 The government states "The Government recommends submission of a minimum total of three (3) contracts encompassing the prime Offeror and/or any major subcontractors." Given there is no page count limit, is three (3) contracts also the maximum number of past performances, or should offerors assume there is no limit to the number of past performances allowable for this proposal? Solicitation, Pages 39 and 57 Ref Evaluation Factors, Volume I: Past Performance, Factor 1: Performance Confidence Assessment There is no limit to the number of past performance submissions for this proposal.
36 Government states "Legible tables, charts, graphs and figures must be used wherever practical to depict organizations, systems and layout, implementation schedules, plans, etc. These displays must not exceed 11 x 17 inches in size." Is it accurate to state that fonts other than Times Roman 10-point font may be used in graphics (e.g., CAD drawings, graphs) if legible? Solicitation, Page 28 General Instructions and Proposal Preparation Requirements, , Ref 5.b. Yes, all print needs to be legible.
37 What is voltage on Power feed A & B in substation #5? SOW P 3-88 3.1.7 480v 3-phase
38 What is the voltage on Substation #2? SOW P 3-88 480v 3-phase
39 What is the Current available AMPs on both substations? (probably will not need to ask this question as they have a contingency to supply from substation B) SOW P 3-88 Snapshot of both Substations (2 and 5) today with historical data: Each substation is comprised of two individual unit substations (“A” side and “B side). “A” side is backed up by the standby generator and the “B” side is normal power only. All amperage readings are at approximately 480 Volts. Sub 2A – 125-200 amps each phase; Sub 2B – 90-100 amps each phase; Sub 5A – 125-200 amps each phase; Sub 5B – 250-300 amps each phase. Each unit substation has a 2000 amp bus with a 2000AF/2000AT circuit breaker.
40 What is preferred Voltage for system? SOW P -96 480v 3-phase 480V 3 Phase for power feeds and non-MDR conveyors, 24Volt or 48Volt for MDR conveyors
41 Will all Ethernet connections need to be direct connected to panel I.E. no plug in ports on exterior of Panel(s). SOW P 3-99 Yes. As part of the OT cybersecurity requirements, security is required over the ports to prevent unauthorized device plug ins. This includes physical security of the ports.
42 Will the Conveyor being replaced need a new conduit run and wire run or will we be required to use existing conduit and wire as much as possible? SOW P 3-99 Use what is available if possible and install new where needed.
Where existing conveyors and equipment are reutilized, existing wire and conduit may be utilized if they meet the final design requirements. New power distribution panels will be required to feed new equipment control panels.
43 Will unused Ethernet Ports need to be blocked off if inside panel such as PanelView 15 secondary ethernet port? SOW P 3-99 No. Blocked / blanked off of ports are not required as long as there is a means of securing the ethernet port (IE: a lockable physical enclosure / cabinet / Intermediate Distribution Frame (IDF) where the port is housed and which can be locked to prevent unauthorized plugin access.
44 For Security will all panel doors require Key’s to access or main door with security bar? SOW P 3-99 3.7.1.7 Interlock system required per NFPA 70E; reference document for description required
45 When removing existing conveyor will there be any wireway or conduit runs that need to be removed/relocated? SOW P 3-0 Yes. Some conveyance is used to suspend conduit and wireways.
46 Will contractor be able to cut or modify conduit or conveyor being moved? i.e. conveyor leg frame or conveyor bed. SOW P 3-85 Yes.
47 For conduit/wireway run will the run be primarily overhead, alongside, or underneath conveyor? SOW P 3-85 No preference. Keep maintenance friendly.
48 During the Pre Bid conference meeting, there were pictures taken during the tour through the new AWOS system at New Cumberland PA. We would like to see all the photos please. 51 What are the load requirements (V/A) for the existing equipment to be re-used?: - AWOS2 Cube‐Scan‐Weigh Subsystem - Tote transport Incline and decline belt conveyors - Ceiling hung tote transport roller conveyor - 24 Volt conveyors from center divert of 3:1 to AWOS2 (conveyor # EA2‐001 thru EA2-005 SOW P 3-2 Para 2 Pool 2:
All conveyor systems are to designed to transport 40 pound packages and filled totes.
Existing conveyor equipment considered for re-use are driven by 480 Volt, 2 phase motors.
AWOS 2: Cube-Scan-Weigh system will be decommissioned for use by the government. The contractor should not reuse this conveyor in part of their solution.
24 Volt conveyor: 3.1.1.1.12. Disposition of Disassembled Items:
The items are for reuse by the government. The contractor should not reuse this conveyor in part of their solution.
52 There seems to be no demolition line item expect under the pool 1 work-even though demolition is an essential element of the AWOS3 new installation and must therefore be tightly coordinated. Please confirm if demolition is a part of the pool 2 work and what line item it goes in for the price breakdown. Attachment 7 & Attachment 31 Enterprise Facility Modernization Pool:
Demolition for Pool 1 shall be included in within each of the associated Pool 1 CLIN statements of work.
Material Handling Capability Pool (Pool 2):
Demolition is part of Material Handling Capability Pool (Pool 2). See 3.1.1 Decommission Existing Pre-sort & AWOS2 (Pg 3-0 thru 3-2 SOW). Demolition for Material Handling Capability Pool (Pool 2) shall be included within each of the associated Material Handling Capability Pool (Pool 2) CLINs statements of work.
53 AWS D1.1 is part of the spec. Does that mean welding has to be done by an AWS certified welder? Will welding inspection be necessary for incidental work since there are no welded, structural installations involved? SOW P 2-7 Last line Certified welder not required. Internal quality controls by vendor.
54 The current operations must have a regular process for disposal of gear and other oils. Can the installer utilize this process for oil in demo’d gearboxes? SOW P 3-110 3.13.11.5 Contractors will provide appropriate containment drums for disposal. Contractors will need to coordinate disposal.
55 Is there are preferred tote dumper or tri-wall orienter to incorporate? Or and example of either even if there is no preference? SOW P 3-18 3.1.3.12 & 3.2.5 Material Handling Capability Pool (Pool 2):

