About this file
The document is a Request for Proposal (RFP) for Automated Teller Machine (ATM) services issued by the State of Nebraska's State Purchasing Bureau, solicitation number 120845 O5. The RFP seeks a qualified vendor to install, operate, and maintain ATMs across multiple state facilities, including the Nebraska State Capitol, State Office Building, Department of Transportation, Community Corrections facilities, State Correctional Institution, Law Enforcement Training Center, and Department of Motor Vehicles offices. The contract will have an initial four-year term commencing upon execution, with options to renew for three additional one-year periods. Electronic solicitation responses are due on April 29, 2025, at 2:00 PM Central Time, with the RFP originally released on March 11, 2025.
The proposed contract requires the vendor to provide ATMs that are ADA compliant, support bilingual transactions, and adhere to strict security protocols, particularly for correctional facilities. Bidders must have a minimum of five years of ATM service experience and demonstrate the ability to train employees on complex operational requirements. The vendor will be responsible for all installation costs, communication lines, and monthly connection expenses, generating revenue through transaction fees. The cost sheet indicates significant transaction volumes across state facilities, ranging from 1-2 transactions at some locations to over 9,000 at others. Transaction fees will remain consistent for the first two years, with subsequent adjustments to be negotiated between the parties. The RFP does not specify set-aside designations or a precise budget range, but the comprehensive nature of the solicitation suggests a substantial contract opportunity for a qualified ATM service provider with robust operational capabilities.

H. SUMMARY OF BIDDERS CORPORATE EXPERIENCE:
Narrative 1
For the past 7 years Diversified Leasing has been the Prime ATM Vendor for the
State locations included on this RFP and expanded the scope of the agreement by adding locations at the State’s request (DMVs were later additions.) The original agreement originated in 2018 and was subsequently extended through June of
2025. Diversified Leasing Inc. has provided reliable ATM service with quick response times for the rare occasions an ATM has gone down. Diversified Leasing
Inc provides all the equipment, communication, cash, and replenishment service at no cost to the State. Diversified Leasing utilizes Armored car service (Armored
Knights) for all NDCS locations along with the State Office building which ensures the maximum security. Armored Knights is a bonded, fully insured armored car service based out of Omaha, and has been in the business of servicing ATMs since
April of 1988. We also understand that for many of the locations (especially the
NDCS locations) the patrons of these ATMs do not always have the option to go to another ATM if our unit is down, which is why resolving issues quickly and making sure the ATMs have sufficient funds available is essential for these locations. Many locations offer $10 increments which allows the patrons to utilize their limited funds better but means more cash fills. These locations are either filled every other week or weekly to ensure cash is available. All locations are monitored daily to confirm operational status of the ATM and current cash levels. Our processor also sends alerts to our ATM manager if any fault occurs with an ATM. Each State location has the contact information (including a cell phone for 24-hour access) for our ATM Manager (Rick Hykel) who has been in the ATM Business for over 20 years. All State ATM locations are currently included in “CASH CORNER” which is our surcharge free network for all the financial institutions who are members.
Narrative 2
Diversified Leasing Inc. manages a fleet of ATMs for a large mid-western
Convenience Store chain that extends from Omaha to Kearney. This customer uses
Diversified Leasing Inc. to supply ATMs for 25 of its locations in Nebraska and
Iowa. They have been partnering with Diversified Leasing for over 25 years and continue to expand their network as new locations come on board. These locations are high volume accounts that cannot afford downtime or cash outages.
Diversified Leasing has continued to keep these locations operational and has been rewarded with additional locations year after year.

Narrative 3-Douglas County Contract
Diversified Leasing Inc. contracts with Douglas County to service their locations in the Omaha area. There are eight locations included under this contract including two ATMs at the Douglas County Jail which are serviced similar to the NDCS
Locations.

SUMMARY OF BIDDERS PROPOSED PERSONNEL/MANAGEMENT APPROACH
Diversified Leasing Inc. approach to this State RFP is to continue supplying exceptional services to the State Locations as we have done the past 7 years. Our management philosophy includes both working partners of the company actively involved with all the State locations on a daily basis and will continue to do so through the next contract. Our philosophy is simple, make sure our ATMs work for our customers, not against them. This is accomplished by making sure uptime is maximized, cash is available, and all the operational details are taken care of quickly and efficiently. That means your ATMs are a service to your patrons…not a service headache. Diversified Leasing Inc. has a corporate structure the ensures seamless communication through the entire organization. When it comes to making our customers satisfied, we have always taken the approach “it’s more important to get it done…than who gets it done.” Which is why the two operating owners are heavily involved in the day-to-day operation. Jim Halski has over 35 years’ experience working with ATMs and ensures the operational aspect of the
ATMs continue running. Mark Hobson, with over 40 years of operational experience and management, controls the cash levels so the ATMs do not experience shortages. Working with both owners is Rick Hykel, who services the
ATMs and resolves any issues, and has over 20 years of “hands on” experience. All of these functions are tied together through our ATM Processor PAI which supplies alerts, reports, and facilitates the ATM transactions. This information is real time data that gives us up to the minute status for each ATM that allows us to be proactive and not reactive. (Key Employee Resumes included on a separate attachment.)
TECHNICAL RESPONSE
a. Diversified Leasing Inc, has been servicing the State locations for the past 7 years, we are aware of all the requirements to successfully deploy ATMs for these locations. Not only for the entire project, but each specific location included on the RFP which has their own unique and special challenges.
b. All of our ATMs currently deployed (including the State locations) are ADA compliant, and the hardware and software meets or exceeds industry compliance and regulations for security.
c. We have the experience to maintain this contract, but that will not stop us from looking at new and different ways to improve our service as the years go by. Relying on feedback from our state contacts at NDCS, and the other facilities, we can meet the ever-changing needs of all the locations.

