About this file

The document is a Solicitation Addendum One for the State of Nebraska's State Purchasing Bureau, addressing a Request for Proposal (RFP) for Automated Teller Machine (ATM) services across multiple state facilities. The solicitation seeks a vendor to provide, install, and maintain ATMs in locations including the Nebraska State Capitol, State Office Building, Department of Transportation, Community Corrections facilities, State Correctional Institution, Law Enforcement Training Center, and Department of Motor Vehicles offices. The current contract expires on June 30, 2025, with the new contract to commence on July 1, 2025. The RFP was released on March 11, 2025, with electronic solicitation responses due on April 29, 2025, at 2:00 PM Central Time. The contract will have an initial four-year term with options to renew for three additional one-year periods.

The addendum clarifies key details about the ATM services, including that the vendor will own the machines and be responsible for all installation, cash handling, and maintenance. There are no revenue sharing or rent payment expectations from the state, and the primary goal is to provide convenient cash services to employees and visitors. Branding of ATMs is permitted, including on-screen branding, institution logos, and signage. The state requires ATMs to be installed inside buildings and only available during business hours, with a focus on security and accessibility. Transaction fees will remain consistent for the first two years, with subsequent adjustments to be negotiated. The RFP does not specify set-aside designations or precise budget ranges, but the comprehensive nature of the solicitation suggests a substantial opportunity for a qualified ATM service provider with robust operational capabilities.
