About this file
This document is a Justification and Approval (J&A) for a sole source contract under FAR Subpart 13.5 for the maintenance and repair of the Bureau of Engraving and Printing's Banknote Processing X9 (BPS X9) systems.
The J&A states the requirement is for a firm-fixed-price contract with Giesecke and Devrient Technology America, Inc. (G&D) to provide spare parts, preventative maintenance, remedial maintenance, software support, and on-call services for the BPS X9 systems located in Washington, D.C. and Fort Worth, Texas. The contract will have a 12-month base period and four 12-month option periods. The Independent Government Cost Estimate is provided, but the exact contract value is not specified. The J&A cites G&D as the original equipment manufacturer and the only approved provider for the BPS X9 systems as the justification for the sole source award. A market research notice was posted, but no responses were received. The Contracting Officer determined the anticipated pricing will be fair and reasonable.
