About this file

This is a Statement of Work (SOW) training presentation on Controlled Area (CA) and Restricted Area (RA) security procedures at Tinker Air Force Base (TAFB). The document outlines the integrated defense framework, threat assessment, and physical security measures required to protect Protection Level (PL) resources at the installation.

The training covers entry control procedures, badge requirements, and security protocols for both restricted and controlled areas. Key elements include: restricted area designation and boundaries (minimum 250 feet from base perimeter with 100-foot sign intervals), permanent RA locations including STRATCOM Wing Operations, Tinker Command Post, E-3 and E-6 aircraft areas, and 552 Air Control Wing Campus; controlled area authority and examples of PL 4 resources such as AA&E storage, flight line ramps, communications facilities, POL/LOX storage, and warehouses; entry procedures utilizing AF Form 1199C/D badges (single badge system for authorized personnel and visitor "V" badges for escorted access); escort official responsibilities including positive control of visitors, personnel inspections, briefing requirements, and AF Form 1109 visitor register documentation; and challenged procedures for verifying personnel authorization. The SOW emphasizes that controlled area designations carry the same legal restrictions as physical barriers and that all personnel with Restricted Area Badges must receive training on threat awareness, ID responsibilities, emergency procedures, and escort protocols. The document includes provisions for emergency access, free zones for construction activities, and vehicle entry procedures via authenticated Entry Authority Listings (EAL) and Vehicle Entry Authority Listings (VEAL).

Concept All Airmen have a responsibility in Integrated Defense. The Integrated Defense Council (IDC) identifies units and personnel specifically tasked with ID responsibilities and defines their roles in the IDP. ID force contributors are both civilians and military personnel not assigned specific ID roles, but through their situational awareness and vigilance provide the ID effort another layer of detection and ability to sound the alarm when necessary.

Goal is to mitigate potential risks & defeat adversary threats to AF operations to ensure unhindered AF operations

Threats Resources located at TAFB are considered vulnerable to damage & destruction by highly trained enemy agents whose mission would be to render sophisticated radar equipment inoperative, damage & destroy the installation power source, or damage aircraft, associated weapons, runways, taxiways, and/or aircrews.

Threats to PL Resources Skilled intruder Semi-skilled intruder Unskilled Intruder Espionage/technology transfer Terrorist

RA/CA Guidance RA - Installation Commanders (72 ABW/CC) approve designation for restricted areas & are identified in TAFB PLAN 31-101 CA - Installation Commanders (72 ABW/CC) approve Designation of controlled areas & are identified in TAFB PLAN 31-101 NOTE: The designation "controlled area" carries the same legal restrictions as a physical barrier

When possible RA boundaries will be at least 250ft from the base perimeter or property line This limits visibility of activities in restricted areas, and provides standoff Note: RA signs will be posted at intervals of 100ft centered on the vertical plane & where boundaries make abrupt changes in direction

Entry other than the entry control point (ECP) Exceptions Emergency response (Fire, security, medical) Scheduled aircraft movements Scheduled equipment/material movements unable to enter through designation ECPs

RA/CA Entry Procedures Displaying AF Form 1199C/D Wear RAB on outermost garment when inside designated areas Certain exceptions are applicable due to FOD hazard during maintenance operations Conceal the RAB when outside designated areas Duress Words Sign and Countersign

RA/CA Entry Procedures Single Badge System This entry control technique requires only one badge for each person authorized unescorted access into an RA Compare photo and data on badge with bearer’s physical characteristics

Visitor “V” Badge Entry Procedures Allows escorted entry to RA for limited time A “V” Badge is an AF Form 1199C/D with a red in color background and black “V” in the picture block w/ associated open areas “V” Badges are maintained at the APA ECP Individuals granted use of a “V” badge must be accompanied by their respective escort official at all times This is to be used for personnel who have lost or forgotten their badges

