No. Question RFP Page RFP Para Reference (if applicable) Government Response 1 Will you please provide the presentations. They were posted on beta.Sam.gov on December 11, 2019.

Will you extend the closing date? We understand the request. Once we receive all questions on December 20th, we will make a final determination regarding the extension and length of it.

Will you allow for an additional site visit? On December 12, 2019 time was made available in the EDC. Beyond that we will consult with all required entities and provide a response on beta.Sam.gov.

Contractor Teaming Agreements (CTAs) have historically provided DLA a good way to give best value to the government while increasing DLA prime small business contracts to meet or exceed small business goals. Is the government open to CTAs on this program?

Yes.

If we do not perceive to have any Organizational Conflict of Interest (OCI), do we still need to provide a full mitigation approach in our response.

No, in accordance with the Request for Proposal, need to certify that you have no actual or perceived OCIs.

How many awardees for each Pool is expected? Two was mentioned, is there a maximum number?

No maximum number specified. We anticipate we will award more than one.

7 Will the NAICs code remain the same for both Pools? Yes.

NAICs 333922 is specified. Is this because the Government wants conveyor manufacturers to prime these Pools, or is the Government open to integrators who fall into other NAICs codes?

The regulations require us to pick a primary NAICs code that encompasses the largest amount of the requirements in terms of dollars. This does not preclude any vendor from being a prime, nor does it indicate a preference for a conveyor vendor as a prime.

When do you anticipate soliciting and awarding the first real delivery order for Pool 2?

It depends on the acquisition time frame.

Is there FY20 funding for Pool 2? The minimum guarantee for each awardee under Pool 2 is FY20 funding. Other FY20 projects/funding will either be obligated via a standalone order or off this dependent of the timeframe.

Pool 2 - Is there an anticipated payment/invoicing schedule, (i.e. monthly, milestone, percent complete, etc.)?

Will depend on the delivery order. For the sample task, there is no anticipated payment/invoicing schedule.

12 Will Pool 1 be awarded prior to Pool 2? Probably.

Will the Pool 2 solicitation be used as a template for other locations?

No, it is just an example of something that may be ordered from Pool 2 contractors.

Is pass through cost for permitting, permitted? Yes, these costs can be included as part of the FFP for CLINs for which they are applicable.

Does DLA have a list of local trade companies (fire protection, electrical installation, mechanical installation, etc.) that have successfully performed in the past?

The Government cannot answer this acquisition due to ethical concerns. The Government cannot show preference to contractors.

How localized would DLA want controls? (i.e. 1 PLC per panel)

New PLC contract will have 2 L8 PLCs controlling entire EDC; one (1) PLC for Tote and one (1) PLC for Pallet. Each will have a redundant PLC control for each system down to HMI level unless system "requires" its own PLC (panel view).

Please provide some details about available laydown area.

Equipment storage, contractor trailers/office space, ETC.

A-100-Site-Staging-Plan. A space will be designated for storage, based the location the contractor is currently working. Also, space will be made available for trailers with material for outside storage. Contractor will need to bring trailers if they require office space, as office space will not be made available. Contractor cannot stage for multiple projects.

You are asking for "AGV" technology. "AGV" refers to fixed-path guidance. Are you specifically requisition fixed-path vehicles or can we bid AMR Technology? AMR (Autonomous Mobile Robot)

RFP requirement is for AGV to replace fixed-route towlines; however, AMR technology is not discouraged from proposing. AMR should be able to do fixed-route. Solution must be robust to handle workload with minimal vehicle count at appropriate speeds.

Pool 2 - The AWOS 3 sample task is a very narrow slice of MHE technology. Is there any guidance on other types of MHE of interest such as automated forklifts, tugs, etc.?

Yes, all individual AMHE systems are possibilities in Pool 2. VLMs, AGV, conveyance carousels, automated forklifts, ETC.

Is strapping of products to trolleys a necessity after they are replaced?

The Government would rather not have product strapped to AGVs duet to P&D auto load/drop.

Is the strapping of products to trolleys mandated or for the security of the product as it moves?

Only required now since towline carts will run into each other violently.

22 Where are pallets stretch wrapped or strapped? DK01, DK02, CFS and Non SOW.

Is the strapping of pallets done by machine or manually? Machine.

What are the requirements for wireless distribution networks (e.g. WIFI) to support AGVs, AR picking, tablets, etc.?

Current PLC contract already addressing: - Support AGVs, tablets, and future robotics. - All OT equipment will be on separate network.

Do you need classified networks (e.g. SiPR) in the EDC? No classified.

What other wireless devices are used in the EDC? (e.g.

radios, wireless medical?

Not on WIFI, but use RF scan guns and Motorola radios.

Is past performance evaluation sheet pertaining to only past DLA or Government projects, or for any DLA or Government projects, or for any past projects of similar scope?

No, can be Government or commercial.

With fire rating requirements do all conveyor, carts and door openings need automatic door openers to maintain fire rating on the wall that close after products move through openings?

All conveyor, cart and personnel door openings will require fire rated doors when installed on fire rated walls. Conveyor systems shall also be arranged to remove pallets/totes from door opening prior to door closing. Conveyors shall stop feed through openings when doors are closed. Doors may use fusible links, or electro-mechanical releasing mechanisms. Standard magnetic door holders may be used for personnel doors.

Can you explain what the "Emergency Response System" is an how it relates to the fire protection system?

The "Emergency Response System" is more appropriately known as a "Mass Notification System". The EDC has a combined "Fire Alarm / Mass Notification System". This system shares common head-end control equipment. The existing fire alarm system was upgraded in 2019 to add mass notification to the system. The MNS system includes local operator consoles, textual display signs and speaker.

Will the scope include any expansion/adjustments to the "Emergency Response System"?

The scope of work will include selective demolition, device relocation and some additional device relocation and some additional devices to meet code. The only expansion anticipated would include the addition of remote power supplies to accommodate new occupant notification devices.

What entity has permitting authority? All work is interior to building 2001 and will be under jurisdiction of the Federal Government.

No "Building Permits" are required.

Is hazardous material removal required? EDC Modernization PWS Part 5.1.7 has identified a few asbestos containing items, but they should not be impacted by construction.

Which fire code should be followed - local or federal? EDC Modernization PWS Part 5.1.5 Fire Protection requires adherence to UFC 1-200-01 and

UFC 3-600-01.

What is the clear ceiling height? The concept drawings included in the EDC Modernization PWS were developed in context of LIDAR scans of the existing facility. Clearance from existing enclosures were carefully considered. Design concept deviations developed by the contractor should be verified for clearance by the contractor. LIDAR scans will be provided to the successful contractor after contract award. LIDAR is a 2016 snapshot. Contractors will be required to validate all measurements.

Should we consider re-using existing equipment if possible? No, proposals should be developed utilizing new equipment, not re-using existing.

At receiving area, since there is no ASN on product details what will be the response time from scanning to DSS back to WES for packaging routing under DSS current and under future SAP?

DSS does not currently give the Government immediate routing information when products are received. Currently 85% of the Governments receipted items have bar code information, which will help the Government/DSS determine the appropriate package routing and/or CCP destination (based on the DDJC study). This routing information in not currently being used by the Government. The new receiving process would require a barcode to be read upon receipt with immediate feedback from the WES to route product to buffer system, heavy line (palletized), or crossdocking.
