About this file

This Solicitation Addendum One document is issued by the Nebraska State Purchasing Bureau for a statewide Automated Teller Machine (ATM) services contract (Solicitation 120845 O5), with responses due on April 29, 2025, at 2:00 p.m. CST. The addendum provides clarifying questions and answers regarding the ATM services procurement, which will replace the current contract expiring on June 30, 2025. Key details include confirmation that the state seeks a vendor to provide ATMs across multiple state facilities, including the State Capitol, State Office Building, Department of Transportation, and correctional facilities, with the vendor owning and maintaining the machines. The new contract will commence on July 1, 2025, with the intent to minimize service disruption during transition.

The addendum addresses several critical aspects of the procurement, including branding permissions, security protocols, and financial arrangements. Specifically, the state will not require revenue sharing or rent payments, and ATMs can be branded by the vendor. The machines will be located inside state buildings and only accessible during business hours. Bolts will not be permitted for ATM anchoring, and the state expects the vendor to handle all cash handling, maintenance, and service requirements. The procurement does not mandate specific revenue sharing models, instead focusing on providing convenient cash services to state employees and visitors. Vendors will generate revenue through transaction fees, with the state's primary goal being to offer accessible ATM services across its facilities.
