About this file
This is a Questions and Answers document for Mechanical Services BOA Solicitation No. SJ472268, addressing clarifications on scope, execution, and technical requirements for a Basic Ordering Agreement (BOA) at Brookhaven National Laboratory (BNL).
The solicitation accepts standalone proposals for demolition, furnishing, and installation of mechanical equipment and associated mechanical piping. The prime contractor must self-perform a majority of the work, though subcontractors are permitted. Offerors may designate authorized representatives or prospective subcontractors to attend mandatory site visits if they meet BNL site-access requirements and possess technical knowledge of the Statement of Work. Construction staging areas will be coordinated post-award between the contractor and BNL Building Manager; BNL is not obligated to provide temporary storage facilities. Contractors may decline individual task orders if resources are unavailable, though frequent declinations result in removal from future work. For Attachment 3 (Schedule of Unit Rates), contractors must provide indirect rates for subcontractor material and bonding markups. Equipment specifications include an Air Handling Unit (AHU) per sheet M-400 with chilled water control valve sizing using a 5 psi pressure drop formula, direct-steam humidifier equipment at 8 psi steam pressure per Addendum #1 (dated 10/22/2026), and ground-mounted ACCU equipment on new concrete housekeeping pads installed by others. Mechanical demolition includes equipment removal through existing double doors (6-feet wide); all metals are recycled through BNL's on-site scrapyard. Concrete pad demolition and reinstallation are excluded from this contract and will be performed under a separate BSA contract. Reheat coils are priced as add alternates, and mechanical piping plans are provided in Addendum #1 sheet M201. Fire sprinkler modifications may require hydraulic calculations and professional engineering certification per NFPA 13, subject to BNL review and inspection. All demolition debris must pass through BNL's mandatory vehicle radiation monitor prior to site departure.

Mechanical Services BOA - Questions & Answers
Solicitation No. SJ472268 |
No. Question Answer
Will BNL accept proposals for demolition, furnishing and installation of mechanical equipment, and associated mechanical piping as a standalone scope under the
BOA?
Yes. BNL accepts proposals for the demolition, furnishing, installation of mechanical equipment, and associated mechanical piping as a standalone scope of work under the Basic Ordering Agreement (BOA). Bidders should ensure their submission addresses all specified mechanical scope items, technical requirements, and safety/quality standards outlined in the RFP documents. The scope of work is listed on the first page of the mechanical drawing set.
May an offeror designate an authorized representative, prospective subcontractor, or technical partner to attend the mandatory site visit on its behalf, provided that attendee meets BNL site-access requirements?
Yes. Offerors may send an authorized representative, prospective subcontractor, or technical partner to the mandatory site visit, provided they meet BNL site-access requirements. However please note that the offeror is the company who is performing a majority of the work so they should be present on the bid walks.
Key points noted:
• Standard Practice: Allowing sub-trade representatives to attend is standard practice and expected by the BNL/BSA Project Manager.
• Technical Knowledge Required: Attendees must be knowledgeable about the Statement of Work (SOW) to address scope details, answer technical questions, and discuss project progress.
• Safety Supervision Clarification: If the inquiry specifically pertains to site safety supervision, refer to Div 0 Section 900 of the bid specifications for applicable requirements.
• Note that the Prime Contractor (Mechanical Task Order) shall self-perform a majority of the work under the BOA. Sub-contractors are allowed however this is not a GC or pass through contract.
Where will the equipment and tool storage area and construction laydown area be located for work under this solicitation?
Once awarded to the prospective bidder, construction specific staging area(s) shall be determined and coordinated with the Building Manager and BNL PM. However, Contractor shall note that a staging area provided by BNL is not required. The Contractor can provide a temporary storage container as deemed suitable. Please refer to Section 008 of Div 0 of the bid specifications for more information. BNL is not required to provide temporary staging areas / units / rooms for Contractor use.
May a BOA holder decline an individual Task Order if the work is outside its capabilities or if sufficient personnel are unavailable?
The Task Order Contractor may decline certain work if the resources are not available however frequently declining work will result in the removal of the contractor from future work. If the contractor does not have the capability to perform mechanical work then they should not bid on this mechanical BOA.
For Enclosure 1, Attachment 3 (Schedule of Unit Rates), do we need to provide rates for subcontractors, materials, and bonding?
Attachment 3 should include indirect rates for subcontractor material and bonding markups.
Please confirm the size and type of chilled water control valve and actuator required. Are these being supplied with the AHU or by the controls contractor?
The Mechanical TO Contractor shall furnish and install the equipment.