TDY RA/CA Entry Procedures Personnel issued a RAB from home station may use their home station RAB w/ supported an authenticated EAL The EAL must be provided to 72 SFS/S5 prior to TDY personnel entering the RA TDY vehicles may access RA with an approved authenticated Vehicle Entry Authority Listing (VEAL) or approved Base Operations Ramp Pass

Alert Aircraft Area (Romeo Ramp) Special Considerations The area is Controlled Area unless generated to function as a Restricted Area CA access is complete by scanning RAB open area 18 at the turnstile Note – Naval personnel will have Area 6 or 8 to access the area for both CA and RA Vehicle Access Individual will enter the CA via the turnstile & landline the Alarm Monitor for access (directions posted at the ECP)

Escorted Entry Any personnel authorized entry to a restricted area will be authorized to act as Escort Officials.

RAB holder access can escort w/ appropriate area open on RAB Escort will read & ensure personnel understand the escort briefing Escort must maintain positive control of escorted personnel

Entering and Exiting RA

The escort official will approach and inform the entry controller of his or her situation The entry controller will physically take the escorts identification card and restricted area badge ensuring proper authentication Once the escort’s authority to enter and escort privilege has been verified, the entry controller will then obtain the visitors identification, and sign the visitor in utilizing the AF Form 1109 The entry controller will observe the escort official brief the visitor on escort procedures/visitor procedures The entry controller will issue the escort official the visitors badge only after obtaining the escorts signature on the AF Form 1109 When departing the restricted area, the escort official will turn the visitors badge over to the entry controller and sign out his or her visitor

Controlled Area Authority Installation Commanders approve designations for controlled areas, which are defined areas containing PL 4 resources or other valuable resources & functions Controlled areas are identified in the IDP

Definition Assign PL 4 to AF operational or mission support assets that directly or indirectly support power projection assets and the war fighting mission which loss, theft, misuse, compromise or destruction would adversely affect mission capability. Protection Level 4 resources are contained in controlled areas with owners/users being responsible for security.

Examples of Controlled Areas PL 4 Resources & Controlled Areas Facilities storing any number of Category I, II, or III sensitive conventional AA&E & those storing 30 or more types of Category IV AA&E resources.

Flight line parking ramps (other than those designated as PL 1, 2, or 3 restricted areas) to include mission support & other Services’ transient aircraft areas.

Mission essential communications facilities and computer centers, Radar Approach Control (RAPCON) facilities, to include off installation navigational aids & related resources, control towers, power plants, & environmental control systems critical to operational capability.

Petroleum, Oils & Lubricants (POL) & Liquid Oxygen (LOX) Storage Areas.

Warehouses storing aircraft or weapons systems spare parts.

Financial Services Office vault areas & areas routinely storing $100,000 or more.

Areas where large volumes of classified material are processed (Secured Room/Open Storage).

AF pharmacies & medical logistics vaults.

Fixed Site Single Channel Anti-Jam Man Portable (SCAMP) Terminals.

Any other area containing mission essential resources affecting operational capability.

Controlled Area Designation Carries the same legal restrictions as a physical barrier.

Unless physical barriers are specifically required, the actual effectiveness of a controlled area may depend entirely on the security awareness of the people working in it.

CAs Requiring Restricted Area Badge (RAB) Area 5 – Bldg. 244 Area 5 – Bldg. 282 Rm 107 and 135 Area 5 – Bldg. 462 Area 12 – Bldg. 284 Rm 109 Area 15 – Bldg. 3001 Maintenance Operations Center Area 16 – Bldg. 2136 Area 17 - OC/ALC Ramp Area 18 - Airfield

Physical Security Measures Detect threats through proper identification of persons inside/outside the controlled area Assessments achieved through proper detection of unauthorized or suspicious persons or activities in/around the area. controlled areas provide the capability to warn by observing & reporting in suspicious activities or persons to the SF Delays achieved through a robust security presence & the placement of physical security measures commensurate with the asset being protected

Parking Establish parking areas for POVs outside of controlled areas when possible Where owners/users perform the entry control & internal security functions, they must be trained & exercised on requirements for both normal & emergency operations

