The contractor shall provide all labor, services, materials, tools, and equipment to perform a variety of assigned mechanical work on various projects throughout the BNL facility. The scope of work will be authorized through individual Task Orders (TOs) placed under this BOA framework. The contract requires the contractor to coordinate all work with BSA activities, maintain compliance with extensive safety and environmental requirements, and submit numerous mandatory submittals including a Health and Safety Plan (HASP), Schedule of Values, subcontractor information, and operations and maintenance data.
The agreement incorporates comprehensive conditions across three sections: General Conditions (GC) covering definitions, permits, work hours (7 a.m.–5 p.m. weekdays), training requirements including Contractor/Vendor Orientation and specialized training for electrical safety, LOTO, welding, and radiological work; Supplementary Conditions (SC) addressing critical milestones, shop drawings, temporary services, safety requirements, and preventative maintenance programs; and Site and Construction Safety (SCS) requirements mandating a detailed HASP, competent persons for specific hazards, Job Hazard Analyses (JHAs), fall protection protocols, electrical safety compliance, confined space entry procedures, industrial hygiene monitoring, and occupational medicine services. The contractor must designate a Safety Representative and Alternate, maintain daily safety logs, conduct weekly toolbox meetings, and ensure all personnel complete required training. Submittals must include compliance certifications, equipment specifications, recycled materials reports, and operations data. No work shall commence without Notice to Proceed from the Modernization Project Office (MPO) and approval of required bonds, insurance, and safety documentation.

CVO is a one and one-half (1-1/2) hour overview of BSA and OSHA safety requirements. The orientation is offered three days a week (Monday, Wednesday, Friday). On Monday and Wednesday the class is offered in a classroom (in person) format only and on Friday the course is virtual. All courses start at 8:30 a.m. virtually or in Building 902.
The CVO procedure is as follows:
a. Each worker should be individually registered online using the Guest Registration form on the following website:
https://guest.bnl.gov/guestRegist.asp. Registration is required to be completed at least 1 full business day in advance of arrival for all naturalized U.S. Citizens. Registration for a foreign national (including Legal Permanent Residents) may require anywhere from 7 – 90 calendar days.
b. Upon submitting the online form, the worker will receive an email containing a GR Number; this number is only a tracking number. When the submission is fully approved, they will receive another email assigning a final Identification Number. The BNL training department will then email the guest to schedule them in the virtual or in person training depending on the person’s needs. Each worker should bring a printout of their approval email to BNL and present it at the Main Gate entrance to facilitate site access.
c. Upon arriving at BNL, workers are to report to Building 902 for in person CVO.
Upon completion of the orientation or if orientation was completed virtually, workers must proceed to the Badging Office, Bldg. 101, to obtain the employee identification badge. This safety orientation will be valid for a maximum period of one year. Satisfactory completion will be indicated by issue of employee identification badge.
2. Contractor and Subcontractor employees who have not attended the Safety Orientation will be directed to stop work until they have done so.
B. Electrical Safety Training
1. The contract employer must ensure that each of his or her employees are trained in accordance to their exposure to an electrical hazard (shock or arc flash) and to BNL’s Electrical Safety Subject Area (ESSA). See Attachment 1 of this section for guidelines.
2. The contract employer shall ensure that each of his or her employees is instructed in the hazards communicated to the contract employer by the BNL host point-of-contact.
This instruction shall be in addition to the Electrical Safety Subject Area (ESSA) training requirements. This discussion can be informal, but a record of this briefing shall be documented.
3. The contract employer shall ensure that each of his or her employees follows the work practices and safety-related work rules required by the BNL ESSA and JHA’s developed by the employer.
4. Contractor and Sub-contractor employees, who may be exposed to an electrical hazard (shock or arc flash) as part of their work, who have not completed the required ESSA training, briefing, and supplied with the required authorizing documents will not be allowed to perform such work.