Whether the contractor furnishes it with the AHU or separately is on the discretion of the Contractor. The design parameters of the AHU performance is on the equipment schedule on sheet M-400. Based on the AHU manufacturer, the pressure drop and flow through the cooling coil may differ depending on the number of rows selected. A basic rule of thumb is sizing the control valve Cv using a pressure drop (Pd) of 5 psi. Cv= GPM / sqrt(Pd)
Please confirm the required direct-steam humidifier capacity, available steam pressure, and manufacturer/model. What accessories are required, including the steam valve, distributor, strainer, trap, and controls?
Contractor to use available steam pressure of 8psi. Refer to Addendum #1 drawing set dated 10/22/2026 issued along with this RFI response.
The drawings indicate that concrete work is not in the contract. Please confirm whether removing the existing equipment pads, repairing the floor, and installing the new 5-inch housekeeping pads are excluded. If included, please provide pad dimensions, reinforcement, and finish requirements.
Concrete demo will be by others. The Mechanical BOA will be responsible to demo the equipment on the pad and to coordinate and schedule with BNL when the pads are ready to be demolished. BNL will then have another Task Order contractor remove and reinstall the pads under a separate BSA contract.
Please confirm the route for removing the existing AHU and bringing in the new equipment, along with available opening sizes. The equipment is approximately 81 inches x 98 inches x 65.5 inches. Will it need to be broken into sections, or will building modifications or crane work be required?
The existing unit will be removed through the existing double set of doors on the outside entrance of the mechanical room. The unit will be broken down as needed to fit through the doors. All metal will be placed in BNL supplied dumpsters for disposal. All metals are recycled by BNL through BNL on-site scrapyard.
New equipment will also be loaded into the space through the same exterior doors. The existing double doors are 6-feet wide from interior of frame to frame. The new Basis of Design (BOD) AHU is 50.5” wide which fits through the existing doorway, similarly with the BOD FCU proposed. The intent is to maintain rigging path without modifying existing building envelope.
Crane work may be needed depending on methods.
Please confirm where the ACCU is to be installed and provide details for supports, roof penetrations, and flashing. Are there specific requirements to maintain the existing roof warranty?
Refer to Addendum #1 dated 10/22/2026 issued with this RFI response. New ACCU is ground-mounted on a new concrete housekeeping pad. New housekeeping pad by others as noted in RFI #8 response.
Please confirm which existing equipment and materials must be turned over to BNL and which may be disposed of, including the AHU, fans, condensate equipment, and associated materials.
All equipment shown on the demo plans will be demolished. Any metal will be loaded into BNL supplied dumpsters for recycling and disposal. General demolition debris and insulation will be disposed of in a contractors provided C&D dumpster and when removed from the site will pass through BNL’s vehicle radiation monitor (VRM) prior to leaving BNL site. The VRM is mandatory, not optional. The VRM is located on Princeton Ave headed west towards Upton Road within BNL site.
Please confirm the extent of sprinkler modifications required by the new ductwork layout, including any additional heads below larger ducts. Are there specific shutdown, testing, or inspection requirements?
Depending on the new mechanical equipment and associated ductwork layout proposed by the awarded Mechanical Contractor, modifications to the existing sprinkler system may be warranted. The proposed design per the bid package does not warrant modifications to the existing sprinkler system.
For information only - BNL shops shall shutdown and impair fire sprinkler systems as needed. Any fire sprinkler modifications shall require hydraulic calculations and all other supporting documents performed by a professional engineer with proper licensing and certifications as per NFPA 13 requirements. These shall be submitted for review by BNL prior to performing any physical work. The installation shall be pressure tested by the Contractor and witnessed and inspected by BNL Field Inspector. A CMTC (Contractor’s Material and Test Certificate) shall be completed by the installing Contractor and submitted to BNL Field Inspector/PM.
Furnishing and installation of any Fire Alarm devices, duct smoke detectors, smoke detectors, etc. are not part of this contract.
Are the reheat coils shown on M-201 to be replaced as part of the base bid, or priced as an add alternate? If replaced, who will supply them?
Clarification provided on Sheets M032, M202 and M400 per the issued Addendum #1 dated 10/22/2026. Mechanical Contractor shall price to furnish and install new reheat coil as an Add Alternate.
Can the piping drawings be provided before the bid due date so the full piping scope can be priced? If unavailable before bidding, will this work be handled as a change order later?
Refer to Addendum #1 dated 10/22/2026 Sheet M201 – Mechanical Piping Plans.
