About this file
This document contains a tutorial for using the Construction and Industrial Reporting System (CIRS). The tutorial guides users through creating a new incident report, resetting contractor login information, and deleting an incident report. It explains the different steps in the incident reporting process, including selecting whether the contractor or administrator submits the report, entering required incident details, adding injury/illness or property damage information, and submitting the report. It also describes how to reopen a submitted report to edit it and how to accept or decline a report on the administrator hotlist. The tutorial is intended to allow users to practice completing CIRS tasks by clicking through the steps and helpful information boxes provided.

WHO DO YOU WANT TO SUMBIT THE INCIDENT?
If you want the contractor to submit the incident, type in their email and click “Generate/Email.” If you want to work the incident yourself, check this box. For the purposes of this tutorial, you will work the incident.
Note: If you chose to have the contractor submit the incident, two things will happen:
(1) an email will go to them with login info, which will remain valid for 5 days
(2) NAVFAC will be unable to see the incident in ESAMS until it is submitted by the contractor.

If the record needs to be edited, click this button to reopen it. The reporting contractor will be emailed new login info to make the edits. If an administrator entered the initial report, they must search for the reopened record in CIRS.
Administrators must have “Approve” access rights to see these buttons. Clicking “Accept” removes the record from the hotlist and locks the record. Clicking “Decline” will force the record to be reviewed again, from where it can be returned to the reporting contractor for more info, if necessary.

LOGIN RESET
Incidents that you elect to have the contractor submit will appear under the “Requested Incidents” tab. When you generate a request, login info will be emailed to the contractor. This login info is valid for 5 days. After 5 days you will need to reset the contractor’s login.
We hope you found this tutorial helpful. As always, the ESAM Help Desk is more than happy to assist you if you need further support.