56 Approximately how long will the daily check-in and check-out process take from work area to entry/exit gate? SOW P 3-53 Once initial badging is completed, workers will have access to facility without significant delays. Contractors will not have access to the entire EDC facility, they will be limited to areas of work requirements.
57 Are drawings available that will show whether cable tray or conduits may be shared by systems to remain (AWOS1, for example) and systems to be demo’d (AWOS2, for example), as this affects the required electrical demo of wiring, trays, and conduit SOW P 3-1 Para 1 Material Handling Capability Pool (Pool 2):

58 During the presentations at the conference, it was noted that multiple contracts would be awarded for each Pool 1 and Pool 2. Per RFP SP3300-20-R-5002, page 3 of 108, paragraph 4, states “The entire EDC Modernization effort outlined in the solicitation and any subsequent changes and modifications will be awarded to one offeror without further competition.” Please clarify if the entire EDC Modernization project is planned to be awarded to (1) offeror or multiple, but only subsequent changes and modifications will be awarded to the previously awarded offeror’s? If the EDC Modernization is being awarded as one sole contract, please specify what CLIN’s will be packaged together. 3 4 Multiple awardees will be awarded under Pool 1. The EDC Modernization deliver order and modifications to that delivery order will be awarded to only one of the awardees under Pool 1. Attachment 7 tab 3 depicts all of the EDC Modernization CLINs.
59 Please clarify for Pool 2 if all work and materials under this contract will be delivered and installed at DLA Distribution Susquehanna PA, located in New Cumberland, PA. If work associated with Pool 2 is to be performed at any location and materials are to be delivered anywhere, please provide allowances or cost adjustments from standard location being DLA Distribution Susquehanna PA, located in New Cumberland, PA as these costs can fluctuate based on location and time. 66 4 Work under Pool 2 is not limited to only DLA Distribution Susquehanna, PA. Task Orders under Pool 2 can be issued for any of the DLA Distribution locations. Awardees under Pool 2 will be given the opportunity to submit a proposal for each individual task order.

