About this file

This document is Attachment A - Forms for an RFP #120845 O5 issued by the State of Nebraska's State Purchasing Bureau for Automated Teller Machine (ATM) services across multiple state facilities. The RFP seeks a qualified vendor to install, operate, and maintain ATMs at locations including the Nebraska State Capitol, State Office Building, Department of Transportation, Community Corrections facilities, State Correctional Institution, Law Enforcement Training Center, and Department of Motor Vehicles offices. The solicitation requires ATMs that comply with ADA guidelines, support bilingual transactions, and meet specific operational requirements. Electronic proposal responses are due on April 29, 2025, at 2:00 PM Central Time, with the contract structured for an initial four-year term and options to renew for three additional one-year periods.

The contract will require the selected vendor to be responsible for all ATM installation costs, communication lines, and monthly connection expenses, with revenue generated through transaction fees. Bidders must have a minimum of five years' experience providing ATMs and demonstrate the ability to comply with state statutes, banking regulations, and complex security protocols, particularly for correctional facility locations. The RFP does not specify explicit set-aside designations or a precise budget range, but transaction volumes vary significantly across facilities, ranging from 1-2 yearly transactions at some correctional sites to over 9,000 at others. Transaction fees will remain consistent for the first two years, with subsequent adjustments to be negotiated between the state and the vendor.