FORM A.2 – Functional and Technical Requirements
Request for Proposal Number #120845 O5
Bidder Name: _____________Diversified Leasing, Inc.______________________
FORM A.2
Functional and Technical Requirements
2.1 Locations:
Bidder should detail the ability to provide ATM machines at all locations listed in Section V.C.1. Bidder should detail State’s requirements at all locations, in addition to paying the electricity. Bidder should detail who will pay all other costs to operate the ATMs, Response: Diversified Leasing, Inc. currently supplies all locations in this RFP. State is only responsible for paying electricity…all other costs are covered by Diversified Leasing, Inc.
2.2 ADA Requirements:
Bidder should detail the space requirements for the proposed ATM’s. Bidder should comply with Americans with Disabilities Act (ADA) Guidelines.
Response: No change would be required for the current space requirements that are currently in place for our ATMs deployed in the State Locations. All ATMs are ADA Compliant.
2.3 Maintenance on Machines:
Bidder should detail who will be responsible to maintain and service the ATMs. A Qualified technician would be allowed between 8 AM and 4 PM Central Time., Bidder should detail the normal response time for repairs. Bidder should provide a sample of the signage to inform users how to report any machine problems. Bidder should detail how often system software updates are needed. Bidder should detail how they will oversee new or modifications of existing equipment if required.
Response: For the State Locations we currently offer 24/7 access to our ATM Manager through his cell phone. Depending on the nature of the repair it is addressed in a 3-4 hour window unless parts are required which can be sent over night. All ATMs have Diversified Leasing Inc. information on the unit and included in the graphics of the ATM. On rare occasions an ATM may require security updates, but these are rare and can be done by the technician on site and usually in 10-15 minutes. If any modifications are required our ATM Manager will personally be the one to facilitate any upgrade required. Currently all hardware and software meet or exceeds industry compliance and regulations for security.
2.4 Servicing Machines:
Detail when and how machines are inspected for signs of tampering and to ensure the ATM haves not been compromised. Detail how often the machines will be filled and balanced. Bidder should detail the denominations available at each location.
Response: Every time an ATM is filled with cash it undergoes inspection to ensure that the ATM is in perfect working condition. Each ATM also is part of an ongoing maintenance program. That our ATM Manager does to clean and inspect the machine which is done on a quarterly basis. Fills are determined by location usage. We have State locations that are done weekly, bi-weekly and monthly. It also depends on the currency required for each location. The NDCS locations want $10 increments which means the amount of cash that can be loaded is reduced, so we fill them more frequently. Our standard procedure for adding cash is to replenish the ATM which means the existing cash is taken out and a new fill is loaded. This means every time the ATM is loaded with cash it is balanced to the penny.
2.5 Operating:
Detail all the Cash Access Networks the bidder uses in operating the ATMs (example:
FIS, Pluse, MoneyPass, Interlink, other). Bidder should detail what branded cards are acceptable.
Response: All major card network brands are accepted and most all minor card network brands are accepted at our terminals including but not limited to: Visa, Plus, Cirrus, MasterCard, Maestro, Pulse, Discover, NYCE, AFFN, Shazam, accel, Star, American Express, Quest, Interlink, Cash Corner, FIS, PAI, TransFund, Fiserve, and many others.

Experienced ATM Manager with over 20 years of Customer Service, Cash management and ATM repair in the Omaha/Lincoln market.
EXPERIENCE
EDUCATION
in 2018 Diversified Leasing, Inc. acquired the ATMs from Security First Bank and I came along with the acquisition bringing key account information , relationships and ATM knowledge which allowed the new company to retain the Security First locations, and expand the network (Currently 144 locations in the network). Duties include First and Second line service, along with managing the cash for all the locations as well as servicing the cash in some of the lower volume accounts.
Engineered Systems ATM business acquired by Security First Bank of South Dakota. I served the role as the local contact for all service related activities including cash replenishment. My duties involved monitoring all locations (100 ATMS) in the Omaha/Council Bluffs area to ensure ATMs were working properly with sufficient cash levels
Company distributed and serviced pay phones in the Omaha area. Responsiblities included Installs, repairing phone outages, and collection of money. At one point I had oversight of over 1000 payphone locations. In 2003 the company expanded their product line to include ATMs. Many of these were placed in locations that already were being serviced by the pay phones. This network expanded until we had 100 ATMs placed in the Omaha Area, and my responsiblities now included installation, service and supplying cash to the ATM units as well.