62 Please clarify as paragraph 5 on page 3-8, states that tote storage of 4,320 storage positions, and the system is designed to accommodate an additional 3,000 position expansion if needed in the future, yet on page 3-9 it shows the expansion only having 2,880 buffer positions, please clarify. Eastern Distribution Center (EDC) Modernization Tack Order Functional & Technical Specification – Page 3-8 5 The text on page 3-8 indicates 3,000 positions. It should indicate 2,880 future positions as shown on page 3-9. Future Buffer positions are not included within this SOW. The EDC technical specifications are in the process of being updated with the correction referenced and will be posted with a future amendment.
63 Please clarify what the statement of “Two additional shuttles are required for maintenance transition and training purposes” is this referencing the expansion, or another shuttle location not identified. Eastern Distribution Center (EDC) Modernization Tack Order Functional & Technical Specification – Page 3-8 6 The intent was to purchase 32 shuttles in total (30 + 2 additional) to ensure there are readily swappable shuttles to have 30 shuttles always active in the system.
64 The parcel tote buffer capacity is based on one day of peak parcel receipts at 3,964 parcel, plus an additional 356 positions for working space, bin replenishment staging, multi’s retention, potential work carry-over from the previous day, and utilization of double deep positions. Please clarify if all alternates must have 4,320 storage locations or must meet peak of 3,964 storage locations? 3.31.1.2 Identifies CFS (CCP) package sizes with a minimum length of 6" and a minimum width of 2". CFS packages will be processed through Centralized Packout Stations where a minimum shipping package size of 7" x 10" will be utilized to facilitate MIL STD 1348 label application. CFS package form factors include cartons, manufacturing inner-pack boxes, and Jiffy Pack type envelopes. Heavy items create nonevenly distributed loading and sagging in envelopes during transport. Package form factors are not suitable for typical roller conveyor transport. Transport in totes and trays are being eliminated to facilitate a steam-lined distribution system.
73 Can DLA identify and provide contact information for the vendor that originally supplied the DB high bay racking? Multiple Att. 9 UNARCO Material Handling, Inc is the original manufacturer of the DB racking. Website for contact information is www.unarcorack.com. Contact information from the late 80s is unavailable. Drawings for the uprights that support the roof and the additional retrofit bracing drawings may be available upon request.
74 The RFP has both the Buy American Act clause (252.225-7001) and the Trade Agreements Act clause (252.225-7021). Since these clauses are mutually exclusive and depend on the value of the contract, which one should be in the contract? in addition, since there are construction clauses included in the contract, should either the BAA or TAA construction clauses be applicable instead of the supply versions? 6 These clauses were both included because they may apply depending on the value of the different task orders.
75 This is being conducted as a Part 12 commercial item solicitation, yet DFARS 252.215-7010 is included, which requires submittal of certified cost or pricing data unless an exception is granted. Should this clause be in the solicitation? If so, when and how would certified data be required? 28 DFARs 252.215-7010 was included if additional information was need from offerors to determine the prices fair and reasonable. It has not been determined what information or if this information is needed.
76 This paragraph states “The Contractor will not employ any person who is not a citizen or legal resident alien of the United States….” This is literally impossible for a multinational corporation. Please clarify exactly whether and how any aspect of this contract would be limited to US citizens. Attachment 1, p. 11, para. 2.4.2.B Language has been updated in the BASE PWS to state the following, "The contractor will only employ persons who have lawful status to work on any task order. All personnel employed shall have favorable adjudication on all requisite security checks as set forth in paragraph 2.5.1 Personnel Clearance of the PWS, and shall comply with all requirements for foreign visits to the United States, DoD Installations, and Activities in accordance with the DLA Foreign Visit Program.
77 We request a six-week extension to the proposal due date. This will allow time to reduce the perceived risk on the project and increase sub-tier supply chain competition, which will ultimately provide a better value for DLA. In addition, given the large quantity of documents and limited time since the site visit, we request a four-week extension for submittal of questions. Finally, we request that DLA offer registered interested parties a chance to revisit the EDC for a site survey to clarify scope to reduce project risk. 4 The Amendment 0003 posted to beta.SAM.gov on 8 January 2020 extends the due date and time for proposal submission to 2:00 pm eastern local time on 28 February 2020.

Receiving columns are 72' center to center between dock door and interior column and Outloading Columns are 60' center to center between dock door and interior column. Additionally, the columns along the high rise walls are 24' apart.

In this specific example, the Pool 2 SOW has a requirement for the offeror to purchase and install a Automated Weight and Offering System (AWOS), which falls within the referenced definition of OT. As such, all of the OT cybersecurity requirements described within section 3.6 of the Pool 2 SOW would apply to the offeror's proposed AWOS in its entirety.

84 Will the Government please provide the length of installation of the example Pool 2 DO. n/a n/a The SOW requests contractor's project plan in MS Project or equivalent GANTT chart which includes THEIR best timeline based on tasks required. The plan would illustrate the contractors capacity to understand the project including the implied tasks and associated time (example: component lead time, design time, installation and testing time). Typical timeframe for a project of this size is under a year from award (includes design time and lead time).
85 If CTAs are permissible, for Pool 1 will DLA allow the award of multiple contracts to one offeror team (Lead plus team members) and the scope of the Delivery Order to be spread across the parties.