CA Entry & Circulation Procedures Entry Controls. These procedures are designed to prevent unauthorized entry & counter the introduction of prohibited items Circulation Controls. These procedures are designed to detect hostile actions within areas, & prevent unauthorized removal of material from areas

CA Entry Qualification Only personnel who have proper qualification & authority may have unescorted access to controlled areas Keep entrances to the minimum necessary for safety & operational control Post controlled area signs in proper & conspicuous places unless placement of signs would compromise the security of the controlled area

CA Entry Qualification The Installation Commander determines the basic entry qualifications and publishes them in the IDP

The need for stringent entry qualifications must be balanced against normal operational requirements and the sensitivity of the protected resources

Escorted Entry to Controlled Areas Escorted entry applies to individuals who must perform official duties within controlled areas & have not been granted unescorted entry authority A person with a Restricted/Controlled Area Badge for the appropriate area must escort these personnel into controlled areas Escorted entry also applies to personnel visiting controlled areas for non-official business

All personnel who possess a RAB will be trained on the following:

The threat and how it applies to their area of responsibility General responsibilities of RAB holders to the ID effort as outlined in the IDP.

Contact Security Forces at (405) 734-3737 of any suspected security incidents

Entry control procedures, including verification of the authorization & official duty to be in a restricted area Responsibilities & duties of an escort official

AF Form 1109, Visitor Register Log

Escort Official Responsibility Assumes responsibility for the safe & secure conduct of their visitors & are required to maintain constant surveillance & control of their visitors at all times while in the controlled area Entry Control (EC)s & escort officials are responsible for accomplishing the following when allowing entry

ECs & escort officials must positively identify individuals being escorted before allowing entry Escort officials are responsible for inspecting vehicles & hand-carried items & certifying to the EC that an inspection was conducted

ESCORT BRIEFING

(Read aloud in the presence of the Entry Controller) You are entering a Protection Level (PL) 4 Controlled Area.

The only entrance and exit point to this area is ___________.

CROSSING IN OR OUT OF THE AREA AT ANY OTHER POINT IS PROHIBITED.

You must sign in and out on the AF Form 1109, Visitor Register Log.

During your visit, you will be escorted at all times.

You must remain under my observation or the observation of the individual designated by me at all times In the event of an emergency you are to follow all instructions given by me and/or the SF member(s) on duty SMOKING IS ONLY PERMITTED in Designated Smoking Areas

Personnel Inspections Conduct a visual inspection of all hand carried items (the Inspector can place their hands inside the item during the inspection) Have personnel empty their all pockets Remain vigilant & if any, suspicious items are found or the escort official is unsure contact Security Forces at 734-3737 for assistance

CA Unescorted Entry Only personnel with proper authority & qualifications may enter controlled areas Installation Commanders grant authority & determine qualifications for personnel to enter controlled areas to include escort procedures This responsibility may be delegated to the owning unit commander

A challenge is as simple as asking an individual a simple question How can I help you sir/ma’am?

Considerations for initiating a challenge Who is that?

Challenge anyone that at a specific time or place appears questionable Ask the boss

A challenge is as simple as asking an individual a simple question Contact a supervisor if there is any doubt as to another person’s right to be in the area Sound the alarm!

Promptly request Security Forces’ assistance if a person’s right to be in the area cannot be verified

Emergency Entry In an emergency (such as fire or casualty), firefighting, medical, Explosive Ordnance Disposal (EOD) & Emergency Management personnel will be permitted entry into a restricted/controlled area w/o delay ID forces & owners/users will purge the controlled area immediately after departure of emergency personnel & vehicles When time permits, ensure emergency personnel are signed in on AF Form 1109

Free Zones are established within controlled areas when construction projects & similar activities make it inappropriate or impractical to apply normal circulation controls

In such cases, establish a Free Zone corridor from some point on the controlled area boundary to the work project to aid in moving personnel and equipment.

The organization or agency most associated with the project will maintain surveillance over the Free Zone boundary as determined by the commander responsible for the controlled area. NOTE: SF are not to be used to conduct these activities.
